You can connect an air-gapped AI system to an existing health, safety, and environment (HSE) reporting workflow only by defining and governing the boundary through which approved data moves. If the system has an always-on channel to another environment, it is not strictly air-gapped; describe it instead as segmented or controlled. A practical pattern is to keep AI processing separate, export only approved report fields, validate and map them to the receiving system, and have an authorized person review safety-critical judgments before submission.

Start by defining what “air-gapped” means in your setup

The term can describe physical separation, network segmentation enforced by controls, or an environment that is isolated except during scheduled transfers. These are different security and operating models. Document which one applies, rather than calling a continuously connected system air-gapped.

Specify what may cross the boundary, in which direction, through which approved mechanism, who can authorize a transfer, and what review is required. Joint CISA and ASD ACSC guidance on AI in operational technology (OT) recommends separating AI from OT where appropriate, alongside risk assessment, governance, monitoring, human involvement in critical decisions, and fail-safe measures. It is relevant guidance, not a certified HSE integration design or a mandate for one particular handoff sequence: CISA’s Principles for the Secure Integration of Artificial Intelligence in Operational Technology, published December 3, 2025.

Choose the receiving workflow before designing a transfer

Find out what the existing HSE platform actually accepts: its supported interface, field schema, required values, and import or submission behavior. Do not assume it offers an API or CSV import. If you do not yet know the product or schema, the interface cannot be specified reliably.

For the United States OSHA Injury Tracking Application (ITA), OSHA documents three submission methods: manual web entry, CSV upload, and API transmission. Those options apply to the ITA; they do not establish that another HSE system supports the same methods. See the OSHA Injury Tracking Application.

Use a governed handoff, not an unrestricted connection

A workable design keeps the AI environment separate and treats its output as a proposed record. The following sequence is a practical synthesis of AI/OT security guidance, not a standard-mandated architecture.

  1. Limit the export. Allow only the fields needed for the approved reporting task to cross the boundary. Decide in advance how worker identifiers, sensitive incident details, and other personal or health information will be handled under applicable privacy rules.
  2. Validate before import. Check required fields, data types, allowed values, and the receiving system’s schema. Send incomplete, malformed, or unapproved records to a review queue rather than silently importing them.
  3. Map fields deliberately. Record how each AI output maps to the destination fields and which values need a human to supply or confirm. Keep the mapping specific to the receiving platform.
  4. Require accountable review. Use AI output as a draft or decision aid when a person must judge classification, recordability, severity, or worker details. Joint CISA and ASD ACSC guidance calls for human involvement in critical decisions; the accountable reviewer and submitter should be identifiable in your workflow.
  5. Record the full transaction. Retain the source incident material, AI-generated output, reviewer edits, approved submission, timestamps, and transfer outcome under your organization’s retention and privacy rules. Keep enough history to reconstruct what was proposed, changed, and sent.

Compare transfer approaches against your boundary requirements

There is no universally safest transfer method. A physical transfer process can preserve stronger separation but may add delay and manual handling. A controlled network integration can speed processing while changing the isolation model and expanding the attack surface. Choose based on risk, operational needs, platform compatibility, and the controls your teams can maintain; the cited guidance does not rank particular products.

These are design trade-offs, not guarantees about security. NIST SP 800-82 Rev. 3 addresses OT security while accounting for performance, reliability, and safety needs; apply it when the reporting workflow touches OT, not automatically to an office-only application. Test normal operation and failure paths before launch

Test the handoff with representative records and verify both what reaches the reporting system and what is blocked. Include duplicate events, missing fields, invalid categories, delayed transfers, rejected imports, outage recovery, and suspected compromise. Confirm that staff have a safe manual reporting path and that an authorized operator can stop transfers. These are implementation checks, not a quoted checklist from a regulator; they put the guidance’s monitoring and fail-safe principles into practice.

Keep compliance rules separate from the integration design

An AI-to-HSE transfer does not itself determine whether an event must be recorded, reported, or electronically submitted. Those are separate obligations that depend on jurisdiction, industry, establishment size, and event details. The figures below are examples for the United States OSHA context, based on OSHA pages reviewed October 4, 2026; they are not global HSE rules.

OSHA notification and recordkeeping

OSHA says employers must notify the agency within 8 hours after a work-related employee death and within 24 hours when a work-related incident causes an in-patient hospitalization, amputation, or loss of an eye. Many employers with more than 10 employees must keep records, subject to industry exemptions. Check OSHA’s Recordkeeping Requirements for the applicable rules; a reporting integration should not delay a time-sensitive notification.

OSHA ITA electronic submission

Certain establishments submit records annually through the ITA, generally during January 2 through March 2. Coverage depends on establishment size and industry, so check OSHA’s current requirements and coverage tools before building an electronic-submission workflow. OSHA describes web entry, CSV upload, and API transmission specifically for the ITA, not as universal HSE interfaces: OSHA Injury Tracking Application.

OSHA permits equivalent record formats such as Excel or CSV if applicable requirements are met and provides fillable forms. An export file is not automatically compliant just because its format is accepted in some workflows. See OSHA’s Injury & Illness Recordkeeping Forms.

Retention

For covered OSHA records, Forms 300, 300A, and 301 must be retained for five years after the end of the covered calendar year. Broader HSE retention periods depend on the applicable rules and organization. See 29 CFR 1904.33, Retention and updating.

NIST’s AI Risk Management Framework is a voluntary resource for managing AI risk across design, development, use, and evaluation—not a law or product certification. It can help structure ownership and review of the AI component: NIST AI Risk Management Framework.

If the connected environment falls within health IT, IEC 80001-1:2021 offers an organizational risk-management framework for connections to health IT infrastructure, addressing safety, effectiveness, and security. An industrial employer’s HSE system is not automatically health IT; assess the context before applying the standard: IEC 80001-1:2021.
