ERR_CONNECTION_REFUSED means Chrome could not establish a connection because the page did not allow it or the connection was blocked. ERR_CONNECTION_TIMED_OUT means the connection took too long. Neither message identifies the exact cause. First check whether the problem affects one website or several, then work through Chrome’s basic connection and browser checks.
What does ERR_CONNECTION_REFUSED mean?
Chrome describes this error as: “The page didn’t let Chrome connect or the page is blocked.” (Google Chrome Help.) It tells you that the connection was rejected or blocked, not which server, device, firewall, or network component rejected it.
What does ERR_CONNECTION_TIMED_OUT mean?
Chrome’s definition is: “The page took too long to connect.” (Google Chrome Help.) A slow connection or a busy page may be involved, but the message alone does not prove that the website is down or that your internet service is at fault.

These names also reflect TCP connection behavior. In RFC 9293, the IETF’s TCP specification, a reset during an active connection attempt is reported as “connection refused,” while retransmission timeouts cause another transmission. That protocol context explains the terms, but Chrome’s error screen cannot reveal which component or event caused a particular failure.

How to troubleshoot either Chrome error
Start with the simplest checks. Google’s Chrome connection and loading guidance covers possible causes involving the website, browser, device, security software, and network.
- Check the address and reload. Look for a typo in the URL, then try loading the page again.
- Find out whether one site or many are affected. Open another website. If several sites fail, check the device’s internet connection. If other sites load but one does not, the problem may be specific to that website.
- Check the network connection. Confirm that Wi-Fi or Ethernet is connected. On public Wi-Fi, check whether a sign-in page is required. Look at the modem and router you already have; if they do not appear to be working, Google suggests restarting them or contacting your internet service provider when appropriate.
- Update and restart Chrome. Install an available Chrome update, then fully close and reopen the browser.
- Test in Incognito. If the page loads in an Incognito window, an extension may be interfering. Disable extensions, then turn them back on one at a time to identify a possible conflict.
- Check browsing data and security software if needed. Clear browsing data if the earlier checks do not resolve the problem. Also check whether firewall or antivirus software is blocking the connection. Change security settings cautiously, and restore protection after any diagnostic check.
- Escalate based on the scope. For a problem isolated to one site, check for an outage or maintenance and contact the site owner if needed. If connection problems affect multiple sites after these checks, contact your ISP or network administrator.
Why the error alone cannot identify the cause
A browser error is a symptom, not a complete diagnosis. A refusal does not tell you which part of the connection rejected the attempt; a timeout does not tell you whether the delay came from the website, your device, or the network. Checking whether other sites work gives you a practical first branch, but the result still may not pinpoint the failing component. Google’s guidance treats these errors as potentially involving more than one part of the connection, while RFC 9293 describes TCP behavior rather than diagnosing an individual user’s failure.
