The strongest alternatives to evaluate are Fortinet Secure SD-WAN, HPE Aruba Networking EdgeConnect, Arista VeloCloud, and Palo Alto Networks SD-WAN options. They are not interchangeable bundles: compare how each handles application-aware routing, branch security, segmentation, cloud and SSE/SASE integration, management deployment, and your existing network and firewall estate. There is no evidence here for a universal winner on price, performance, reliability, or ease of operation.
What Cisco SD-WAN Manager does—and what you are replacing
Cisco now calls the product Cisco Catalyst SD-WAN Manager; its product page identifies it as formerly vManage. Cisco describes the Manager as the centralized system for operating a Catalyst SD-WAN fabric. In its Cisco Catalyst SD-WAN Solution Overview, updated July 6, 2026, Cisco says the Manager provides operational dashboards, device provisioning and configuration, license management, and software upgrades.
The Manager is one part of a larger architecture. Cisco separates management, control, and data-plane roles: the Manager handles centralized operations, Controllers distribute route and policy information, and edge devices forward traffic. The fabric uses an encrypted overlay across transports such as MPLS, broadband, cellular, and cloud connectivity; centrally configured policies determine how application traffic moves between edges. Cisco’s documented feature areas include segmentation, application-aware routing, SaaS path optimization, and cloud connectivity.
So an alternative evaluation is broader than choosing another dashboard. Assess the operating system and management plane, branch edge devices, security enforcement, controller or orchestration design, licensing, and the work required to migrate policies and routing.

Which alternatives belong on an enterprise shortlist?
Cisco’s October 2025 vendor-authored competitive comparison names Fortinet, HPE, Arista, and Palo Alto Networks. Cisco says the chart is based on public information. It is useful for identifying candidates and questions, but its characterizations are not an independent ranking; verify material capabilities and packaging directly with each vendor.

The chart presents dynamic application path selection across the listed vendors. That feature label alone does not establish that products make equivalent decisions or expose the same controls. Compare the policies, telemetry, security stack, and operational model you will actually use.

How should you compare the candidates?
Translate the requirements that distinguish your network into observable acceptance criteria. A shortlist that scores well on a feature name but poorly on routing, security operations, or migration fit can create more work than it removes.
- Application path steering: Determine which link-health and application signals can inform a decision, how policy expresses preferred paths or failover, and what telemetry operators receive when traffic moves. Test representative SaaS, voice, and business application flows rather than relying on feature labels.
- Branch security: List required services—such as firewalling, intrusion prevention, URL controls, and encrypted-traffic inspection—and identify where each is enforced. Check how policies and events are managed, and whether required functions are included, separately licensed, or supplied by another product.
- Routing and segmentation: Document the protocols, route exchange, segmentation model, and scale your design needs. Include existing WAN behavior and any dependencies between segments. Validate migration paths, not only a clean new-site design.
- Cloud and SSE/SASE: Map each required cloud or security-service connection. Establish whether the integration is native, separately licensed, or third-party, and which system owns policy and troubleshooting across the connection.
- Management and deployment: Establish whether the management plane is vendor-hosted, customer-managed on premises, customer-managed in cloud, or a combination. Confirm who performs provisioning, monitoring, upgrades, backup, capacity planning, and incident response. Do not infer another vendor’s deployment choices from Cisco’s.
- Estate and operating fit: Account for installed branch hardware, firewall and security-management investments, team skills, support arrangements, and lifecycle plans. Ask for a site-by-site migration and coexistence approach where a rapid cutover is not practical.
- Commercial clarity: Request a dated bill of materials and licensing model for the exact architecture, services, sites, and support level being evaluated. Comparable current pricing and license terms are not established by Cisco’s chart.
What Cisco’s deployment options reveal about operating responsibility
Cisco documents three deployment patterns for its control components: Cisco cloud-hosted, self-managed on premises, and self-managed in a public cloud such as AWS or Azure. Cisco says cloud hosting reduces infrastructure operating burden. With a self-managed deployment, the customer has more control and takes on deployment, operations, monitoring, maintenance, server capacity, and scaling.

Use those distinctions as questions for every candidate, not as assumptions about their answers. A vendor-hosted service may reduce infrastructure work while changing control and operational boundaries; self-management may better suit some governance requirements but requires staff and capacity. Confirm each alternative’s available models, responsibilities, resilience design, and associated costs directly with its vendor.
How to run a useful proof of concept
Use the same requirements and representative sites for each finalist. The purpose is to expose differences that affect your environment—not to produce an unsupported universal ranking.

- Write the acceptance criteria first. Record required transports, routing and segmentation behavior, application policies, branch security services, cloud/SSE connections, management model, and operational roles. Mark which are mandatory and how each will be demonstrated.
- Choose representative sites and traffic. Include the branch patterns that stress your design: for example, different WAN transports, security profiles, routing dependencies, and important applications. Use your own expected traffic and inspection requirements; no generic appliance model or throughput figure is established here.
- Exercise policy and path behavior. Demonstrate how operators configure application-aware link selection, observe the decision, and respond to a changed link or application condition. Record the policy controls and telemetry available, rather than treating the presence of path selection as sufficient.
- Validate security and segmentation. Demonstrate each required security service and enforcement point, then test traffic separation and the intended allowed paths between segments. Confirm event visibility and the operational workflow for investigation.
- Walk through failure and recovery scenarios. Agree on realistic link, device, and management-plane conditions for the test. Observe traffic behavior, alerts, operator steps, and restoration; do not extrapolate a lab result into a general reliability claim.
- Test the operating model. Have the team perform routine provisioning, policy changes, monitoring, upgrades, and troubleshooting tasks relevant to the proposed deployment. Capture dependencies on vendor support, customer infrastructure, and specialized skills.
- Close with migration and commercial evidence. Ask each finalist to map the current design to the proposed one, identify coexistence and cutover needs, and provide dated licensing, support, and hardware details for the tested configuration. Resolve gaps before comparing proposals.
How to narrow the shortlist
Prioritize candidates by the constraint that matters most, then apply the same validation standard to each:
- If branch firewall consolidation is central, give Fortinet a close look and verify the specific security and management design.
- If WAN connectivity and path optimization lead, include HPE Aruba EdgeConnect and Arista VeloCloud, while checking their security, routing, and operating fit.
- If Palo Alto Networks security or SSE is central, define the intended PAN-OS, ION, and Prisma Access combination before evaluating it.
- If management control or hosting boundaries are decisive, compare each vendor’s documented deployment choices and customer responsibilities directly.
Keep Cisco Catalyst SD-WAN Manager as the baseline for a like-for-like requirements comparison. Cisco’s competitive chart is a starting point for the shortlist, not proof that one candidate is fastest, cheapest, easiest to operate, or best for every enterprise.
