Foundry Virtual Tabletop, Fantasy Grounds, and Arkenforge are the strongest options for different kinds of offline RPG play. Foundry suits a GM who wants to host and customize a campaign; Fantasy Grounds combines campaign tools with a free core VTT, according to its current comparison page; and Arkenforge is designed for in-person maps and projected displays. None should be treated as a blanket promise that every feature works without internet: initial activation, content installation, remote connections, or purchases can still require it.
Choose based on what “offline” needs to mean at your table: preparing a campaign without a browser, playing on one local network, running a fully disconnected session, or hosting remote players from your own computer.
What “offline” means for a virtual tabletop
Offline, self-hosted, and subscription-free describe separate things. Offline concerns whether a feature or session needs an internet connection. Self-hosted means the GM runs the game server, often on their own computer. Subscription-free describes the payment model; software may still require a one-time purchase or paid books and other content.
- Offline preparation: You can prepare or edit a campaign locally, but some content may need to be installed or authenticated while online.
- Local-network play: Players on the same home network connect to a locally run game. This does not automatically provide access to players elsewhere.
- Fully disconnected play: The software and the material needed for the session work with no internet connection at all. Check activation and content requirements before relying on this.
- Remote play: Players outside the local network need a route to the host. Self-hosting avoids a hosting subscription, but does not remove network configuration or internet access requirements.
For any platform, download and install the rulesets, modules, maps, and other assets the session needs while online. Keep local backups, then test the exact offline setup before game day.

Foundry Virtual Tabletop: best for self-hosting and customization
Foundry is a strong choice when the GM wants to run the game on their own computer or another computer on the local network, with campaign content stored locally. Its official site describes a one-time software purchase with no subscription fees or feature gating. See the Foundry product page and hosting guide.
What works offline, and what does not
Foundry’s official FAQ says, “Foundry VTT does not normally require an active internet connection or rely upon an external service.” That describes normal operation after setup, not the entire lifecycle: the installation guide says an internet connection is needed to validate the license key and accept the EULA. Updates, package browsing, and external-IP lookup for invitation links also use outside services. Consult the Foundry FAQ and the installation guide, which is listed as updated January 16, 2026, for version 13.351.

When it fits—and when it does not
Foundry fits groups that can complete activation online and want control over local hosting. For remote players connecting from outside the GM’s network, port forwarding or other network configuration may be needed, as the hosting guide explains. Its add-on ecosystem can involve extra setup and maintenance; check the requirements of the particular game system or module rather than assuming every add-on works offline.
Fantasy Grounds: best for campaign tools and supported content
SmiteWorks’ free-VTT comparison, reviewed September 29, 2026, says groups can host, play, and create unlimited campaigns with full campaign tools without a software license or subscription. That claim is about the VTT software, not every book or rules resource: commercial books and optional content may cost extra. The official Fantasy Grounds site describes campaign creation, maps, dice, automation, and support for Windows, macOS, and Linux.

Offline preparation and content
SmiteWorks’ installed-versus-browser comparison identifies local campaign control and offline preparation as strengths of the installed application, provided required content is installed first. Treat that as a basis for preparing locally, not proof that every connected or cloud feature will work while disconnected. The separate license comparison also lists offline character creation or editing for some tiers.
Check the current software and content offer
The newer free-VTT comparison presents core hosting, play, and campaign creation as free, while the separate license-comparison page still displays paid tiers and prices. Because those official pages are inconsistent, confirm the current software-license and content distinction before buying or installing; do not assume older displayed license prices describe the current offer. A free VTT does not make proprietary rulebooks free.

Arkenforge: best for in-person maps and projected play
Arkenforge is built around in-person play: GMs can show a player-facing screen with fog of war on a TV or projector while keeping maps and files locally stored. Its product page says the software works offline after the first login, and that future content-pack purchases must be authenticated. The vendor puts it plainly: “Once you’ve done that, you can use Arkenforge offline as long as you like!”
Display options, online sharing, and requirements
A separate TV or projector is optional; the vendor says maps can also be exported or printed. Arkenforge is not built for online play, although the player-facing screen can be shared through a video-conferencing service. The product page lists a dedicated GPU, 8 GB of memory, and 10 GB of disk space among its requirements; check the current operating-system and hardware details before choosing it.

As shown on the vendor’s product page when accessed October 4, 2026, Arkenforge listed a free 30-day trial, a Fantasy Major Bundle at US$95, and an Ultimate Bundle at US$250. These are vendor-listed amounts and may change; check the current page for pricing and package contents.

- You need a fully disconnected session: Favor software that can run locally after activation, and install all required game systems and assets ahead of time. Test it with the internet disconnected.
- You want to host on your own computer: Foundry is the clearest fit in this shortlist, but budget time for setup and network configuration if remote players need access.
- You want campaign tools without a software subscription: Fantasy Grounds is worth considering, but verify the current license and separate content costs before committing.

Prepare and test before game day
- Decide what must work without internet. Specify whether you need campaign preparation, same-network play, a fully disconnected session, or remote players; these are different requirements.
- Complete setup while online. Activate the software and install the rulesets, modules, books, maps, and assets required for your session. For Arkenforge, authenticate future content-pack purchases; for Foundry, validate the license and accept the EULA.
- Set up the table connection. For a local session, connect players on the same network if the platform supports it. For remote play, check the host’s internet and network configuration; a locally hosted game is not automatically reachable from outside the network.
- Disconnect and rehearse. Start the application with internet disabled and try the tasks the session depends on, including opening the campaign and displaying its maps. For an in-person setup, test the player-facing screen or projector as well.
- Keep a local fallback. Save backups and export or print maps where the software supports it. Arkenforge specifically says maps can be exported or printed.
