To create an SBOM, define the software release and build stage it should describe, generate a machine-readable inventory in a format your recipients can use, check the component identities and dependency relationships, then validate and retain it with that release. To track dependencies over time, keep each SBOM tied to its exact artifact, regenerate it when the contents change, and compare component versions against current vulnerability and license information. An SBOM is useful inventory data—not proof that software is secure or that a listed vulnerability is exploitable.

What is an SBOM?

The National Telecommunications and Information Administration (NTIA) defines a software bill of materials (SBOM) as “a formal record containing the details and supply chain relationships of various components used in building software.” In practice, it is a structured, machine-readable inventory that helps teams identify what is in a software product and how components relate to one another.

NTIA’s minimum elements are the supplier, component name, component version, other unique identifiers, dependency relationship, author of the SBOM data, and a timestamp. These fields help distinguish components and connect the inventory to the software and moment it describes. An SBOM can support software inventory, vulnerability management, and license management, but it does not address every software security problem.

How do I create an SBOM?

Use a workflow that defines the inventory’s scope, generates it from the right input, checks what the generator found, and preserves it with the release. NTIA’s 2021 minimum-elements report treats scope, depth, known unknowns, frequency, generation, distribution, and access control as important process considerations.

1. Define the software and build stage

Specify the application, package, container image, firmware, or assembled product and the exact release the SBOM covers. State whether it represents source files, build output, or the post-build artifact that will be deployed. These views can differ: an inventory produced from source may not capture everything actually included in a packaged image, while a post-build scan may not reveal every development-time dependency.

Record known gaps or unknowns rather than implying the inventory is complete. The scope and depth determine what a reader can reasonably infer from the file.

2. Choose a format that your recipients can consume

Ask the intended recipient what formats and metadata they accept, then check what your build and security tools can generate and ingest. NTIA names SPDX, CycloneDX, and SWID tags as formats used to generate and consume SBOMs. SPDX and CycloneDX are common choices for exchanging structured component data.

The SPDX Project’s overview, accessed October 4, 2026, describes SPDX 3.0 as an open, extensible standard for communicating bill-of-materials data across software and other domains, including AI, datasets, and build information. CycloneDX’s specification overview, accessed October 4, 2026, lists version 1.7, released October 21, 2025 and published as ECMA-424 on December 10, 2025; it supports JSON, XML, and Protocol Buffers. These version details can change, so confirm the current specification and recipient requirements when selecting a format.

3. Generate from the appropriate input

Select a generator compatible with your chosen format and the material you want represented. For example, Syft describes itself as a command-line tool and library that generates SBOMs from container images and filesystems. That makes it one possible fit when the goal is to inventory those inputs; it is not a universal choice for every project or a guarantee of complete coverage.

Use project files or source where the goal is a source-oriented inventory, build output for a build-stage view, or the deployable image or package when you need to inspect what is actually shipped. Verify that the tool supports the languages, package managers, artifact types, and output format in your environment.

4. Review component identities and relationships

Inspect the generated data rather than treating successful generation as proof that the inventory is accurate. Check supplier, component name and version, unique identifiers, and dependency links. Confirm that the SBOM identifies its author and timestamp, and make absent, uncertain, or unobserved information explicit. A component name without a reliable version or identifier may be difficult to match consistently in later vulnerability or license checks.

5. Validate and retain the SBOM with the release

Validate the file with a parser or validator compatible with the selected format and with the consumer’s requirements. Retain the validated SBOM alongside the release artifact or deliver it through the agreed supplier channel. Apply suitable access controls where the inventory or delivery context requires them; the specific validator and distribution mechanism depend on the organization and recipient.

How do I track software dependencies as releases change?

Treat an SBOM as a versioned record of a specific artifact, not as a timeless inventory of a product. Preserve the association between each release and its SBOM so that a later component match can be traced to the software version it concerns.

  1. Keep a copy for each relevant release. Store the SBOM with the artifact or release record, including its scope and the point in the lifecycle at which it was generated.
  2. Regenerate when the contents change. Create a new SBOM for a changed release or whenever the component set changes. Do not silently replace an older release’s inventory with a newer one.
  3. Compare component and version data with current information. Use the identifiers and versions to identify potential vulnerability or license matches, then investigate the match in the context of the affected release.
  4. Track the investigation separately from the inventory. Record whether a finding applies, what additional evidence informed that decision, and what remediation or follow-up is needed. A component match is a triage starting point, not a final risk determination.

Automation and machine-readable formats make SBOM generation and use more scalable, as NTIA notes. The inventory remains useful only if the process keeps it aligned with the artifacts and releases that teams actually build, distribute, and deploy.

Which SBOM format should I use?

There is no universally best format. Choose based on what producers can generate and consumers can ingest, along with the metadata and relationships the workflow requires.

Consider it when recipients already accept SPDX or the exchange needs its broader model for software and related domains.
CycloneDX CycloneDX’s specification overview, accessed October 4, 2026, lists version 1.7 and support for JSON, XML, and Protocol Buffers. It models components, services, direct and transitive dependencies, and vulnerability- and VEX-related data. Consider it when recipients or tooling use CycloneDX, or when the workflow needs its component, dependency, service, or vulnerability-related data model.
SWID tags NTIA’s 2021 report names SWID tags among formats used to generate and consume SBOMs; further comparative details are not stated in that report. Consider it when the recipient or established workflow specifically requires SWID tags.

Before standardizing, verify the exact format version, required fields, tool interoperability, and recipient acceptance. A format that your organization can produce but a customer cannot ingest will not serve the exchange workflow.

How do I find out whether a vulnerability affects my software?

Start with the SBOM to identify whether a component and version appear in the relevant release, then assess whether the vulnerability applies to the deployed context. Presence in an inventory is not, by itself, evidence that vulnerable code is reachable, enabled, or exploitable in your configuration.

  • Confirm that the SBOM describes the exact release or artifact under review and that its scope is clear.
  • Check the component identity and version against current vulnerability information; resolve ambiguous names or identifiers before treating a match as reliable.
  • Investigate applicability, including the affected code or feature, configuration, deployment context, and any available evidence about reachability or exploitability.
  • Use the results to decide on mitigation, remediation, or further investigation rather than treating the initial component match as a verdict.

CycloneDX supports communicating known vulnerabilities and exploitability information, but that capability does not make a bare component inventory conclusive. Vulnerability applicability requires evidence beyond the fact that a component is listed.

What an SBOM does not tell you

It is not a security certificate

An SBOM documents components and their relationships; it does not certify that software is safe, free of vulnerabilities, or correctly configured. NTIA explicitly cautions that an SBOM will not solve all software security problems.

Its coverage depends on scope and observability

A generator can report only what it can observe from its inputs and capabilities. A source-level SBOM, build-level SBOM, and post-build inventory may therefore differ. State the scope and known gaps so consumers do not mistake unobserved components for absent ones.

SaaS limits customer-side visibility

For software as a service, the provider controls much of the deployed stack and its update cycle, which can make a customer’s inventory incomplete or quickly outdated. NTIA’s report describes SaaS SBOM practices as an area with challenges and less mature cross-organization standardization. Customers should clarify what the provider can supply, what systems it covers, and how changes are communicated.

Where to find implementation guidance

NTIA’s minimum-elements report explains the baseline data fields, process considerations, uses, and limits. CISA’s SBOM Resources Library collects implementation guidance and material on SBOM types, generation, and consumer workflows.
