Compare self-hosting with managed hosting by pricing the same workload, availability, support, and recovery expectations—not by comparing a server bill with a service subscription. Include staff time, patching and backup work, upgrades, support, and the impact of maintenance on availability. The right choice depends on which responsibilities your team can operate reliably and what control the app requires.
Start with an equivalent comparison
Define the workload and service expectations before estimating costs. Use the same assumptions for each candidate: application components, expected usage, data retention, availability, support coverage, and recovery objectives. Otherwise, a lower estimate may simply reflect less service or weaker recovery.
Compare only options that are realistic for the app: a self-managed virtual machine, a managed platform or database service, or a fully managed application service. The more abstracted option may shift some operational work to the provider, but it does not automatically take responsibility for every layer.

NIST SP 800-35 describes total cost of ownership as more than direct technology charges: implementation and operational costs, related overhead, salaries and benefits, upgrades, software support, and maintenance also matter. The publication is legacy background, not a claim about current pricing or current guidance: NIST SP 800-35, section 4.2.1.2.

Estimate one-time setup separately from recurring charges and labor. For each option, record the assumptions and identify who performs each task.

For a practical estimate, multiply expected recurring staff hours by the loaded labor cost for the same period, then add direct charges and planned lifecycle work. Keep qualitative security, control, and compliance considerations visible alongside the dollar estimate; do not invent breach probabilities or savings to make unlike options appear comparable.
Count patching as recurring operational work
NIST defines enterprise patch management as identifying, prioritizing, acquiring, installing, and verifying patches, updates, and upgrades. Its April 2022 guide frames patching as preventive maintenance and a necessary cost of operating technology: NIST SP 800-40 Rev. 4.

For a self-managed app, list the components that actually exist and assign an owner and update method to each:
- Operating system and infrastructure components
- Application runtime, libraries, and dependencies
- Database and reverse proxy or web server
- Container base images, if used
Budget time to review updates, assess urgency, test changes, deploy them, verify the result, and prepare a rollback. These are not optional extras: NIST’s 2022 patching practice guide notes that patching consumes resources, can reduce system or service availability, and presents prioritization and testing challenges. Set a documented prioritization policy suited to the app’s exposure and risk. CISA recommends regular software and operating-system updates and prioritizing internet-facing servers, particularly for known exploited vulnerabilities. That principle does not establish one universal remediation deadline. CISA’s #StopRansomware Guide is the relevant official reference.

Include backup and recovery in the operating cost
A backup plan needs more than storage capacity. CISA recommends offline, encrypted backups of critical data and regular tests of backup availability and integrity in a disaster-recovery scenario. Include the work and cost for:
- Backup capacity, retention, and encryption
- Separation from the live system so an incident affecting production does not automatically affect the backup
- Restore procedures and the staff time to exercise them
- Meeting the app’s required recovery point and recovery time
An external hard drive can be one possible destination for an offline copy, but the device alone does not provide encryption, separation, or proof that a restore will work. The comparison should account for the whole recovery process, not just the purchase or storage charge.

Use the chosen service’s responsibility matrix and maintenance documentation. Record the owner for each security and operations task rather than assuming that “managed” means the provider operates everything.

AWS illustrates why the service boundary matters. For Amazon EC2, AWS says customers are responsible for the guest operating system, its updates and security patches, installed application software, and security-group firewall configuration. With more abstracted services AWS manages more layers, but customers still manage areas such as their data, encryption choices, asset classification, and permissions. See AWS shared responsibility.
AWS also recommends considering managed services to reduce work such as provisioning, software setup, patching, and backups, while weighing management overhead against service cost. Managed does not always mean no customer scheduling or action: some managed database updates, for example, involve maintenance-window choices or restarts. These are AWS examples, not rules for every provider. See AWS Well-Architected guidance on reducing security management scope.

Make the decision against your requirements
After estimating equivalent costs, compare the nonfinancial requirements that could change the choice:
- Responsibility: Is there a named, capable owner for every patching, access, backup, monitoring, and incident task?
- Availability: Can maintenance windows and update-related interruptions fit the app’s service expectations?
- Recovery: Can the team meet its recovery objectives, and has it tested restoration?
- Control: Does the app need specific versions, configurations, data handling, or maintenance timing that a service may not allow?
- Evidence: Can the provider’s documentation and your own controls satisfy relevant audit or policy obligations?
Self-hosting can make sense when the team needs its control and can resource the operational responsibilities. A managed option can make sense when shifting defined infrastructure duties is worth its service cost and the remaining customer responsibilities are acceptable. Neither is inherently cheaper or safer: decide from the workload, actual responsibility split, staff capacity, and recovery expectations.
