Choose an AI coding agent by how well it fits your team’s workflow, governance and data requirements, and results on your own code—not by a single benchmark or feature list. Shortlist tools that work in the places your developers actually code, verify the controls for the exact plan and agent, then run a structured pilot using representative tasks and measure the effort and outcomes after generation.
Start with the work your team needs the agent to do
“AI coding agent” can mean different things: IDE completions and chat, terminal-based work, or asynchronous changes made against a repository. Decide which jobs matter before comparing products. A team seeking inline help while writing code has different needs from one that wants an agent to work on issues or propose repository changes.
Map the workflow and required surfaces
- List the editors, IDEs, terminals, source hosts, and issue-to-pull-request steps developers use.
- Specify the tasks in scope: bug fixes, feature work, tests, documentation, refactors, code review, or some combination.
- Check whether the capabilities you need are available on each surface. A product’s feature set may differ between its IDE, terminal, web, and repository integrations.
For example, GitHub lists Copilot support for VS Code, Visual Studio, JetBrains IDEs, Vim, Neovim, Azure Data Studio, and terminal use, with some feature differences by surface. OpenAI describes Codex access through the terminal, IDE, web, GitHub, and ChatGPT’s iOS app. Those lists are starting points, not proof that every capability behaves identically in every environment; validate the specific workflow your team plans to use.
Check governance and data handling before piloting
Do not treat “enterprise,” “private,” or “secure” as a complete answer. Ask what administrators can control and what data the specific plan and feature collects, retains, or uses. Confirm the answers with your organization’s security, privacy, and legal reviewers before supplying company code or prompts.

Questions for administrators and vendors
- Can administrators enable or restrict the agent, its tools, and access to repositories or other systems?
- Can they inspect sessions and activity, manage custom agents, and export or review audit events?
- What prompt text, code context, outputs, feedback, and usage telemetry are collected or retained? For how long?
- Is customer data used for model training, and what setting or consent governs that use?
- Does the organization require processing in a specific region, and is that regionality guaranteed for the chosen service?
- What sandbox, network, permission, secret-handling, and security-scanning controls apply—and which must your team configure?
Plan-level terms can differ materially. GitHub says prompts and suggestions accessed through IDE chat and completions are not retained by default for Copilot Business and Enterprise, while user engagement data is kept for two years. Its documentation also says interactions from individual subscribers may be used for training, with an opt-out. These are distinct statements about different data and plan conditions, not a blanket rule for every Copilot use.
Google’s documentation for Gemini Code Assist Standard and Enterprise treats prompts, responses, and IDE context as Customer Data; says prompts and responses are not stored in Google Cloud by default; and says Google does not train on customer data without permission. It also says processing is usually near the request origin but does not guarantee regional processing. If a location requirement is mandatory, “usually near” is not a substitute for a guarantee.

GitHub documents enterprise controls to enable agents, review sessions and audit activity, and manage custom agents. It says policies for partner agents, including Claude and Codex, are managed separately from Copilot cloud-agent policies. Check the controls for each agent your developers may access rather than assuming one policy covers them all.
OpenAI says Codex runs sandboxed with network access disabled by default, locally or in the cloud; its safety documentation also describes permission requests before dangerous actions and configurable cloud settings, including trusted-domain restrictions. These are vendor descriptions, so verify the actual configuration and access paths available to your team.

Compare candidates on the dimensions that affect your decision
Use a consistent shortlist and write down what “good enough” means for each dimension. The examples below are supported product notes, not a complete feature-equivalence or price comparison.

Run a pilot on representative team work
A useful pilot is a controlled comparison, not a demo task chosen because one candidate excels at it. Give each candidate the same appropriately scoped work, instructions, context, and review conditions, while following internal policy and isolating secrets. Keep ordinary human review and CI/security gates in place.

- Choose tasks. Sample real work across the team’s task mix—for example, bug fixes, features, tests, documentation, refactors, and review tasks. Include only tasks the team can evaluate safely.
- Set a shared rubric. Define acceptance criteria before starting. Score correctness, test quality, scope control, explanation quality, security issues, and reviewer effort required to reach a mergeable change.
- Keep conditions comparable. Use the same task set and review process for each candidate where practical. Record the product and plan, model, settings, date, context provided, permissions, and usage cost so results can be interpreted later.
- Track the whole change lifecycle. Record accepted and merged changes, corrections, change requests, reverts, and post-merge maintenance. Measure human review and correction time, not just whether the agent produced code.
- Segment the results. Compare outcomes by task type and workflow. A candidate that helps with documentation may not be the best fit for fixes or feature work.
- Decide against thresholds. Set minimum quality, governance, and security requirements, then weigh measured benefits against review burden, maintenance, and cost. Do not let a strong average hide a failure on a task or control your team considers critical.
Interpret published results cautiously
Published findings can help explain why a local pilot matters, but their datasets and definitions do not predict your team’s results. An OpenAI study of 7,156 pull requests reports Codex acceptance rates from 59.6% to 88.6% across nine task categories. The same study reports no agent led every category: Claude Code led the reported documentation and feature categories, while Cursor led fix tasks. Acceptance rates depend on the study’s category definitions and methods; they are not a universal ranking.
A separate September 2026 arXiv preprint by Obada Kraishan analyzes 37,623 provenance-labeled pull requests from five commercial agents and a matched human baseline, drawn from 2,807 GitHub repositories. Its observed corpus spans December 2024 to July 2025. It reports that Codex-authored pull requests were reverted 6.1% of the time, compared with 11.5% for matched human pull requests; Devin pull requests were reverted 14.5% of the time. These are observational corpus results, not evidence that an agent caused the difference or a forecast for a particular team.

Different task results and observational findings are reasons to test candidates under your conditions, not reasons to select a winner from one headline figure. Keep the task mix, measurement window, repository context, and review effort visible when interpreting your pilot.
Make the selection decision
First eliminate candidates that fail a required workflow, governance, privacy, or security condition. Among those that remain, choose using pilot evidence: the agent should improve outcomes on the work your team actually does without creating unacceptable review, maintenance, or administrative burden. If two candidates remain close, weigh the operational fit and cost terms for the exact plan rather than treating a benchmark result as decisive.
