Public-key cryptography commonly helps two parties establish or transport key material; symmetric encryption then uses a shared secret key to protect the message data. This hybrid approach assigns key establishment and bulk-data encryption to the mechanisms suited to those separate jobs. The exact process depends on whether a system uses key transport, key agreement, or a key-encapsulation mechanism (KEM).

Why combine public-key and symmetric cryptography?

Symmetric encryption uses the same secret key, or related shared secret material, to protect data. Both communicating parties need access to the appropriate secret. Public-key techniques address the problem of establishing or transporting that key material when the parties do not already share a secret.

In a hybrid system, the public-key part handles the key-establishment task, while a symmetric algorithm encrypts the message payload. NIST describes this as a common hybrid key-establishment pattern: public-key methods establish symmetric encryption keys, which may in turn be used to establish other symmetric keys.

This division of work explains the efficiency rationale without requiring a universal speed ratio: the public-key operation is used for key material, rather than as the mechanism that encrypts every part of a large message. The cited NIST materials establish the roles, not a numeric benchmark or a fixed performance multiplier.

How hybrid encryption works

The following KEM-based example illustrates one form of hybrid public-key encryption. Other constructions may use key transport or key agreement instead, so “the public key sends the symmetric key” is not a complete description of every system.

  1. Establish key material: The sender uses the recipient’s public key in a KEM to create an encapsulated value and a shared secret.
  2. Derive or use a symmetric key: The shared secret, or a key derived from it, supplies key material for the symmetric encryption scheme.
  3. Encrypt the payload: The sender encrypts the message using the symmetric scheme.
  4. Send the components: The sender transmits the encapsulated value along with the encrypted message. They are related parts of the same construction.
  5. Recover and decrypt: The recipient uses the corresponding private key to decapsulate and recover the shared secret, then uses the resulting symmetric key material to decrypt the message.

NIST’s HPKE illustration in the January 2025 initial public draft of SP 800-227 describes this encapsulation-and-encryption flow. SP 800-227 was finalized in September 2025; its final abstract supports the role of KEMs in establishing shared secrets for symmetric-key use.

What a KEM does

A KEM, or key-encapsulation mechanism, is a set of algorithms that lets two parties establish a shared secret over a public channel under the applicable conditions. The sender encapsulates key material using the recipient’s public key; the recipient decapsulates it with the corresponding private key. The resulting shared secret can then be used with symmetric algorithms for encryption and authentication.

“Encapsulation” does not mean that the full message is encrypted with the recipient’s public key. It is the key-establishment step; symmetric cryptography handles the payload. The terminology matters because KEM-based encapsulation, key agreement, and key transport are different ways to arrange key establishment.

Why not encrypt the whole message with a public key?

Hybrid designs avoid assigning public-key operations to bulk payload encryption. Instead, they use public-key cryptography to solve the key-establishment problem and symmetric cryptography to protect the data. This is a division of roles, not a claim that every public-key scheme works the same way or that a particular speed advantage applies in every implementation.

For readers comparing systems, useful questions include how key material is established, how the parties authenticate the public key or peer, what symmetric encryption and integrity or authentication construction is used, and how keys are generated, handled, and implemented.

Where this pattern appears

TLS is a familiar example of cryptographic mechanisms used to protect data during electronic dissemination across the Internet. NIST SP 800-52 Rev. 2, published in 2019, addresses selection and configuration of TLS implementations. That publication provides context for TLS as an application, but its date means it should not be treated on its own as current deployment guidance.

Hybrid encryption versus hybrid post-quantum cryptography

The word “hybrid” can refer to two distinct combinations:

  • Hybrid public-key encryption: Public-key key establishment, such as a KEM, is combined with symmetric encryption of the payload.
  • Hybrid post-quantum key establishment: A quantum-vulnerable key-establishment method is combined with a quantum-resistant KEM. This use of “hybrid” describes the key-establishment mix, not the ordinary public-key-plus-symmetric payload design.

NIST’s FIPS 203 specifies ML-KEM, a KEM for establishing a shared secret that can then be used with symmetric cryptography. NIST characterizes ML-KEM as believed secure even against adversaries with quantum computers; this is a standards-body characterization, not an absolute guarantee.

NIST describes these parameter sets as increasing in security strength and decreasing in performance in the order shown. That ordering is qualitative here; it does not provide a numeric performance comparison.

What hybrid encryption does not guarantee

Combining public-key and symmetric cryptography does not by itself make an application secure. The result still depends on appropriate algorithm choices, sound key generation, authentication, key management, and correct implementation. NIST SP 800-133 Rev. 2 addresses cryptographic key generation; a hybrid design cannot compensate for weak keys or implementation flaws.
