To control who can change feature flags in production, separate three jobs: permissions determine who may act, approval rules determine which proposed changes need review, and audit logs record what happened. Give developers the access they need in development and test, but make production changes pass through a request and approval path with narrowly assigned authority to approve and apply them.

Design access around projects and release environments

Start with the way your software is owned and released. Group flags into projects that match meaningful product or team boundaries, and define environments that follow the actual release path, such as development, test, and production. Avoid creating environments that do not correspond to a distinct stage or control boundary.

Set permissions at the narrowest practical scope. A platform may have instance-wide roles for shared resources and project roles for project resources; project permissions may also vary by environment. A flag can have different state or configuration in different environments, so production control does not have to prevent experimentation elsewhere. Define responsibilities as actions, not job titles

Use a small set of role responsibilities, then specify what each role can actually do. Names such as developer, QA, reviewer, and emergency operator are useful only if they map to explicit actions and a defined scope.

  • Read: view flags and their configuration.
  • Create and update: create flags or edit their settings.
  • Enable and disable: change whether a flag is active in an environment.
  • Submit a request: propose a change for review without applying it directly.
  • Approve: authorize a proposed change.
  • Apply: carry out an approved change.
  • Bypass review: make an exception to the normal approval path.
  • Archive or delete: remove flags or related resources.

Decide which actions belong at instance, project, or environment scope. Do not assume that approving a change and applying it are the same permission: platforms can expose them separately. Keep bypass authority distinct from ordinary approval authority, and give it only to a small, accountable group.

Make production a stronger review boundary

A practical default is to let developers and QA iterate directly in development and test, while limiting direct production changes. For production, ordinary developers can have read access and permission to submit requests, while designated reviewers approve and designated operators apply changes. This reduces the chance that a single person can propose and put a consequential change into effect without review.

Adapt this pattern to your team and platform rather than copying role names from a vendor example. Some products let you configure permissions per environment; others support review rules only at particular scopes or on particular plans. Check the current account settings and official documentation before treating a capability as available in your deployment.

Separate requesting, approving, and applying

An approval workflow is useful only if it enforces a real separation of duties. Confirm which identities may submit a request, which may approve it, and which may apply it. Decide whether the author may approve their own request, whether certain roles bypass review, and who may use an emergency exception path. Document the exception path so that urgency does not become an informal, untracked alternative process.

Vendor implementations differ. Unleash documents environment permissions for approving, applying, and skipping change requests as distinct capabilities; some project-role capabilities are identified as Enterprise availability. LaunchDarkly documents approval requests for flag changes and other resource types, with approval ability tied to permissions and roles; requiring approvals is limited to select plans, and Enterprise customers can require approval for specific environments. Statsig documents review requirements for supported configurations, with project admins able to configure reviewers and scope settings by environment; roles can be configured for self-approval or bypass. Consult the current official references for Unleash RBAC, LaunchDarkly approvals, and Statsig reviews because product labels, plan limits, and configuration options can change.

Check effective access, including inherited and combined roles

A role’s name is not proof of what a person can do. Effective permissions may combine direct assignments, group membership, inherited scope, and multiple roles. Review the resulting access for representative users rather than checking only the role configuration screen.

Pay particular attention to policy conflict behavior. LaunchDarkly documents that unspecified actions are denied by default, an explicit deny overrides an allow statement, and conflicting policies can resolve to the more permissive level; it also notes that multiple roles are cumulative. Unleash says multiple assigned project roles combine toward the most permissive rights. See LaunchDarkly role policies and Unleash RBAC. Audit group membership and test with accounts that represent ordinary developers, reviewers, and operators.

Implement and verify the policy

  1. Inventory ownership and release stages. List projects, environments, flag owners, and high-impact flags. Align environments with the real release path.
  2. Map responsibilities to actions. For each role, record the allowed actions—such as read, update, submit, approve, apply, bypass, archive, or delete—and the project or environment scope.
  3. Grant non-production access for iteration. Give development and test users the permissions needed to work without weakening production controls.
  4. Restrict production changes. Consider read and request-submission access for ordinary developers, with approval and application authority assigned to a smaller group.
  5. Configure review rules. Turn on review requirements at the project or production-environment scope the platform supports. Choose reviewers or teams and set the self-approval and bypass behavior.
  6. Test with representative identities. Verify that a developer can make permitted non-production changes and submit a production request, cannot directly apply an unapproved change, and that only intended people can approve and apply. Repeat after role or group changes.
  7. Review events and reassess assignments. Check that the recorded events cover the actions you need to monitor. Revisit roles, reviewers, and bypass access periodically and after ownership changes.

Keep an audit trail that fits your obligations

Permissions prevent or constrain actions; approvals gate proposed actions; logs help you examine actions afterward. Check whether your platform’s event records show who acted, when, and what changed, including changes to access controls. Decide how event data will be reviewed and whether it needs to be exported to organizational monitoring. Confirm the event coverage and retention available in your deployment against your own security, operational, and legal requirements; log-retention needs depend on your organization and jurisdiction.

Compare platforms on the controls you need

When evaluating an implementation, compare its control model rather than relying on feature names alone:

  • Can permissions be scoped by project and environment?
  • Are request submission, approval, application, and bypass separate capabilities?
  • Can reviewers or teams be selected, and can self-approval be controlled?
  • How do multiple roles, groups, and conflicting policies affect effective access?
  • What do audit events record, and can they be exported?
  • Which controls require a particular plan or edition, and does the deployment model affect availability?

Statsig’s workspace setup guide describes SSO and teams for managing membership; it identifies organization-level constructs as Enterprise-only. Treat platform examples as examples, not as a product ranking, and verify the current availability and labels in the vendor documentation and your account.
