Yes—but not in the same way everywhere. Emissions rules can influence the technology automakers use in future vehicles, the models they offer in different markets, and how parts are recovered at end of life. They do not, by themselves, mean that an existing car must be scrapped, that maintenance costs will rise or fall, or that a particular vehicle will lose resale value. The effect depends on the jurisdiction, the type of rule, and whether it covers new vehicles, vehicles already on the road, or end-of-life recycling.
What changed, and where?
“Emissions rules” is not one policy category. Greenhouse-gas standards for new vehicles, rules for traditional air pollutants, vehicle inspection requirements, new-car sales programs, and recycling requirements can have different effects. As of October 2026, the U.S. federal action, California’s contested program, and the European Union’s end-of-life rules should be considered separately.

For California, CARB describes Advanced Clean Cars II as applying to automakers and new-vehicle sales, not vehicles already on the road. Its explainer also describes range durability and warranty phase-ins. Given the later dispute over the waiver, those details describe the program’s design; they should not be treated as a resolution of its current legal status.
Will an existing gas car still be legal?
The federal EPA action described above changes federal greenhouse-gas standards; it is not a new requirement for owners to scrap their cars. Likewise, California’s program was designed around automakers’ new-vehicle sales, rather than banning cars already in use. Neither point guarantees that every vehicle can be driven everywhere without restriction: inspection, maintenance, and local-use rules can vary by state, locality, vehicle, and time.

For a specific car, check the applicable state or national regulator and local inspection program. Do not assume that a change to a new-car sales rule changes the inspection requirements for your existing vehicle.
What might change about maintenance and parts?
Repairs depend on the vehicle, not just the rule
Rules can influence which technologies and components automakers use in later model years. Over time, that can affect which repairs are common and what parts repairers need. It does not establish a universal change in maintenance cost for today’s gasoline, hybrid, plug-in hybrid, or battery-electric cars. The federal GHG action also does not remove traditional air-pollutant regulations, which remain a separate consideration.

A general OBD-II scanner can help read emissions-related diagnostic trouble codes on a compatible vehicle. It is a diagnostic aid, not proof that a car passes an inspection or complies with every applicable rule. Check the scanner’s vehicle-specific compatibility and the requirements of the local inspection program.
EU rules aim to make parts recovery easier
The European Commission says the End-of-Life Vehicles Regulation is intended to improve vehicle design for dismantling, provide component information, encourage reuse and recycling, and support spare-part sales. Those provisions may help parts recovery and supply as they take effect, but they do not guarantee lower repair bills for a particular vehicle or that a needed component is available today.

The Commission describes phased EU recycled-plastic requirements of 15% from 2032 and 25% from 2036. These are future regulatory targets, not current recycled-content levels across all vehicles. Targets for recycled steel and aluminium are to be set later.
Could your car’s resale value change?
Policy can affect expectations about future vehicle supply, buyer preferences, and a vehicle’s perceived usefulness in a particular location. Durability and warranty requirements can also matter to buyer confidence. But the available policy material does not quantify how much any cited rule changes the resale price of a specific used car or EV. It is not a sound basis for predicting that all gasoline cars will fall in value, or that EVs will rise.

To assess one vehicle, compare like with like rather than relying on the policy headline:
- Compare listings or completed sales for the same model, model year, trim, and region.
- Account for mileage, condition, service history, and any remaining manufacturer warranty.
- For a used EV, consider battery health and the warranty terms that apply to that vehicle.
- Check local inspection and use rules that could affect that model in your area.
Will EVs be harder to find?
Rules can influence manufacturers’ future product planning and the mix of vehicles offered in different regions. They do not, on their own, show how many EVs will be at dealerships, which models will be delayed, or what those vehicles will cost. California’s stated 2035 new-sales target is a program target amid a legal dispute; the 2026 U.S. federal action concerns GHG standards and does not set an EV inventory forecast. Neither policy text is a reliable measure of local near-term availability.

For a buying decision, check the model and model year you want with local dealers or other local listings. Availability can differ by region and change over time; a national policy announcement is not a substitute for checking actual inventory.
What the EU projections do—and do not—tell owners
The European Commission’s 2026 estimates illustrate the intended scale of the End-of-Life Vehicles Regulation, but they are projections, not results already achieved. The Commission projects that by 2035 the regulation could lead to:
- 12.8 million tonnes less CO2;
- 3.8 million additional end-of-life vehicles collected and treated;
- 350 tonnes of rare-earth materials collected for reuse and recycling; and
- 22,000 jobs, including 14,000 in small and medium-sized enterprises.
These EU-wide projected outcomes concern the regulation’s expected effects. They do not predict a particular owner’s repair bill, resale price, or access to a specific part.

How to assess the effect on your vehicle
- Identify the jurisdiction. Start with the regulator where the vehicle is registered and driven: U.S. federal, California or another state, or an EU member state.
- Identify the rule type. Determine whether the change concerns greenhouse gases, traditional air pollutants, new-vehicle sales, inspection and maintenance, or end-of-life treatment.
- Check whether it covers your vehicle. Separate requirements for automakers and future models from inspection or use requirements for a vehicle already on the road.
- Verify dates and legal status. A future phase-in or a program target is not the same as an obligation in force today. In California, account for the unresolved waiver dispute described above.
- Use vehicle-specific evidence for ownership decisions. Check the vehicle maker’s warranty, the local inspection authority, parts availability, and comparable local listings rather than inferring a cost or value change from a policy target.
