The button performs the action selected there; to change it, swipe to the feature you want, choose any required option, then press and hold the button to test it.
Why the Action button opens the wrong feature
The Action button runs its current assignment—it does not guess which feature you meant to open. If it consistently launches an unwanted feature, the selected action or its option is the first thing to check. Apple documents the button’s gesture as a press and hold, rather than a tap. Apple’s Action button guide explains the assignment and gesture.
Supported iPhone models have an Action button in place of the Ring/Silent switch. Apple’s current guide describes Silent Mode as the default assignment, but available actions vary by model and some features may depend on system or regional requirements. The guide lists Silent Mode, Focus, Camera, Visual Intelligence, Flashlight, Voice Memo, Recognize Music, Translate, Magnifier, Controls, Shortcut, Accessibility, and No Action; not every option is available on every iPhone or in every region. Change the assigned action

Open Settings > Action Button.

Check the action shown on screen. Swipe through the available actions until the one you want is selected.

If that action offers a menu or requires a selection, choose the specific option you want. In particular, Apple says Controls, Shortcut, and Accessibility need a specific option selected; without one, the button does nothing.

Press and hold the Action button to test the assignment. Apple’s instruction is: “To perform the action assigned to the Action button, press and hold the Action button.”

If you want the button to run a Shortcut
In Settings, go to Action Button > Shortcut > Choose a Shortcut, then select the shortcut you want. Choosing Shortcut without selecting a particular shortcut does not configure what the button should run. Apple’s Shortcut instructions show this setup.
If the button does nothing or works intermittently
A button that consistently opens the wrong assigned feature is a configuration issue to check first. If it does not respond, works intermittently, or seems physically blocked, check for an obstruction instead: remove a case or protective film that might interfere, and check for debris around the button. If it remains damaged or intermittent, follow Apple’s button troubleshooting guidance and arrange repair if needed. Those physical checks do not establish a software cause.

When the setting does not solve it
If you have selected the intended action and its required option but the button still behaves differently, the available guidance does not identify a particular software bug or app conflict as the cause. The exact next diagnosis depends on the iPhone model, iOS version, selected assignment, and what happens when you press and hold; note those details when seeking device-specific help.
