The strongest documented starting points for citation-aware AI agents are LlamaIndex and Haystack. Both support retrieval-augmented applications, and their documentation shows ways to return source references. Neither example proves that citations are accurate: your application still needs to connect each displayed reference to the retrieved material and test whether it supports the associated claim.

Here, “citation-aware” means an agent returns references that resolve to the source records or passages used for an answer—not merely that it prints citation-looking text. Choose a framework based on retrieval controls, workflow needs, document complexity, integrations, licensing, and how much operational control your team wants.

What to compare before choosing a framework

Citations depend on more than the agent’s final wording. The application needs to retrieve relevant material, preserve identifiers and metadata for that material, and map the answer’s references back to those records. A framework example can demonstrate how to expose references; it cannot establish that every answer claim is supported by its citation.

  • Source references: Can your application retain stable document or chunk identifiers and associated metadata, then resolve displayed citations to the retrieved records?
  • Retrieval controls: Can you configure retrieval and inspect or filter by metadata to limit which sources may support an answer?
  • Orchestration: Does the application need multi-step workflows, branching, retries, or human review?
  • Ingestion: Are your inputs clean text, or do they include scans, forms, tables, or charts that may need specialized parsing?
  • Integration and language fit: Check the current documentation for the languages, models, embedding options, and vector stores your system requires. Do not assume the projects support identical integrations.
  • License and hosting: Verify the framework license and distinguish self-hostable or open-source components from optional hosted services.

Frameworks to shortlist

The cited example shows a way to return a reference; it does not establish citation correctness or provide a scored comparison with LlamaIndex. The reviewed documentation does not state a specific license.

When LlamaIndex is the better place to start

LlamaIndex is a practical first candidate when your central requirement is answering questions over your own data and returning citations. Its official documentation explicitly includes question answering with citations among the framework’s use cases, and describes the framework as an open-source toolkit for RAG and agents. It also documents workflows with branching and retries, alongside connectors, indexes, vector stores, evaluation, and observability components.

That breadth makes it worth evaluating if your application needs both retrieval and more involved agent orchestration. It does not mean every component is mandatory: a vector database is an implementation choice, and the framework’s catalog of vector-store integrations is not a recommendation to use a particular vendor.

Keep document parsing separate from framework selection

LlamaIndex documents LlamaParse, a hosted parsing platform positioned for difficult inputs such as scans, forms, tables, and charts, and LiteParse, a local open-source parsing option. Treat these as conditional ingestion choices. You do not need a hosted parser simply to use LlamaIndex; consider one when your documents are difficult to extract reliably and compare it with a local approach against your actual files.

When Haystack merits a closer look

Haystack belongs on the shortlist if metadata-aware retrieval and references tied to document IDs matter to your design. Its advanced RAG agent example demonstrates those capabilities, while its publisher positions the framework for agents, RAG, and multimodal search.

Use the example as evidence that the framework can expose a document reference in that workflow, not as proof that a citation will support every generated claim. Confirm current integration support, license details, and the implementation behavior you need in Haystack’s own documentation before committing to it.

How to evaluate citation behavior in either framework

Test citation resolution and support separately. A link or document ID that opens a source is useful, but it does not by itself show that the source justifies the claim beside it.

  1. Define the citation unit. Decide whether readers should land on a document, a page, or a passage. Preserve enough source metadata to resolve each displayed reference to that unit.
  2. Inspect retrieval. For a representative set of questions, check which records were retrieved and whether metadata filters exclude irrelevant or unauthorized material where applicable.
  3. Trace claims to sources. Review whether each material factual claim in an answer has a reference that points to retrieved material supporting that claim. Do not treat a citation’s presence as a pass.
  4. Test difficult cases. Include questions with no adequate source, conflicting passages, ambiguous wording, and documents with tables or complex layouts if those occur in your corpus. Decide how the application should respond when evidence is missing or inconsistent.
  5. Repeat after changes. Re-run the checks when you change ingestion, retrieval settings, prompts, models, or integrations. These components can affect which sources are available to support an answer.

Use the frameworks’ documented evaluation and observability components where they fit, but define your own acceptance criteria for citation resolution and support. The reviewed documentation does not establish an independent citation-quality score or benchmark for either framework.

Which framework should you choose?

  • Start with LlamaIndex if you want its explicitly documented question-answering-with-citations use case, MIT-licensed framework, and documented workflow and retrieval components.
  • Evaluate Haystack if its metadata-aware RAG agent example and document-ID references align with your intended design.
  • Test both against your corpus if your decision depends on integration coverage, retrieval behavior, or citation quality. The available documentation supports a practical shortlist, not a universal ranking.
