Choose the specific product that best meets your requirements—not the one whose label sounds cheaper or safer. Compare your actual candidates on functional fit, lifecycle cost, support and maintenance, security, license and contract terms, interoperability, and how easily you could leave. Open source is not automatically free to operate or secure, and proprietary software is not automatically easier to support.

Which option fits your needs?

Start with requirements, then assess open-source and proprietary candidates against the same checklist. GOV.UK’s technology-selection guidance asks: “Does the solution do what you need it to do?”, “Does the solution meet the needs of your end users?”, “What are the solution’s initial and ongoing costs?”, “Does the solution offer the level of support needed?”, and “Is the solution’s licence acceptable to your organisation’s business requirements?” Those questions are useful beyond government procurement, though the checklist itself is UK government guidance, not a universal purchasing rule. GOV.UK says to “Give equal consideration to open source software when you choose technology.” That means evaluating it alongside proprietary alternatives, not preferring it regardless of fit. Score each candidate using evidence such as a trial, technical documentation, a support agreement, and a review of the actual license and contract.

What to assess Questions to answer for each candidate
Function and users Does it meet required workflows, accessibility needs, and user expectations? Which essential features are missing or require customization?
Performance and scale Does it meet response-time, reliability, capacity, and growth requirements in your environment?
Cost over time What will implementation, staffing, training, hosting, integration, support, upgrades, security work, migration, and exit cost?
Support and maintenance Who handles incidents, fixes defects, maintains dependencies, and delivers updates? What response times, warranty, and release cadence are actually committed?
Security How are vulnerabilities identified and patched? Who applies updates, and what supply-chain controls and incident support are available?
License and contract Are the permitted uses, access rights, modification, redistribution, data handling, and termination terms acceptable for your situation?
Interoperability and exit Can you integrate through documented interfaces, export data in usable formats, and migrate without disproportionate cost or disruption?

What will it cost over time?

Do not compare a license price with a download price. A product available without a purchase fee may still require paid hosting, implementation, configuration, integration, internal expertise, training, upgrades, security work, or contracted support. A proprietary license price likewise may not include all the services or operations required to run the software.

Build a total-cost estimate for the period you expect to use each candidate. Include initial setup and recurring costs, then estimate the cost of changing course. The European Union’s public procurement guidance explicitly includes support, upgrades, and exit costs in total cost of ownership and notes that open-source support can be contracted separately. These are useful categories to include, not a prediction that one model will always cost less. Interoperable Europe: EU guide for the procurement of open source software

  • Implementation: deployment, configuration, customization, integration, and data migration.
  • Operation: hosting or infrastructure, administration, monitoring, and internal staff time.
  • People: recruiting or developing needed skills, training users, and maintaining documentation.
  • Ongoing product work: upgrades, compatibility testing, security remediation, and support contracts.
  • Exit: exporting and converting data, replacing integrations, retraining users, and running systems in parallel during transition.

Estimate costs against the same usage level and time horizon for every candidate. Record assumptions—such as how much internal maintenance your team can take on—so a low initial price does not obscure a higher operating burden.

Who will maintain and support it?

“Open source” describes rights granted by a license; it does not guarantee that a project has an active community, a response commitment, or support suited to your organization. Support may come from internal staff, a community, a specialist provider, or a vendor selling services around the software. For proprietary products, identify which support and maintenance are included in the contract and which cost extra.

For each candidate, establish who owns routine work and who is accountable when something breaks. Look for concrete commitments rather than relying on the label or a general promise of support.

  • Who responds to urgent incidents, during which hours, and within what contractual response times?
  • Who maintains the software and its dependencies, and how frequently are supported releases issued?
  • How long are versions supported, and what happens when a version reaches end of support?
  • Who tests and applies upgrades, and what skills or downtime will that require?
  • Can you obtain support from more than one provider, or would switching support arrangements be difficult?

How should you compare security?

Assess the security of the particular product, project, configuration, and operating process. Source availability alone does not prove that software is secure; a proprietary label does not prove the reverse. The practical questions are whether vulnerabilities are tracked, fixes arrive in time, dependencies are known, software is obtained through trustworthy channels, and someone is responsible for applying updates.

NIST’s federal supply-chain guidance recommends identifying vulnerabilities and using secure channels for open-source components. It supports careful supply-chain controls, but it is guidance for federal software supply chains—not evidence that one licensing model is universally safer. Ask each supplier or project maintainer for evidence relevant to your deployment: vulnerability-reporting and patch processes, supported-version policy, dependency visibility, update delivery, and incident-response arrangements. Then check whether your team can keep the chosen configuration patched and monitored.

What do the license and contract allow?

Open-source licenses grant defined rights to use, study, change, or share software, subject to the terms of the particular license. Those terms differ; some conditions may matter especially if you modify or redistribute software. Proprietary software is generally governed by vendor terms that define permitted use and access. Neither label alone tells you whether a candidate is permitted for your intended use.

Read the exact license and contract that apply to the software and deployment. Check permitted users and environments, restrictions on use, modification and redistribution, obligations triggered by distribution, support terms, data handling, renewal, and termination. If license or contract consequences could materially affect distribution, compliance, or business operations, have qualified counsel review the terms. Procurement and legal requirements vary by jurisdiction and organization; general guidance cannot settle those obligations for a particular buyer.

Will you be able to integrate or switch later?

Interoperability depends on the product and implementation, not simply whether its source is available. Test whether the software supports the formats and interfaces your systems need, whether those interfaces are documented, and whether data can be exported in a usable form.

Open standards can help different implementations exchange information and preserve supplier choice. UK government policy says selected standards should be compatible with open-source and proprietary solutions and identifies avoiding vendor lock-in as a benefit. That policy applies to UK government technology; for other organizations, the practical tests are still whether integrations work and a future migration is feasible.   • Request a sample export and verify that it preserves the fields and relationships you need.
  • Confirm that integrations rely on documented, available interfaces rather than inaccessible features.
  • Identify data conversion, replacement integrations, retraining, and parallel-running work required to move.
  • Check contract terms for data retrieval, assistance at termination, and charges that could affect an exit.

How to make the decision

  1. Write down requirements. Separate must-haves from preferences, including user needs, security, performance, support, integration, and legal or policy constraints.
  2. Select real candidates. Include suitable open-source and proprietary products where available; compare products rather than treating either category as a single option.
  3. Gather comparable evidence. Use trials, technical documentation, license texts, support terms, and cost estimates based on the same workload and time horizon.
  4. Score the trade-offs. Rate each candidate against the criteria that matter to your organization. Mark unknowns instead of assuming they will be favorable.
  5. Check operational ownership. Confirm who will deploy, secure, maintain, support, and eventually migrate the system.
  6. Review the decision against risk and exit. Resolve high-impact unknowns before committing, and document why the chosen option meets requirements better than the alternatives.
