The same text can have different token counts in ChatGPT, Claude, Gemini, and third-party tokenizer sites because token boundaries depend on the model, while API usage may count more than the text you pasted. To get a reliable figure, count with the exact model and request format you plan to use, then compare the API’s usage fields after the call.

What a token count actually measures

A token is a piece of text defined by a model’s tokenizer—not a fixed unit such as a word or character. Depending on the model’s vocabulary, a token may represent a character, part of a word, a whole word, punctuation, or another sequence. Token IDs and token boundaries are specific to an encoding, so one model’s count is not a universal count for another.

That is why a tokenizer website can correctly count a pasted string and still disagree with an API report: the tools may use different tokenizers, or they may be counting different material.

Why the same text gets different counts

Models use different vocabularies and encodings

A familiar word or spelling may be a single token in one vocabulary but split into several pieces in another. Even within one provider, the target model or encoding can matter. OpenAI recommends selecting the encoding for the model you intend to use; its token guidance explains why the same text can count differently by model, encoding, and language. Language and exact text form change segmentation

Tokenizers do not necessarily encode every language equally compactly. A 2023 NeurIPS paper, Language Model Tokenizers Introduce Unfairness Between Languages, reports that in the GPT-era tokenizer comparison it studied, the same Italian text used about 1.6 times as many tokens as English, Bulgarian 2.6 times, and Arabic 3 times; for Shan, the difference reached as high as 15 times. These are findings for the paper’s historical model setup, not conversion ratios for current ChatGPT, Claude, or Gemini models. The paper’s broader parity analysis used 2,000 human-translated Wikipedia sentences across 200 languages and discusses implications for cost, latency, and content fitting within a fixed context.

Small changes within a language matter, too: spaces, capitalization, punctuation, and spelling can alter token boundaries. For example, red, Red, and red are distinct strings to a tokenizer. The OpenAI Help Center’s token explanation covers these text-level effects.

A rough conversion is not a counter

OpenAI’s Help Center offers English planning estimates of roughly four characters per token, three-quarters of a word per token, or about 75 words per 100 tokens. Google’s Gemini guidance gives about four characters per token and roughly 60–80 English words per 100 tokens. These are provider-specific approximations, not guarantees for a particular sentence, language, model, or multimodal request. Use them only for a first-pass estimate, not to validate a prompt’s exact count. See the OpenAI estimates and Gemini token guide.

Why an API count can exceed a tokenizer website’s count

A local tokenizer usually measures the string you paste into it. An API request is structured content: it can contain roles, message boundaries, tool definitions, schemas, images, files, or other modalities that a plain-text counter does not see. OpenAI’s input-token counting guide says its count includes formatting tokens used for request structure, such as message roles and boundaries, and supports the same input types as a Responses request. Gemini likewise tokenizes text, images, and other non-text modalities; see Google’s token documentation.

Output counts can differ from the visible answer for a related reason. Some OpenAI models generate tokens for response channels, tool calls, or message structure that are not shown as ordinary text. Gemini usage metadata separates categories including input, output, thought, cached-content, tool-use, and total tokens. There is no fixed adjustment that converts visible answer words into an all-in output count; the model and response shape matter. Details are in the OpenAI guide and Gemini guide.

How to count tokens accurately before sending a prompt

  1. For a rough plain-text count, choose the tokenizer for the exact target model. Do not treat a different provider’s tokenizer as authoritative. OpenAI recommends using the encoding associated with the intended model; Anthropic-maintained guidance specifies counting with the target Claude model ID.   2. For a full request estimate, use the provider’s request-aware counter. Submit the actual messages and supported tools, schemas, images, and files rather than counting only a copied text excerpt. OpenAI documents an input-token endpoint that accepts the same input format as a Responses request; Gemini documents count_tokens for the intended model and input.   3. After the call, inspect usage metadata. Compare like categories: input with input, output with output, and cached, reasoning/thought, or tool-use fields separately where exposed. Do not compare a plain-text local count with a total that includes other categories.
  4. For context or cost planning, verify the target model’s current limits and rates. Limits and prices depend on model and usage category, while the same task can tokenize differently or produce a different amount of output. Consult current provider documentation rather than extending a rough conversion into a budget.

Compare like with like when two counts disagree

Before deciding that a counter is wrong, check whether both numbers describe the same model, request, and usage category.

What to compare Question to ask
Target model and encoding Are both counts for the same model or version and its tokenizer?
Input scope Is one number for pasted text while the other includes roles, message boundaries, tools, or schemas?
Modality Does the API request include images, audio, video, or files that the text-only counter ignores?
Usage category Are you comparing input, output, cached, reasoning/thought, tool-use, or total tokens?
Visible text versus generated structure Does the platform count formatting or tool-call tokens that are not displayed as answer text?
Language and text form Are the language, spaces, capitalization, punctuation, and code exactly the same?

There is no single universal counter that answers every one of these questions for every provider. Use a model-specific tokenizer for a text estimate, a request-aware endpoint for an API estimate, and the returned usage fields to understand what the platform actually counted.
