There is no universally safe set of SQL Server performance settings. The right change depends on your SQL Server version, deployment platform, workload, and measured bottleneck. Start with Query Store or equivalent evidence, change one relevant setting at a time, compare plans and runtime behavior, and keep a tested rollback path. Before changing anything, identify whether the control applies at query, database, server, or workload-group scope; those scopes have different reach and precedence.
Start with a baseline, not a magic setting
Before tuning, record the SQL Server release, database compatibility level, deployment type (such as on-premises SQL Server or Azure SQL Database), workload mix, and the symptom you are trying to fix. Capture representative query plans and runtime measures, including duration, CPU, waits, and concurrency. A setting that helps a reporting query may harm a latency-sensitive OLTP workload.
Query Store retains query and plan history and can help identify regressions and establish a before-and-after comparison. Check that it is enabled and review its capture and retention configuration: defaults vary by SQL Server version and Azure service. SQL Server 2022 enables Query Store by default for newly created SQL Server databases, but that does not establish its state or configuration for every existing database or cloud service. - Choose a baseline period that includes the workload patterns you need to assess, such as peak and batch periods.
- Change one control at a time so you can attribute a result.
- Compare the same queries and representative operating conditions before and after the change.
- Define how to reverse the change before applying it.
Some database options and scoped configurations invalidate affected cached plans, leading to recompilation that can temporarily affect performance. Account for that immediate effect separately from the longer-term behavior you are trying to measure. Microsoft documents this plan-cache consideration.

Which settings are worth evaluating?

These controls are not interchangeable. Compatibility level changes can affect plans across a database; MAXDOP and cost threshold affect parallel-plan behavior at different scopes; a Query Store hint targets an individual query. SQL Server version, compatibility level, and cloud service determine which options are available. Review Microsoft’s documentation on intelligent query processing and scoped configurations for the applicable features and configuration details.
Compatibility level: separate the engine upgrade from optimizer changes
Compatibility level controls which query-processor behaviors are available to a database. Moving to a newer level can change execution plans, so an engine upgrade does not mean you must immediately change every database’s compatibility level.

A safer upgrade sequence
- Upgrade the SQL Server engine while retaining the database’s existing compatibility level.
- Enable Query Store and collect enough representative workload history to establish a baseline.
- Test the newer compatibility level and compare query plans and runtime behavior against that baseline.
- Investigate regressions query by query; use a targeted remediation when the evidence identifies a limited set of affected queries.
Microsoft recommends using Query Store to establish a baseline before changing compatibility level. The new level can expose newer optimizer behavior, but the outcome depends on the database’s queries and workload, not on the level number alone. When only a few queries regress
A regression in a small set of queries does not automatically require reverting the whole database. Inspect the affected plans and determine whether a query-scoped remedy is appropriate. Microsoft recommends testing the application at the latest compatibility level before applying Query Store hints; hints can influence optimizer behavior for an individual query when a newer database-wide level is unsuitable or that query regresses. A hint is a targeted intervention, not a substitute for diagnosing the plan. See Query Store hints and compatibility levels and Query Store hints.

MAXDOP: tune parallelism to the workload and scope
MAXDOP sets the maximum number of processors used for parallel plan execution. It is not a guarantee that a query will run faster, nor is it a per-query total-worker limit: Microsoft explains that the limit applies per task, and one request can create multiple tasks.
MAXDOP may be configured at query, database, server, or Resource Governor workload-group scope. A database-scoped MAXDOP setting overrides the server setting unless the database value is 0; a query hint can override the database setting, while a workload-group limit can cap the result. Therefore, check all applicable scopes before interpreting the effective value. The correct setting depends on workload and platform, so do not choose a number without topology and workload evidence. What to look for
- Whether the queries of concern use parallel plans and whether their CPU, duration, waits, or concurrency are problematic.
- Whether query hints or Resource Governor workload-group settings change or constrain the effective MAXDOP.
- Whether the workload is mixed, such as concurrent OLTP queries alongside reporting or batch work, making a single broad setting a poor fit.
SQL Server 2022 provides Degree of Parallelism Feedback for supported configurations at compatibility level 160. It can adjust parallelism for repeating queries and revert changes if performance regresses. Its availability is version- and configuration-dependent; it is not a reason to skip measurement. Cost threshold for parallelism is a server-level advanced setting that determines when SQL Server considers parallel plans, using estimated plan cost. Estimated cost is a relative measure for plan selection, not a prediction of actual elapsed time. Microsoft states: “The default value of 5 is a starting point, not a recommendation.”

Microsoft advises experienced database professionals to increase the threshold in small increments and observe a full business cycle before making another change. Consider the workload evidence rather than selecting a replacement value by convention. A low threshold can coincide with many CPU-light queries going parallel and parallelism-related waits; a high threshold can leave CPU-heavy queries serial and CPU utilization higher than optimal. These are clues to investigate, not proof that the threshold caused the problem. Microsoft’s cost-threshold guidance covers the setting and tuning advice.
Azure SQL Database does not allow users to set this server option. Microsoft points to MAXDOP as the parallelism control there, so do not apply on-premises server-setting instructions to that service.
Parameter sensitivity: diagnose before disabling sniffing
Do not disable parameter sniffing as a blanket performance fix. Queries can behave differently for parameter values when data distributions are nonuniform, but an intervention should begin by identifying and measuring the specific affected query. SQL Server 2022 at compatibility level 160 enables Parameter Sensitive Plan optimization by default; it can handle eligible cases by using distinct plans for different parameter ranges. Check version, compatibility level, and the observed query behavior before considering a broader change. Microsoft’s Parameter Sensitive Plan optimization documentation explains applicability.
How to choose and validate a change
- Identify the scope. Decide whether the symptom belongs to one query, one database, a workload group, or the server as a whole.
- Confirm applicability. Check SQL Server release, database compatibility level, and deployment platform; cloud services do not expose every server setting.
- State the hypothesis. Tie a proposed change to observed plans and measures, such as duration, CPU, waits, and concurrency, rather than to a default value alone.
- Assess blast radius. Consider how many queries the change can affect and whether it can invalidate cached plans or trigger recompilations.
- Apply one change and observe. For compatibility-level testing, use Query Store baselines; for cost threshold changes, follow Microsoft’s advice to use small increments and observe a full business cycle.
- Compare and decide. Keep the change only if representative workload results support it; otherwise use the rollback plan and continue diagnosis.
The defensible result may be no setting change. If evidence isolates a small group of queries, a query-scoped remedy may have a smaller blast radius than changing behavior database-wide. If the evidence points to broader behavior, assess the broader setting at its actual scope.
