Neither open-source nor closed AI models are inherently safer. The useful comparison is what a developer releases, what the license allows, how the model is deployed, and whether safeguards can be monitored and maintained. “Open” and “closed” are shorthand for a spectrum: downloadable weights can be available even when training code and data are not, while a hosted model may expose some technical documentation without allowing users to run or modify its weights.

What does “open-source” mean for an AI model?

For AI, “open-source” is often used loosely. A model’s weights—the learned parameters used to generate outputs—may be downloadable, but that does not mean the full process for building the model is available. Check each artifact and permission separately:

  • Weights: Can users download and run the model?
  • Architecture and inference code: Can they inspect how the model is structured and how it is used to generate outputs?
  • Training code and data: Can they examine or reproduce how it was built?
  • Documentation and evaluation results: Are intended uses, limitations, and test results published?
  • License: Does it allow commercial use, modification, redistribution, and downstream deployment, and under what conditions?

The International AI Safety Report 2026 describes Meta’s Llama models as having restrictive license conditions and including inference code but not training code; it says they are typically not considered open source. This illustrates why “open weights” is a more precise description when weights are downloadable but other elements remain unavailable or restricted.

How do open-weight and hosted models differ in access?

A downloadable model can be installed locally or adapted by its user, subject to its license and the user’s technical resources. A hosted model is operated by a provider, often through a web interface or API; the provider mediates access and retains control of the deployed weights. The practical differences are typical patterns, not guarantees for every model:

Who operates the model? The user or organization can operate a copy locally or on infrastructure it controls. The provider operates the model and mediates user access.
Can users modify it? Weights may be adapted or modified, subject to technical constraints and license terms. Users generally interact with the provider’s offered model rather than modifying its weights.
Who controls access? The operator controls access to its copy; after downloads and redistribution, the original developer cannot reliably control every copy. The provider can centrally set access conditions and change or restrict service access.
Can outsiders inspect the build? Weights may be inspectable, but training code, data, and other artifacts may still be unavailable. Users may have less access to model internals, depending on what the provider discloses.
Can results be independently reproduced? Running the same weights can aid checking, but reproducibility also depends on other disclosed artifacts and the deployment setup. Reproducing results may be harder when users cannot access the weights or control the service environment.

These release choices sit on a continuum. A model can combine downloadable weights with restricted permissions, or hosted access with substantial documentation. The Stanford AI Index 2026 describes API access for 47 of 102 notable AI models in 2025; the inventory data are credited to Epoch AI. That count concerns the report’s database of notable models, not all AI models.

Which type is safer?

The reviewed evidence does not establish a general empirical ranking in which open-weight or closed models produce safer real-world outcomes. Release type changes the available controls and risks, but it does not by itself show how capable a model is, how it will be used, or whether its safeguards work in a particular deployment.

Broader access can support local control, adaptation, and wider scrutiny. It can also make modification and removal of refusal behavior easier. Once weights have been downloaded and redistributed, the original developer cannot reliably monitor, update, or withdraw every copy. A hosted service lets a provider mediate access and may allow centralized controls, but users have less direct access to internals and may find results harder to reproduce independently.

These are mechanisms and trade-offs, not proof that one approach is safer overall. Anthropic’s July 2026 position is that whether open models increase risk, and whether that risk can be mitigated, should be determined through testing rather than assumed in advance. That is a developer’s view, not an independent evaluation finding.

What do current model-release figures say about oversight?

The Stanford AI Index 2026 reports that, among 102 notable AI models in 2025, 81 lacked corresponding training code and 4 released training code classified as open source. The inventory data are credited to Epoch AI. The report notes that its categorization is incomplete and that totals may not align with other parts of its chapter. These figures describe that database, not the full population of AI models.

Limited access to training code constrains outsiders’ ability to reproduce a model-building process, audit it, and validate related safety claims. Conversely, visibility into released artifacts is not itself proof that a model is safe: inspection must be paired with meaningful evaluations and evidence about the system in its intended setting.

What should an organization compare before choosing a model?

Compare the model and deployment against the consequences of failure, rather than treating its release label as a verdict. NIST’s AI Risk Management Framework, released January 26, 2023, and its Generative AI Profile (NIST AI 600-1), released July 26, 2024, offer a process for identifying generative AI risks and selecting management actions aligned with organizational goals and priorities. They are risk-management resources, not rulings that open or closed models are safer.

  1. Define the use and potential harm. Specify who will use the system, what decisions or tasks it supports, and what could happen if it produces harmful, incorrect, or misused outputs.
  2. Inventory artifacts and permissions. Confirm whether weights, architecture, inference code, training code, training data, documentation, and evaluation results are available. Read the actual license for commercial use, modification, redistribution, and downstream deployment.
  3. Choose the deployment boundary. Decide whether local operation or provider-hosted access better fits requirements for control, infrastructure, and user access. Assess how the setup affects monitoring and incident response.
  4. Check evidence and reproducibility. Review capability evaluations and safety testing relevant to the intended use. Establish what an independent reviewer can inspect or reproduce, and what remains dependent on provider disclosures.
  5. Plan for updates and incidents. Identify who can restrict access, apply updates, investigate misuse, respond to incidents, and retire a deployment. Consider whether independent copies could persist beyond the developer’s control.
  6. Reassess when conditions change. Review the decision if the model’s capabilities, users, deployment context, safeguards, or consequences of failure change.

What do developers’ safety statements establish?

In October 2026, Meta AI Research said: “Our Framework outlines the capabilities we test for, the thresholds a model must clear, and the requirements we place on our safety and security systems, before a training run begins and before a model is deployed.” This describes the developer’s stated process; the statement itself is not independent verification that a model passed particular tests or that its safeguards are effective in every deployment.

Likewise, a company’s position on open-weight risks should be distinguished from independent evidence. For a procurement or deployment decision, ask for model-specific evaluations and test them against the intended use and the consequences of safeguards failing.
