Allow Full Access gives a third-party iPhone keyboard the capability to use network access and a shared container; it does not prove that the keyboard actually sends or stores what you type. By default, Apple’s custom keyboard extensions run in a restricted sandbox without network access. The extension must request open access, and you must enable it in Settings for those expanded capabilities to be available.
What “Allow Full Access” changes
A custom keyboard is an app extension running in its own process. Apple’s default configuration allows basic keyboard functions, access to the common word lexicon and text shortcuts, but blocks network access and writing to the containing app’s shared group container. Apple says that with RequestsOpenAccess set to false—or when a user disallows full access—keystrokes go only to the app currently using the keyboard. See Apple’s custom keyboard documentation.
Open access requires two things: the developer must set the RequestsOpenAccess Boolean in the keyboard extension’s Info.plist, and the user must enable Allow Full Access in Settings. Apple’s UIInputViewController.hasFullAccess API lets an extension check whether open access is currently available.

“Full access” is a capability boundary, not proof that a keyboard developer actually collects every keystroke. Apple says open access permits network transmission for server-side processing, but a particular keyboard’s practices depend on its implementation and disclosures. Nor does open access mean unrestricted access to the iPhone: additional resources such as Contacts and Location Services still require user permission.

Can an iPhone keyboard send what you type over the internet?
It can if open access is available. Apple identifies server-side processing of keystrokes and other input events as a use of that capability. Whether a specific keyboard sends text, which data it sends, and how long it keeps that data cannot be inferred from the Allow Full Access switch alone. Check that keyboard’s privacy explanation and app disclosures if you need to understand its practices.
Open access may also support other features described by Apple, including iCloud and, in conjunction with the containing app, Game Center and in-app purchases. These are possible capabilities, not evidence that a particular keyboard uses them.

What happens when you turn off Full Access?
Turning the setting off returns the keyboard to the restricted configuration: its network access is unavailable, and the open-access shared-container capability is no longer available. A keyboard may therefore lose features that depend on server processing or shared data. Apple’s documentation does not establish which features a specific keyboard will disable; that depends on the app.
Without open access, the keyboard remains bounded by its own sandbox, with the documented read-only access to the containing app’s shared containers. It can still provide basic keyboard functions and use the common word lexicon and text shortcuts.

What an iOS keyboard cannot do in every field
iOS does not let a custom keyboard appear in every text field. Secure text-field entries always use the system keyboard; if a custom keyboard is active, the system temporarily removes it. Apple’s Human Interface Guidelines for keyboards also say custom keyboards are not used in phone number fields.
Apple documents UILexicon access for autocomplete, including common words, text shortcuts, and certain names from Contacts. That limited lexicon is not the same as access to the full address book. Access to Contacts beyond the documented lexicon behavior requires user permission.

What keyboard developers are responsible for
Apple says developers should use user data only for purposes apparent to users, explain the benefit of using additional data, transmit data securely, and avoid storing received keystroke or voice data beyond the time needed to return text or provide features explained to the user. Its guidance also says not to use Location Services in the background or send location to servers for purposes that are not obvious to the user. Apple summarizes the trust benefit of a restricted design this way: “Because of its restricted sandbox, a non-networked keyboard gives you a head start in meeting Apple’s data privacy guidelines and in gaining user trust.”
Apple’s App Review Guidelines place responsibility on apps to safeguard user information and prevent unauthorized use, disclosure, or access. Developers preparing a submission should consult the live requirements and relevant developer agreement at submission time, since review policies can change.

For a keyboard developer deciding whether to request open access, the practical test is whether the user-visible feature genuinely needs network processing or can work locally. The developer should be able to explain what input leaves the device, why it is needed, how long it is retained, and how the keyboard, containing app, and any SDKs honor the same stated purpose.
