Horizontal directional drilling (HDD) installs pipe, conduit, or cable along a guided route launched from the surface, usually following a mostly horizontal or shallow-arc profile. There is no universal maximum depth established for HDD: whether a particular route can be drilled at a proposed depth depends on its geometry, ground conditions, equipment, tracking, product, and project approvals. A deep HDD alignment therefore needs project-specific engineering—not a generic rig procedure or a depth figure borrowed from another job.
What HDD does—and what it does not
HDD is a trenchless installation method: a steerable drill begins at the surface, follows a planned path underground, and creates a bore through which a product such as pipe, conduit, or cable can be installed. It is commonly designed as a mostly horizontal route or a shallow arc between entry and exit points. WorkSafe Western Australia’s HDD guidance and ISO’s HDD safety draft describe machinery intended primarily for mostly horizontal drilling.
That is different from drilling a deep vertical well or using a rock-drill rig. ISO 21467:2023 covers commercial specifications for HDD machines and explicitly excludes rock drill rigs. The method’s ability to steer a route does not, by itself, establish that an arbitrarily deep or steep profile is practical.
How an HDD installation is made
The work is generally organized into three stages. This is an overview of the method, not operating instructions: a real installation requires qualified personnel, project design, and site-specific safety controls.

1. Pilot drilling
A drill head advances from the entry point along a planned two- or three-dimensional curved target line toward the exit. Steering may use an asymmetric head or an angled element behind the head. The head’s position must be tracked so the bore can be guided along the design axis.
2. Reaming
At the exit side, a reamer is attached and pulled back through the pilot hole to enlarge it. Depending on the product’s required diameter, the bore may need additional passes with progressively larger reamers. Drilling fluid is used during the work; its hydrostatic pressure helps stabilize the uncased bore.

3. Pullback
The product pipe or duct is connected at the exit and pulled into the enlarged bore. A swivel between the drill string and product helps prevent drill-string rotation from being transferred to the product.
DCA Europe’s HDD technique overview describes this sequence and the tooling concepts. It notes that ground conditions affect the cutting approach: jet bits rely mainly on hydraulic loosening, while rock bits with mud motors use combined hydraulic-mechanical action or mechanical action. Those descriptions are not a substitute for selecting equipment for a particular site.

How to assess a proposed deep profile
The available industry and safety references do not establish one maximum vertical depth that applies to all HDD machines and projects. Do not treat “deep” as a fixed technical category or infer a general limit from the depth of a single installation. A proposed profile needs evaluation against the actual route and installation requirements, including:
- Required depth, entry and exit geometry, bore length, and bore diameter.
- Ground type, geology, groundwater, and any terrain or environmental sensitivities.
- Product dimensions and installation requirements, along with equipment capabilities.
- Surface access, obstacles, nearby buried utilities, and a method for tracking the drill head.
- Drilling-fluid management, inadvertent-return response, and applicable permits or safety requirements.
These factors interact. A route that is feasible at one site does not prove another route is feasible at the same depth. If HDD is being compared with another installation method, compare the required geometry and depth alongside geology, access, existing utilities, tracking conditions, environmental controls, and project approvals; the cited material does not support a universal ranking of methods.

Plan around the hazards before drilling
Locate and verify buried utilities
A strike can have severe consequences: OSHA’s 2018 safety bulletin warns that contact with buried electrical wires can electrocute an operator and that striking a gas line can cause a leak or explosion. Use the applicable state utility-location system before drilling, but do not assume that records alone reveal every service.
WorkSafe Western Australia cautions that as-constructed records can be missing or inaccurate and recommends risk assessment and field confirmation. Electronic detection and potholing, where appropriate, can help confirm utility locations; records or detection may still miss services.

Monitor drilling fluid and plan for inadvertent returns
Drilling fluid can escape from the bore and reach the surface or another unintended location. Monitoring, response procedures, and contingency planning should be addressed for the project. The Federal Energy Regulatory Commission’s HDD Plan Guidance, issued in October 2019 and updated on its web page May 13, 2020, addresses monitoring, inadvertent-return response, and contingency plans. It is U.S. federal staff guidance for relevant projects, not a rule that automatically governs HDD worldwide.
Check the rules for the project’s jurisdiction and scope
Requirements vary by location and project type. For example, 52 Pa. Code §59.138 applies to covered hazardous-liquid public utility work in Pennsylvania. For work meeting the rule’s stated thresholds—bore diameter of at least 8 inches, bore depth over 10 feet, or pipeline length over 250 feet—it requires geological and environmental impact analysis and contingency planning that addresses drilling-fluid discharges, water supplies, and underground mining or karst terrain. It also has geotechnical and nearby-water-supply provisions. These thresholds are a Pennsylvania example, not general HDD limits or requirements for other jurisdictions and project types.
Use current technical guidance for project planning
DCA Europe lists the English fifth edition of Information and Recommendation for the Design, Construction and Documentation of HDD-Projects as July 2025. Its technical-guidelines page describes the publication as a standard work used in HDD planning and implementation.
Standards also have distinct scopes and status. ISO 21467:2023 is a published HDD-machine specification; ISO/DIS 23224 is a draft preview, so its current status should be checked before treating it as a requirement.
