First establish what “expires on” means
Neither a timestamp standard nor a time-zone database determines a permit’s legal expiration boundary. The permit document and issuing authority do. A printed date might mean the permit remains valid through the end of that local civil date, expires as that date begins, or follows another stated time. Do not choose an alert instant until you have confirmed the applicable rule. If the wording is unclear, ask the authority or qualified counsel and record the answer.
Keep date-only deadlines distinct from deadlines that specify a clock time. For a date-only permit, a system may schedule a notice for the close of the jurisdictional date if the authority confirms validity through that date; that is an implementation choice, not a universal legal convention.
Choose the governing time zone
A time zone is more than a UTC offset: it is a location-based set of civil-time rules, including historical and future changes. Governments control those rules, and they can change them. IANA’s overview puts it plainly: “Time zone and daylight-saving rules are controlled by individual governments.” IANA Time Zone Database overview

Identify the zone from the permit’s issuing jurisdiction and relevant location. Use an appropriate IANA identifier, such as America/Chicago, rather than a bare abbreviation such as CST, which can refer to different zones in different places. Confirm that the identifier’s geographic coverage fits the authority; a database entry is a technical mapping, not a legal ruling.
Do not substitute the permit holder’s or alert recipient’s current device zone. A person may travel, change device settings, or receive a message elsewhere; none of those changes should alter the permit’s governing deadline.

Store the deadline so it cannot drift
For a fixed deadline, preserve both the legal representation and the instant used by the scheduler. RFC 5545 says that, in most cases, a fixed time should be communicated as either UTC or local time with a time-zone reference. RFC 3339 likewise defines timestamp representations using UTC or a numeric offset. Neither standard says what a permit legally means by its expiration wording.

For a reliable record, retain the permit’s original date and any stated time, the issuing jurisdiction, the chosen zone identifier, the document version or other source, the interpreted legal boundary, and the calculated UTC instant. Record the time-zone data version used for the calculation as well. This lets an operator explain how an alert was set and correct it if the underlying rules or interpretation change.

Plan for daylight-saving transitions
When clocks move back, a local time can occur twice. When clocks move forward, some local times do not occur at all. A system that accepts a deadline during either transition needs an explicit policy rather than a silent default.
RFC 5545 provides defined behavior for calendar date-times that reference a time zone: a repeated time during the move from daylight to standard time means the first occurrence; a nonexistent time during the move to daylight time is interpreted using the offset before the gap. That can help with calendar interoperability, but it is not permit law. Decide whether those rules suit the system and its legal purpose, and document the choice.

For recurring reminder schedules, calculate each occurrence against current rules in the governing zone. Do not generate a local-time reminder series by repeatedly adding fixed 24-hour durations: the local clock can shift across a daylight-saving boundary.

IANA periodically updates the time-zone database as governments revise civil-time rules. Its release index showed tzdb 2026e as the latest release on 2026-09-29; the same index listed Manitoba’s scheduled move to permanent UTC−05 on 2026-10-31. That is a dated example of a rule change, not a general rule for other jurisdictions. IANA Time Zone Database Releases

IANA also cautions that “The tz database is not authoritative, and it surely has errors.” Use it as operational time-zone data, keep the deployed operating-system or runtime data current, and consult the appropriate authority for authoritative local rules. When an update changes a future calculation, recompute affected alert instants and surface the change to operators. A database update should not silently rewrite the legal source or interpretation saved with a permit.
Make the alert understandable and auditable
- Show the operative local date and time with a location or jurisdiction label, not just an abbreviation.
- Preserve the original permit input, the interpreted boundary, the selected zone identifier, the data version, the calculated instant, and the alert delivery time.
- Log corrections and the reason for them, including later authority guidance or time-zone-rule updates.
- Test normal dates, both sides of spring-forward and fall-back, zones without daylight saving, zones with non-hour changes, date-only deadlines, and simulated time-zone database updates.
These practices make a reminder traceable from the permit’s language to the delivered alert, while keeping the legal decision separate from the technical conversion.
