There is no documented, independently tested winner for every codebase. For AI coding agents, the right indexing tool depends on what it retrieves (meaning, exact text, or code relationships), where your repositories live, which editor or agent you use, and how your organization handles source code. GitHub Copilot and VS Code document semantic search; Cursor documents editor-integrated semantic indexing; Sourcegraph offers local keyword indexing through Cody and separate code-graph indexing for navigation.

The comparison below reflects official documentation checked on October 4, 2026. It is a practical shortlist, not a head-to-head test or a market-wide ranking.

What codebase indexing does—and what it does not guarantee

An index helps an agent find relevant code to use as context. Semantic search is designed to find code by meaning when you do not know the exact identifier or wording. Keyword search finds matching text; symbol lookup and code graphs help locate definitions, references, and relationships. These are different retrieval methods, and a product may use more than one.

Indexing can improve discovery, but a feature description does not establish that a tool retrieves more accurately than its competitors on your repositories. Results still depend on the code, exclusions, supported languages, freshness, and the task. Treat claims such as “understands your whole codebase” as a reason to evaluate the workflow, not as a comparative result.

That statement alone does not settle every question about retention, subprocessors, or contractual obligations.

Which tool fits your workflow?

Choose GitHub Copilot when your work is centered on GitHub repositories

Copilot is a natural candidate if you already use its chat or cloud-agent workflow and want repository context without adding a separate indexing product. GitHub describes semantic search as a way to find code by meaning rather than relying only on exact text matches. Check the repository setup and organization policies that apply to your account before enabling it.

Choose VS Code workspace context when the editor is the center of the workflow

VS Code’s #codebase tool is relevant when an agent needs workspace-level semantic search alongside symbols, directory structure, and visible or selected code. Search matches may enter the conversation even when you have not opened the matching file. Microsoft recommends excluding generated files and other noisy content; stricter exclusions can improve relevance and reduce context and token use. Review the upload and policy implications for non-GitHub repositories before using this feature with proprietary code.

Choose Cursor when you want indexing integrated into its editor

Cursor builds a semantic index when a project is opened. Its January 27, 2026 article reports that index reuse reduced time-to-first-query to 525 milliseconds for the median repository, 1.87 seconds at the 90th percentile, and 21 seconds at the 99th percentile. These are Cursor-published results about its index-reuse process, not independent measurements or a comparison with other products. The article also reports 92% average similarity among clones of the same codebase across users within an organization; that observation is likewise Cursor’s, not a neutral market statistic.

For organizational review, read Cursor’s current security information alongside its Privacy Mode setting. “Will not train on user data” is narrower than a complete answer about retention, subprocessors, or contract terms.

Choose Sourcegraph when you need distinct search and navigation capabilities

Sourcegraph is the clearest fit in this shortlist when the need extends beyond one editor workspace to searching across repositories, branches, or code hosts. Keep its two indexing paths distinct: Cody’s local symf engine is keyword search, while code graph auto-indexing supports precise navigation. How to evaluate an index before relying on it

Test candidates on representative repositories and tasks rather than comparing product labels. A useful evaluation separates “find the relevant code” from “navigate to the exact definition or references.”

  1. Match the scope. Decide whether the agent must work in one local workspace, a hosted repository, a remote workspace, or across many repositories and branches.
  2. Choose representative tasks. Include conceptual questions where semantic search may help, exact-identifier searches, and tasks requiring definitions or references. Use repositories and languages that reflect your actual work.
  3. Check exclusions and noise. Confirm how each tool handles ignored files, generated output, dependencies, and other irrelevant material. Inspect whether matching files can be included in agent context without being opened.
  4. Observe freshness and recovery. Check first-index time, how changes appear in search, whether index status is visible, and what happens after a failure. Do not treat vendor timing statements as service guarantees.
  5. Review data handling before connecting proprietary code. Establish where workspace files and index data go, which organization policies control access, and whether the terms meet your requirements. For VS Code semantic indexing of non-GitHub repositories, the documented upload to GitHub is a particularly important consideration.
  6. Compare outcomes, not marketing claims. Record whether the tool finds the right files and relationships for each task, how much irrelevant context reaches the agent, and how reliably updates and exclusions work. There is no independent comparative retrieval-accuracy study established here.

What to verify before rollout

  • Language and environment: Check support for your languages, local or remote filesystems, and deployment model. Sourcegraph’s listed auto-indexing languages are not a universal statement about every Sourcegraph capability.
  • Repository shape: Large monorepos, generated files, and dependency-heavy workspaces can affect index time and result quality. Establish exclusions that preserve useful source while removing noise.
  • Governance: Confirm the exact upload behavior, applicable organization settings, retention and training terms, and administrator controls for your edition and deployment.
  • Operational behavior: Test how incremental updates work and how to retry or rebuild an index. A stale or failed index can undermine an otherwise suitable workflow.
  • Agent integration: Verify that the intended editor or agent can actually call the search or navigation feature you plan to use. An index that is not available to the agent does not provide it with code context.
