W3C guidance is outcome-based: people must be able to operate website functionality through a keyboard interface, with a narrow exception for tasks whose function depends on the path of movement itself. Meeting that requirement also means avoiding keyboard traps, making focus visible, keeping focused content from being hidden, and giving custom widgets the keyboard behavior users expect. No single CSS rule or hardware keyboard guarantees conformance.

What does W3C require for keyboard operation?

WCAG 2.1 Success Criterion 2.1.1, Keyboard (Level A), requires that all content functionality be operable through a keyboard interface without requiring specific timings for individual keystrokes. W3C’s explanation describes the intended outcome: a keyboard user must have a way to perform the same or comparable actions. That does not necessarily mean every pointer-operable control must itself be separately focusable, if its functionality is available another way through the keyboard interface. W3C’s Understanding page for SC 2.1.1 explains the criterion and its exception.

“Keyboard interface” is broader than a physical keyboard. It can include software or hardware that generates keystroke input, such as keyboard emulation. The test is whether the functionality can be operated through that interface, not whether a user owns a particular device.

The movement-path exception is narrow

The exception applies only when the underlying function depends on the path of movement, not merely on reaching a starting and ending point. W3C gives freehand drawing and watercolor painting as examples of path-dependent tasks. By contrast, dragging an object to a location is not inherently path-dependent if the route taken does not matter; a keyboard alternative can provide the same or a comparable result.

Which keyboard-related criteria address different problems?

Guideline 2.1 is titled “Make all functionality available from a keyboard.” Its criteria cover several distinct outcomes, not just the basic operation requirement. The W3C Guideline 2.1 overview lists keyboard operation, avoiding traps, the stricter no-exception requirement, and character-key shortcuts.

A keyboard trap is an escape problem, not justification for requiring a pointer. For conformance decisions, check the applicable WCAG version and the exact criterion text; the overview identifies the topics but is not a substitute for evaluating each criterion.

How should keyboard focus be made visible?

WCAG 2.2 SC 2.4.7, Focus Visible (Level AA), states: “Any keyboard operable user interface has a mode of operation where the keyboard focus indicator is visible.” The criterion requires a visible-focus mode but does not prescribe the indicator’s shape or styling. W3C notes that this mode can depend on user-agent behavior—for example, a browser may show focus styling during keyboard navigation—and that an indicator shown for keyboard focus must remain visible rather than being time-limited. Focus indicators are usually non-text visual information, so the separate WCAG 2.2 SC 1.4.11, Non-text Contrast, is also relevant. A visible-looking outline can still be difficult to distinguish against its surroundings; check the visual treatment in the page context, not merely whether a CSS property exists.

Focus Appearance is a stricter AAA criterion

WCAG 2.2 SC 2.4.13, Focus Appearance (Level AAA), specifies measurable appearance conditions beyond SC 2.4.7. The indicator area must be at least as large as a 2 CSS-pixel-thick perimeter of the unfocused component or subcomponent, and the same pixels must have a contrast ratio of at least 3:1 between focused and unfocused states. The criterion has exceptions for indicators determined by the user agent and for indicators and backgrounds the author has not modified. These AAA conditions are not the AA Focus Visible criterion. How do you keep focused content from being hidden?

WCAG 2.2 SC 2.4.12, Focus Not Obscured (Enhanced) (Level AAA), requires that no part of the focused component be hidden by author-created content. Sticky headers, sticky footers, and non-modal dialogs can cover a focused control as the user tabs through a page. Review the layout at keyboard focus positions, especially where fixed or sticky elements overlap the viewport. This enhanced criterion is distinct from focus visibility and should not be mistaken for the only criterion concerning obscured focus. See W3C’s Understanding page for SC 2.4.12.

What changes for custom ARIA widgets?

Browsers provide keyboard support for native HTML form controls, but adding ARIA to a custom graphical component does not automatically supply its interaction behavior. Developers need to implement keyboard support for ARIA-based widgets. W3C’s ARIA Authoring Practices Guide (APG) describes expected focus movement, Tab and Shift+Tab between components, navigation within composite widgets, shortcuts, disabled items, and the distinction between focus and selection.

For example, a menu, radio group, listbox, tree, or grid may contain several items but function as one composite widget in the page’s tab sequence. The APG describes familiar conventions for moving focus within such widgets. Follow the pattern appropriate to the widget and test it with the keyboard; do not assume that making an element discoverable to assistive technology makes it operable.

How can you implement and check visible focus?

W3C’s sufficient technique C45 demonstrates styling keyboard focus with the CSS :focus-visible pseudo-class. It is an example technique, not a required implementation, and it is sufficient only if the resulting style actually makes focus visible. A different effective design can meet the outcome. Avoid removing the browser outline unless another clear focus treatment replaces it. See W3C Technique C45.

  1. Navigate the page using only a keyboard interface, moving focus through every interactive area and custom widget.
  2. Check that each focused item has a discernible indicator in its actual background and layout context.
  3. Confirm focus does not become trapped, and that sticky or fixed author-created content does not hide the focused component where the applicable criterion requires it to remain unobscured.
  4. Exercise custom widgets using their expected keyboard patterns, including movement within composite widgets and movement between page components.
  5. Assess the relevant success criteria and WCAG version individually; a working focus style alone does not establish overall keyboard accessibility.

W3C techniques are informative examples; conformance is judged against the success criteria, not by whether a particular snippet appears in the code. The cited Understanding pages for keyboard operation and focus are labeled WCAG 2.1 and WCAG 2.2 respectively, so keep criterion versions and levels attached when documenting an accessibility assessment.
