Fix keyboard barriers that prevent people from completing essential tasks before improving visual polish. Start with controls users cannot reach or operate, keyboard traps, lost focus, and broken focus movement. Then fix invisible or fully obscured focus, followed by unpredictable behavior and refinements. This is a practical triage order based on user impact—not an official W3C severity scale.

Rank fixes by whether they block an essential task

First establish what a person is trying to do: sign in, search, submit a form, make a purchase, manage an account, or complete another important journey. Rank an issue higher when it stops that task and the user cannot recover without switching to a pointer. A minor visual inconsistency should not outrank a task-blocking failure simply because it is easier to fix.

For each issue, record the affected task, the step where keyboard operation fails, the keys used to reproduce it, the component and pages involved, and whether a user can recover using the keyboard. Also note whether a shared component fix could remove the barrier across multiple pages.

Use this practical triage order

  1. Make essential controls reachable and operable. A person must be able to reach, activate, use, and leave interactive elements without a pointer. W3C’s Developing a Keyboard Interface describes familiar conventions: Tab and Shift+Tab move between components, while arrow keys often move within composite widgets.
  2. Remove keyboard traps and repair focus movement. A person must be able to move into and out of a widget. After a dialog closes or an item is removed, focus should move to a logical destination. If the active item disappears without focus being managed, focus can effectively be lost to the document body, as the W3C APG explains.
  3. Keep focus visible. Users need to identify the control that currently has keyboard focus throughout interaction—not just briefly. WCAG 2.2 Success Criterion (SC) 2.4.7, Focus Visible (AA), requires a mode of operation in which the focus indicator is visible. W3C notes that browser behavior can vary, so authors must provide at least one visible-focus mode. See W3C’s explanation of SC 2.4.7.
  4. Prevent page content from entirely hiding the focused component. Sticky headers, footers, and overlays can cover a control after it receives focus. WCAG 2.2 SC 2.4.11, Focus Not Obscured (Minimum) (AA), requires that author-created content not entirely hide the focused component. W3C discusses approaches such as scroll padding and appropriate modal or notification behavior in its explanation of SC 2.4.11.
  5. Improve predictability and consistency. Once users can complete essential tasks, address unexpected focus movement and components that behave differently from established keyboard conventions.
  6. Consider enhanced refinements. After barriers affecting core tasks are addressed, review stronger focus-appearance and visibility refinements, including AAA criteria where they apply to the product’s goals.

Distinguish the WCAG focus requirements

WCAG 2.2 was published as a W3C Recommendation on 5 October 2023. Its focus criteria have different conformance levels; in particular, do not treat the AAA requirements as AA obligations.

Criterion Level What it requires
SC 2.4.7, Focus Visible AA There is a mode in which keyboard focus is visible.
SC 2.4.11, Focus Not Obscured (Minimum) AA Author-created content does not entirely hide the focused component.
SC 2.4.12, Focus Not Obscured (Enhanced) AAA No part of the focused component is hidden by author-created content.
SC 2.4.13, Focus Appearance AAA Subject to the criterion’s exceptions, the indicator area is at least as large as the area of a 2 CSS-pixel-thick perimeter, and the same pixels have a contrast ratio of at least 3:1 between focused and unfocused states.

W3C’s WCAG 2.2 overview identifies SC 2.4.11 as AA and SC 2.4.12 and 2.4.13 as AAA. The AA minimum for obscuration allows part of a focused component to be hidden; the AAA enhanced criterion does not. W3C advises reducing both the degree and frequency of partial obscuration.

Test complete journeys with the keyboard

  1. Choose a real user journey, such as signing in, submitting a form, or managing an account, and complete it using only the keyboard.
  2. Use Tab and Shift+Tab to move between controls. Within composite widgets, use the expected arrow keys as well.
  3. Open and close menus and dialogs, submit forms, remove items, and continue through any sticky banners or overlays.
  4. At each step, check whether focus is visible and whether the focused component becomes entirely hidden behind page content.
  5. When focus disappears after an item is removed or a dialog closes, inspect where focus is restored and whether the next logical action remains reachable.

For a basic manual check, W3C’s Visible Keyboard Focus easy check recommends checking that interactive elements have obvious visual styling. For each problem you find, report the exact step, expected and actual focus behavior, whether the task can be completed, visibility of focus, and the affected pages or shared components.

Make backlog decisions without false precision

Scope and recurrence matter: a defect in a shared component may affect many journeys, while a one-off issue may be limited to a single control. Recovery matters too: note whether a keyboard user can get unstuck without a pointer. Include implementation effort in planning, but do not let a low-effort cosmetic fix jump ahead of a task-blocking barrier solely because it is quick.

A team may use a lightweight score built from task importance, severity, scope, and recurrence, but there is no universal numeric formula or W3C-prescribed keyboard-fix ranking. Record the evidence behind each priority instead of presenting an internal score as a standards requirement.

Visible and well-managed focus can also help people using speech input or other alternate input methods, as well as some people with low vision, attention, memory, or executive-function limitations. Prioritization should therefore consider the consequence of the barrier in the actual task, not just whether a control appears to work in a brief spot check.
