If only a browser’s downloads are going to the old location, change that browser’s download setting instead; it is separate from Windows’ Downloads folder.
Change the Windows Downloads folder location
- Open File Explorer and find Downloads in the navigation pane or under This PC.
- Right-click Downloads and choose Properties.
- Open the Location tab and select Move.
- Choose the destination folder, then confirm. If Windows asks whether to move existing files, choose according to whether you want the files already in Downloads moved to the new location too.
- Check the path shown on the Location tab, or open Downloads in File Explorer to confirm the change.
Microsoft documents this personal-folder procedure in its guidance for redirecting known folders. The default Downloads path is %USERPROFILE%Downloads, according to Microsoft’s profile troubleshooting guidance.
Choose the right setting for where downloads should go
Windows has more than one location setting that can seem relevant. Use the one matching the scope you want:

If downloads still go to the old folder
Check the browser’s own path
If the Windows Downloads location changed but a browser still saves files elsewhere, inspect that browser’s download settings. For Edge, open Settings > Downloads and check the path under Location; use Change to select a different folder. To choose a destination for each download, enable Edge’s ask-where-to-save option.
Use the registry workaround only for a broken folder mapping
If the Location-tab move fails or two personal folders end up pointing to the same place, Microsoft documents an advanced registry workaround for a personal-folder mapping problem. For Downloads, the relevant User Shell Folders entry is {374DE290-123F-4565-9164-39C4925E467B}, with the default value %USERPROFILE%Downloads. Microsoft warns, “Serious problems might occur if you modify the registry incorrectly,” and instructs users to back up the registry before editing it. Follow Microsoft’s personal-folder recovery instructions rather than editing registry values by trial and error.

After the registry value is corrected, restart File Explorer, sign out and back in, or restart Windows for the change to take effect.

You can choose a USB drive or SD card as the destination; Windows does not require removable storage for this setting. Files stored on a removable drive are available only while that drive is connected. If you regularly need downloaded files, choose a destination that remains available when you use them.
