Log the agent’s safety decisions and actions—not a copy of everything it said. A useful audit record can identify the agent and run, show which tool and permissions were involved, capture the decision and outcome, and point to the policy or configuration version in effect, while omitting transcript text by default.

What a safety log needs to answer

Design the log around the questions an investigator or operator will need to answer after a safety event: what happened, when, which agent or service acted, what permission or policy applied, and what followed. The UK Department for Science, Innovation and Technology’s Code of Practice for the Cyber Security of AI calls for an audit trail and recommends logging changes to system prompts and other model configuration.

  • Which agent, deployment, and actor or service identity were involved?
  • Which run or trace does the event belong to, and when did it occur?
  • Was a tool invoked, an action denied, an approval requested or decided, or a safety check completed?
  • Which permission scope, policy, prompt template, system configuration, and model version were active?
  • Was the action allowed, blocked, escalated, completed, or unsuccessful?

These fields preserve investigative context without requiring the underlying conversation. Microsoft’s Agent Safety guidance also highlights identity, time, conversation or run, tool, and OpenTelemetry context as useful for understanding agent activity.

A practical event schema

Use a deliberate allowlist: each field should have a clear operational or investigation purpose. This baseline is a design recommendation synthesized from the cited guidance, not a universally mandated schema.

Tool arguments and results can contain sensitive or transcript-like content. Omit them by default; if a specific investigation need justifies retaining any, minimize and redact them before durable storage. A short, human-readable description of tool usage may be more useful than retaining raw payloads.

Prevent transcript capture in the logging pipeline

Do not assume that a downstream filter makes verbose tracing safe. If a framework, SDK, middleware layer, or exporter writes message content to another destination first, redaction at a later step cannot remove that earlier copy.

  1. Define investigation questions and an allowlist. Decide what evidence operators need, then specify the permitted fields. Avoid catch-all fields such as details that can quietly accumulate prompts, messages, or tool payloads.
  2. Disable full-message tracing and sensitive-data telemetry in production. Check framework, SDK, middleware, exporter, and cloud logging settings. Microsoft warns that trace logging can capture the full ChatMessages collection and that sensitive telemetry can include message text, function calls, and results. Its guidance states: “Trace level should never be enabled in production.”
  3. Minimize or redact before durable storage. Apply the control where data first enters the logging pipeline. Test with synthetic secrets and personal-data examples, then inspect exported events to verify those values are absent. DOE’s GEAR Generative AI Reference Guide advises against logging secrets or unrestricted copies of sensitive prompts and data.
  4. Preserve the links needed for investigation. Include stable event and run or trace identifiers, timestamps, relevant identities, tool and permission context, decision and outcome, and configuration versions. Do not substitute transcript retention for these structured links.
  5. Protect access and integrity. Limit access by role and operational need, protect log storage, and consider controls against unauthorized changes or deletion. Government guidance recommends protecting, retaining, reviewing, and independently monitoring logs.
  6. Document retention and deletion. Set rules for the actual deployment’s purpose, risk, and obligations; the cited guidance does not establish one retention period for every system.
  7. Test failure cases. Exercise the pipeline with prompt injection, unauthorized tool attempts, denied approvals, redaction failures, and exporter misconfiguration. Verify that expected safety events remain visible while sensitive content stays out of stored records.

Balance audit value against data exposure

Compare logging designs across the trade-offs that matter: how well they support investigations, how much personal or confidential information remains, how resistant records are to unauthorized changes or deletion, how easily events correlate across tools and services, and the operational volume and cost. More captured content is not automatically better evidence; an allowlisted event record can retain the decision trail while reducing unnecessary exposure.

Retention is a deployment-specific governance choice, not a universal number supplied by the cited guidance. Align the schedule with the system’s investigation needs, data classification, applicable records schedule, privacy obligations, and incident-response process.
