A file that parses is not necessarily matched to the right product—or trustworthy enough to suppress a scanner finding.
Identify the VEX format before validating it
OpenVEX, CSAF VEX, and CycloneDX express related vulnerability-impact information using different document structures. CISA also lists SPDX among formats used for VEX. First inspect the file’s declared format or profile; do not apply OpenVEX field rules to a CSAF advisory, or assume an embedded CycloneDX VEX uses the same labels as a standalone document.

Check the document’s required structure
Validate the file against the schema and profile for its declared format before attempting to resolve components. A parser or schema validator can establish that the document is structurally well-formed; it cannot establish that its claims describe the SBOM you are reviewing.
For OpenVEX
- Check document context and identity, author, issue timestamp, and version, as well as the statements.
- For each statement, confirm that it identifies a vulnerability and product and supplies a status. The specification says a valid statement must identify a product.
- Check the JSON-LD structure and UTF-8 encoding as applicable.
- Confirm that the version changes when document content changes, as required by the specification.
For CSAF VEX
- Validate the CSAF Base requirements and the VEX profile, including its product tree and vulnerability entries.
- Check that the vulnerability has a CVE or other identifier and that the product status uses an allowed value; review the accompanying notes.
- For a known-not-affected product, require the profile’s impact statement. It can use a machine-readable flag or an impact threat explaining why the vulnerability cannot be exploited.
For CycloneDX
Validate against the applicable CycloneDX version and serialization. If the VEX is external, confirm that its component references resolve to the intended BOM entries; if it is carried with the BOM, validate the VEX data as part of that document.

Match VEX products and components to the SBOM
Resolve the VEX product first, then any affected subcomponent, against the SBOM’s product root and component entries. An advisory may describe product-level impact, component-level impact, or both; do not treat a component name as proof that the VEX applies to the product release in hand.
- Compare stable identifiers. Prefer exact machine-readable identifiers, especially package URLs (purls), and include versions where available. In CycloneDX, resolve an external reference such as
bom-refto the corresponding component. - Check the product and component relationship. OpenVEX recommends that referenced subcomponents also appear in the product SBOM. Confirm that the component belongs to the product under evaluation, not merely that the same package exists somewhere in another inventory.
- Use corroborating identifiers when available. Hashes or other identifiers can strengthen a match. A display-name or loose name match alone is not sufficient to establish identity.
- Record unresolved cases. If identifiers are missing, conflict, or point to multiple possible versions or products, mark the record ambiguous and send it for manual triage rather than treating it as a confirmed match.
Do not assume that every VEX record must be directly paired with an SBOM in the same file or workflow. CISA describes VEX as an advisory notice providing context around potential vulnerabilities and says it may use SBOM identifiers to relate that context to components, but is not required to do so. A workflow can independently resolve the VEX product against an SBOM; record that as a resolved association, not as a direct link asserted by the document.

Review each vulnerability status and its rationale
For every vulnerability relevant to the matched product, verify the identifier, status, and version scope. OpenVEX statuses distinguish whether a product is affected, not affected, under investigation, or fixed. Check the exact product and release: a status for another version does not establish the status of the one in your SBOM.
- Not affected: Check that the format’s required explanation supports the conclusion. OpenVEX examples of machine-readable justification include the component being absent, vulnerable code being absent, code not being in the execution path, or attacker control not being possible. CSAF requires an impact statement for each known-not-affected product.
- Under investigation: Keep the issue open for investigation. This status is not evidence that the product is safe and must not be treated as a resolved finding.
- Fixed: Confirm that the fixed status applies to the release being assessed; do not extend it to other versions without evidence.
- Affected: Preserve the finding for remediation or risk handling according to your process.
A missing component match based on one spelling, or a not-affected assertion for a different product version, is not enough to conclude that the vulnerability cannot affect the software under review.

Verify freshness, authorship, and provenance
Before relying on a VEX assertion, check who issued it, when it was issued, and which document version you have. Compare its product and release scope with the exact SBOM and software release being evaluated. A structurally valid document may be stale, unrelated to that release, or of uncertain origin.
- Review the author or publisher, issue timestamp, and document version.
- Check whether the VEX version corresponds to the software release and SBOM in scope, and whether a newer applicable document is available through your established source.
- Where signatures or attestations are provided, verify them using the process supported by your organization and the relevant tooling. A signature or attestation can add provenance evidence, but schema validity alone does not establish authenticity.
Microsoft’s HVE Core documentation illustrates a workflow that separately verifies VEX artifact provenance and a VEX attestation bound to a dependency SBOM. That is an implementation example, not a universal requirement for every VEX workflow.

Decide what may be passed to a scanner
Pass VEX data to a scanner only after structural validation, identity resolution, status and rationale review, and the trust checks appropriate to your environment. Keep unmatched, ambiguous, stale, unauthenticated, and under-investigation records visible for investigation instead of allowing them to suppress findings.
Microsoft HVE Core documents using an OpenVEX file alongside an SPDX SBOM with Trivy and Grype; its described scanner workflow filters findings marked not_affected or fixed. Treat that as an example tied to its documented setup, not a guarantee about other versions, formats, or tool flags. Scanner support and command syntax vary, so consult the current documentation for the exact scanner version and VEX format you use.

Choose a validation process that exposes uncertainty
A useful validator or review workflow should do more than parse a file. Assess whether it:
- Supports the formats and profiles you receive, including the applicable schema or specification version.
- Matches purls and other identifiers precisely, handles version variants, and distinguishes product roots from subcomponents.
- Surfaces unmatched and ambiguous products instead of silently treating them as matches or suppressing their findings.
- Checks status values and required justifications, including product/version scope.
- Helps reviewers assess VEX and SBOM freshness and, where applicable, verify signatures or attestations.
- Preserves unresolved records and makes clear which findings a scanner filtered and why.
There is no single cross-format validation rule that makes these checks interchangeable. Keep format conformance, inventory matching, impact assessment, and trust verification as separate decisions in your process.
