Cybersecurity focuses on protecting systems and information from cyberattacks; cyber resilience focuses on whether essential work can continue through disruption and how the organization recovers and adapts. They are complementary, not competing approaches: security helps reduce the likelihood and impact of compromise, while resilience plans for operating when protections are not enough.
What does cyber resilience mean?
NIST defines cyber resiliency as “the ability to anticipate, withstand, recover from, and adapt to adverse conditions, stresses, attacks, or compromises on systems that use or are enabled by cyber resources.” Its purpose is to help organizations achieve business or mission objectives that depend on technology even in a contested environment. NIST’s cyber resiliency glossary gives the definition.
The definition describes more than restoring systems after an incident. It also includes preparing for disruption, preserving essential capability while it is happening, and learning or changing afterward. How does cyber resilience differ from cybersecurity?
Cybersecurity is commonly framed as the ability to protect or defend the use of cyberspace from cyberattacks. Definitions across NIST publications also emphasize preventing, protecting, and restoring electronic information and communications systems. NIST’s cybersecurity glossary includes these formulations.

These are differences in emphasis and outcome, not mutually exclusive boundaries. NIST describes cyber-resiliency engineering as work applied alongside systems security engineering and resilience engineering in SP 800-160 Vol. 2 Rev. 1, published in December 2021.
What do the four resilience capabilities look like?
Anticipate
Identify the services that matter, the technology and people they depend on, and the adverse conditions that could interrupt them. This turns a broad concern such as “a cyberattack” into a practical question: which business or mission function could stop, and why?

Withstand
Design for essential capabilities to remain available during disruption, even if the service must operate in a reduced or degraded state. Resilience does not require every system to function normally in every incident; it asks what must keep working.
Recover
Restore an effective operational posture within a timeframe consistent with mission needs. Recovery is not simply restarting technology: the organization must be able to resume the work that depends on it.

Adapt
Use experience from disruptions and changing conditions to improve systems, plans, and practices. Adaptation helps the organization respond to circumstances that cannot be fully anticipated in advance.

- Identify critical services. Decide which business or mission functions must continue, then map the systems, data, communications, suppliers, and processes they rely on.
- Set continuity priorities. For each service, define the minimum function that must remain available, what can temporarily degrade, and what recovery timeframe is acceptable for the mission.
- Connect security and continuity planning. Coordinate cybersecurity incident response with business continuity and technology recovery plans so that protection, response, and restoration support the same priorities.
- Assess the whole capability. Evaluate whether plans and dependencies support continued operation as well as recovery. CISA describes resilience services for critical infrastructure at its Resilience Services page.
CISA’s Cyber Resilience Review to NIST Cybersecurity Framework crosswalk connects cybersecurity practices with continuity and recovery planning. That connection is useful because a security plan that detects an incident does not, by itself, establish how essential work will continue or when it must be restored.
