Start with electricity, then add demand charges and the other recurring costs; keep those operating expenses separate from the initial cost of building and equipping the data center.
How to estimate the annual electricity bill
For a first estimate, use:
Annual electricity cost ≈ IT load (kW) × utilization × 8,760 hours × PUE × electricity tariff ($/kWh).
Utilization is the average share of the IT load in use over the year, expressed as a decimal. For example, 60% utilization is 0.60. Use the IT equipment’s expected average demand—not the UPS nameplate rating or the site’s electrical-service capacity.
PUE, or power usage effectiveness, is total facility energy divided by IT energy. It accounts for the energy used by cooling and other facility systems as well as the IT equipment. It is a multiplier, not a price: a PUE of 1.5 means the facility uses 1.5 units of energy for every unit used by IT. Prefer a measured PUE from a comparable operating condition. If you have only a design estimate, state the assumed PUE and test a range rather than treating it as a guaranteed result.

The formula estimates energy charges, not the full utility bill. Add demand charges based on the tariff’s billing rules, time-of-use rates, taxes, and other utility fees separately. U.S. Department of Energy guidance notes that data center electricity demand varies by region and often requires continuous, firm power.
What changes the cost at high rack density?
Rack density does not, by itself, determine annual energy use: the total IT load and how continuously it runs remain central to the electricity calculation. Density matters because concentrating more heat in less space can change the cooling equipment, power distribution, and safeguards needed to keep the IT load operating.

Cooling method and capacity
Uptime Institute’s July 2026 analysis describes roughly 20–30 kW per rack as the range in which direct liquid cooling may become necessary or economically justified. That is a conditional industry range, not a hard threshold for every site. The right design depends on the equipment, room conditions, cooling approach, and operating requirements.
Cooling continuity and resilience
Liquid-cooled systems can require coolant distribution units, pipes, and manifolds. Uptime Institute notes that in cold-plate systems, a loss of coolant circulation can leave only seconds of tolerance. Thermal storage or putting pumps and coolant distribution units on UPS power can extend protection, but adds equipment and cost. Include the required cooling ride-through and response window in the design rather than treating cooling as an ordinary facility overhead.

Costs beyond electricity
A complete annual operating estimate should include recurring costs that the energy formula does not capture. Decide which are in scope and request comparable estimates from the site operator, utility, and service providers.
- Utility charges: demand charges, time-of-use differences, taxes, and special utility fees.
- Operations: on-site staffing or remote monitoring, plus managed-service fees if a third party operates the facility.
- Maintenance: service contracts, replacement parts, inspections, and cooling-fluid service where relevant.
- Resilience: battery upkeep and replacement, generator testing and fuel, and the service costs associated with the chosen redundancy and runtime requirements.
- Site and connectivity: network service, insurance, and lease or site costs if they belong in the estimate.
For each item, record whether the quoted figure is recurring, usage-based, or an occasional replacement cost. That makes it possible to compare annual operating expenses without mixing them with one-time purchases.

Published figures: what they actually measure
The public figures below provide context, but none is a comparable annual operating-cost benchmark for a high-density micro data center.

Do not turn a capital-cost figure into an annual run rate without specifying financing period, utilization, electricity tariff, maintenance, and refresh assumptions. Likewise, a total-cost-of-ownership comparison is useful only when the compared systems’ capacity and included costs are clear.

Build a site-specific estimate
- Define IT demand. Record connected capacity, expected average kW, utilization over time, growth, rack count, and kW per rack. Keep IT demand distinct from UPS nameplate capacity and facility service size.
- Estimate facility energy. Apply utilization, annual hours, and PUE to IT kW. Use measured PUE from a comparable operating condition when possible; otherwise document an assumption and test more than one case.
- Apply the actual tariff. Use the local energy rate, then calculate demand charges, time-of-use costs, taxes, and special fees using the utility’s billing rules.
- Add recurring operating scope. Price staffing or monitoring, maintenance, connectivity, batteries, generator testing and fuel, cooling-fluid service, insurance, and site costs when applicable.
- Specify resilience. Document redundancy topology, UPS runtime, generator coverage, cooling ride-through, and service-level needs. Price the equipment and services needed to meet those requirements.
- Separate operating and capital totals. Show initial infrastructure cost, recurring annual costs, and replacement or refresh assumptions as distinct line items.
How to compare two proposed configurations
Compare systems on a like-for-like basis. A smaller installation that can scale may avoid paying to operate idle capacity, while a denser liquid-cooled design may require additional cooling and resilience equipment. The trade-off depends on the site’s load profile and what each quote includes.
- Installed capital cost and the capacity included in the quote.
- Annual energy use, tariff exposure, and assumed utilization and PUE.
- Usable IT kW, rack density, cooling method, and expansion headroom.
- Redundancy, UPS runtime, generator coverage, and cooling ride-through.
- Maintenance, staffing, and managed-service scope.
- Battery and equipment replacement intervals, financing period, and refresh assumptions.
Schneider Electric lists PUE, UPS-efficiency, capital-cost, and micro-data-center lifecycle calculators on its planning-tools page. These can help compare scenarios, but the result is only as useful as the assumptions entered; use local tariff and site data for the operating estimate.
