There is no universal winner: HashiCorp Vault stands out for centralized secrets management across environments and dynamic, leased credentials; AWS Secrets Manager is a managed service for storing, retrieving, and rotating secrets in AWS; and Azure Key Vault brings secrets, keys, and certificates together, with data-plane access authenticated by Microsoft Entra tokens. The right choice depends on the credentials your applications need, the cloud and integrations they use, your team’s operating capacity, request volume, and total cost.

How the three services differ

These are differences in documented scope and capabilities, not results from comparative performance testing. Vault features can vary by deployment and edition.

Which credential lifecycle do you need?

On-demand, expiring credentials

Vault’s dynamic secrets engines can generate credentials for supported integrations when an application requests them. The credentials are leased, and Vault can revoke them when the lease expires. This is useful when an application should receive temporary access rather than depend on a long-lived shared password. The available engines and integrations matter: confirm that Vault supports the specific system and credential workflow you need.

Stored secrets with scheduled rotation

AWS Secrets Manager stores secrets and supports automatic rotation. AWS provides managed rotation for some AWS services; other secrets can use a Lambda-based rotation workflow. Rotation involves more than changing the stored value: the rotation function must coordinate the update with the target service and the applications that retrieve the secret.

Secrets, keys, and certificates in Azure

Azure Key Vault documents rotation tutorials for single-credential and dual-credential resources. That establishes supported rotation approaches, but it does not mean every secret rotates automatically without configuration. Decide whether you need a secret value, a cryptographic key, a certificate, or more than one of these resource types; Managed HSM is separate from a standard vault.

Who operates the service?

Vault: choose managed service or self-management

Vault Community is self-managed. Vault Enterprise can be self-managed or used through HCP Vault Dedicated. For a self-managed cluster, the organization is responsible for design, deployment, security, reliability, scaling, and upgrades. HCP shifts some infrastructure operations to the managed service, but its price and available features vary by tier, cluster size, region, and client usage.

AWS Secrets Manager and Azure Key Vault: managed services

AWS and Azure operate their respective services, while customers still configure access and integrate applications with them. A managed service reduces the need to run the secret store itself; it does not remove responsibility for application identity, authorization policy, rotation design, or recovery planning.

What should you check about access and protection?

AWS Secrets Manager

AWS says Secrets Manager encrypts secret values using envelope encryption backed by AWS Key Management Service (KMS). That encryption mechanism does not encrypt the secret’s name, description, rotation settings, associated KMS key ARN, or tags. AWS recommends least-privilege access policies, monitoring, and supported client-side caching to reduce unnecessary retrievals. Consider which metadata is visible to users who can inspect the secret, not only who can decrypt its value.

Azure Key Vault

Microsoft Entra access tokens authenticate data-plane requests to Key Vault. Treat application identity and token-based authorization as part of the integration design: a service’s presence in Azure does not by itself establish what it can read or manage in a vault.

Vault

Vault provides centralized policies and secret engines, but the deployment model and edition affect the available capabilities. Evaluate the specific policy controls and integrations you plan to use rather than assuming every Vault edition or configuration offers identical features.

What throughput limits should you plan around?

Microsoft’s 2026 service-limits documentation lists per-vault, per-region thresholds for Azure Key Vault. These are workload-specific service limits, not comparative benchmarks:

  • For GET transactions, the listed threshold is 4,000 per 10 seconds for software-protected RSA 2,048-bit keys, and 2,000 per 10 seconds for HSM-protected RSA 2,048-bit keys.
  • The combined limit for secret creation, certificate import, and key import operations is 300 per 10 seconds.

Microsoft documents HTTP 429 throttling responses when thresholds are exceeded. Compare expected request rates with the current limits for the resource types and region you will use, and build retry behavior into clients. Verify the latest limits before capacity planning because service limits can change.

How should you compare cost?

A single current price comparison is not established for all three services. Their pricing models and the operational work they require are different, so estimate cost for the actual configuration rather than comparing a headline price.

Option Cost factors to include
AWS Secrets Manager AWS describes it as pay-for-use, with no minimum or setup fees. The AWS-managed encryption key is free to use; customer-managed KMS keys incur KMS charges. Lambda-based rotation, CloudTrail log storage, and SNS notifications can add costs.
HashiCorp Vault HCP Vault Dedicated pricing varies by tier, cluster size, region, and client usage. For self-managed Vault, include the operating work associated with the deployment as well as the infrastructure and edition relevant to your design.
Azure Key Vault A comparable price schedule is not established here. Check current Azure pricing for your geography, resource types, operations, and workload.

For a useful estimate, model expected secret count and API volume, rotation frequency and implementation, key choices, logging and notifications, and whether your team will run the service or use a managed offering. These inputs can change the comparison substantially.

How to choose for your environment

  1. Start with the workload’s home and integrations. Identify where the applications run and which identity systems, cloud services, databases, or other targets must connect to the secrets store.
  2. Specify the credential lifecycle. Decide whether applications need durable stored values, scheduled rotation, or on-demand credentials that expire and can be revoked. Verify that the product supports the exact target integration.
  3. Match the service to what you need to manage. If secrets, cryptographic keys, and certificates need to share an Azure service surface, assess Azure Key Vault. If the workload is organized around AWS integrations and rotation, assess AWS Secrets Manager. If centralized control across environments and dynamic credential workflows are important, assess Vault.
  4. Account for operational capacity. Decide whether your team can own Vault cluster design and lifecycle or prefers a managed service, and confirm which features are available in the chosen Vault edition or HCP tier.
  5. Validate security, scale, recovery, and cost. Review access policies and application identities, expected request rates and throttling behavior, recovery requirements, and the full cost of the chosen configuration.
