For most teams planning a new Atlassian deployment, Cloud should be the first option assessed. Atlassian has announced that Data Center products will reach end of life on March 28, 2029, making a long-term Data Center commitment a transition plan rather than a permanent alternative. But Cloud is not automatically suitable for every organization: the right choice depends on verified requirements for operations, data handling, compliance, apps, integrations, and cost.

How Atlassian Cloud and Data Center differ

The main distinction is not simply “hosted versus on-premises.” With Cloud, Atlassian hosts the service and takes on parts of platform operation. With Data Center, your organization operates the deployment and retains more responsibility for its infrastructure and configuration. Data Center supports both non-clustered and clustered architectures, with different infrastructure considerations for each.

Security and compliance Verify data residency, compliance evidence, shared responsibility, and app controls for the exact product and edition. Assess whether self-management addresses a specific requirement, and how that requirement will be handled through the transition.
Apps and integrations Confirm that required Cloud versions and integration routes are available and acceptable. Identify dependencies that must be replaced or migrated before the product reaches end of life.

There is no universal feature-parity answer across Jira, Confluence, Jira Service Management, Bitbucket, every edition, and every Marketplace app. Verify each required capability in current product documentation and with the relevant app or integration provider.

Is Atlassian Data Center going away?

Atlassian’s published schedule sets three milestones. As of October 4, 2026, the first has passed; the later purchase cutoff and end-of-life date remain relevant to existing customers.

  • March 30, 2026: New customers can no longer purchase new Data Center subscriptions or new Data Center Marketplace apps.
  • March 30, 2028: Existing customers can no longer purchase new Data Center subscriptions or Marketplace apps, or expand subscriptions.
  • March 28, 2029, at 23:59 PST: Affected Data Center subscriptions and associated Marketplace app licenses expire, and products become read-only.

Read-only is not the same as an immediate shutdown, but it is not a viable state for normal ongoing work. Atlassian says it may provide extended maintenance to certain customers by exception after end of life; that is not a general extension on which teams should base their plans. Check Atlassian’s current end-of-life FAQ before relying on any timeline, support, or exception details.

When Cloud is likely to be the better fit

Cloud is a strong starting point if your organization can use an Atlassian-hosted service and can validate its requirements against the specific Cloud products, editions, and apps it needs. It also aligns with Atlassian’s published product direction and avoids planning a new long-term deployment around a product with a scheduled end of life.

  • Your security, privacy, legal, and governance teams can verify that the intended Cloud setup meets organizational requirements.
  • Required Marketplace apps, integrations, identity arrangements, and workflows have an acceptable Cloud route.
  • Your team can budget for the actual Cloud plan and transition, rather than comparing license prices alone.
  • You can schedule discovery, testing, cutover, and user adoption within your organization’s constraints.

Atlassian said in a September 8, 2025 announcement that “99% of our 300,000+ customers” were already benefiting from its Cloud platform. That is Atlassian’s own customer statistic, not an independent market measurement or evidence that Cloud is right for every organization.

When Data Center may still be necessary during the transition

Data Center may remain the practical short-term choice if a verified requirement cannot currently be met in Cloud, or if the organization cannot complete a safe migration in time. Treat this as a constraint-driven transition decision: identify the unmet requirement, its owner, and what must change before end of life. Do not infer that self-management automatically satisfies a compliance or security obligation; validate the exact control with accountable internal teams.

For government or similarly constrained environments, evaluate the precise service and migration path separately. Atlassian’s Government Cloud guidance describes a distinct environment and product-specific migration limitations; for example, it identifies Assets migration as a limitation in that journey. That example should not be generalized to every commercial Cloud migration.

How to compare total cost

Atlassian says Cloud’s per-user cost is higher than Data Center’s, while advising customers to make a broader value assessment. That statement alone does not establish which deployment will cost your team less overall. Build the comparison from your own user tiers, products, contract terms, and operating model.

  • Cloud: Include the relevant plan and user tier, Marketplace apps, identity and security needs, migration services, and any period of overlapping operation.
  • Data Center: Include licensing, infrastructure, operations, support, and apps for the time the deployment remains in use.
  • Transition: Account for cleanup, testing, training, cutover, and remediation work—not just recurring subscription costs.

Atlassian’s licensing information describes migration-related offers, including trials and step-up credits for qualified customers. It has also described an FY26 Cloud Enterprise discount that may apply to qualifying purchases by June 2027. These offers have eligibility, timing, and other conditions; confirm current terms directly rather than treating an incentive as guaranteed.

How to verify security, privacy, and compliance requirements

Have security, privacy, and legal stakeholders assess the exact Cloud product, edition, region, Marketplace apps, and contract. Atlassian’s migration security guidance identifies shared responsibility, data residency, privacy commitments, compliance attestations, reliability, and app security as areas to examine. A general vendor claim is not a substitute for verification against your organization’s specific obligations.

  • Write each requirement as a testable question and assign an accountable internal owner.
  • Confirm the applicable data-residency options and compliance evidence for the exact product and edition.
  • Review the data handling and security posture of each required Marketplace app and integration, not just Atlassian’s platform.
  • Document which responsibilities remain with your organization under the chosen service model.

How to assess migration readiness

Migration is a workstream, not a switch. Use a staged assessment, preparation, testing, migration, and post-migration validation process; the specific effort depends on your products, data, customizations, and dependencies.

  1. Inventory the estate: List in-scope products—including Jira, Confluence, Jira Service Management, and Bitbucket—plus apps, integrations, identity providers, automations, custom workflows, and reporting dependencies.
  2. Assign owners: Involve administrators, security, privacy, legal, procurement, and the business teams that rely on each system.
  3. Verify routes: Check Cloud availability and the migration path for every required app, feature, integration, and identity arrangement. Ask app providers directly about support and data handling.
  4. Estimate effort and cost: Include cleanup, configuration changes, migration work, testing, services, user adoption, and any overlap between deployments.
  5. Test before committing: Use an eligible trial or sandbox to inspect migrated data and app behavior, then run user acceptance testing with affected teams.
  6. Validate after cutover: Check data, permissions, integrations, reporting, and workflows; maintain a fallback and communications plan.

Atlassian describes Cloud migration trials for Data Center customers as temporary licenses that can match the remaining Data Center subscription term, up to 12 months. The stated uses include trying Cloud features, testing migration data in a sandbox, and assessing selected Marketplace apps. The offer is explicitly unavailable for Atlassian Government Cloud. Confirm current eligibility and scope before including a trial in your plan.

Make the decision against requirements, not labels

For a new deployment, assess Cloud first and document any requirement it does not meet. For an existing Data Center deployment, decide whether a temporary continuation is needed to address specific constraints, then work backward from the published purchase and end-of-life milestones. In either case, make the decision only after validating the products, apps, controls, costs, and migration route your organization actually needs.
