Static analysis examines code or compiled artifacts for supported weaknesses without running a particular execution. Testing runs software with chosen inputs and checks what happens. Static analysis can flag problems a test suite never exercises; tests can expose failures that a code scanner’s rules do not anticipate. Neither proves a codebase is bug-free, so teams use them as complementary checks.
How static analysis and testing differ

NIST explains that analyzers commonly inspect source but can also work on bytecode and binaries, and that their capabilities range from bug finding and flow analysis to style checks and metrics. Testing instead requires cases that exercise behavior. The distinction is about evidence, not a contest over which technique is universally better. NIST’s overview of static analyzers and its guidance on structured testing describe these different roles.
What can static analysis catch that tests might miss?
Depending on the language, artifact, rules, and analysis depth, a static analyzer can identify suspicious code patterns, possible data- or control-flow weaknesses, security issues, and coding-standard violations. Some tools can also analyze concurrency concerns such as race conditions. These checks can flag a possible path even if ordinary tests never choose the input that would traverse it.
For example, NIST describes a hidden backdoor triggered by an unusual identifier: a conventional test suite may never supply that string, while analysis may reason about relevant code paths without executing that particular case. This illustrates a possible advantage, not a guarantee that every analyzer can find every backdoor or inspect every path.

Static checks are useful early and repeatedly in development workflows, including when a team wants feedback on code before it is routinely exercised. Their findings are leads to investigate: whether a weakness can cause a security failure also depends on configuration, installation, operation, reachability, and threat assumptions. A reported code weakness is not automatically proof of an exploitable vulnerability. OWASP’s guidance on source-code analysis tools notes that scanners can produce false positives and false negatives and may not address configuration issues.
Where static analysis can fall short
- Language features or constructs the tool does not support can limit what it can reason about. NIST notes challenges such as function pointers and embedded assembly.
- Libraries, runtime behavior, configuration, and deployment conditions may lie outside the analysis or its model.
- A warning can be a false alarm, while a real issue can be missed because it is not covered by the analyzer’s rules or capabilities.
What can testing catch that static analysis might miss?
Tests can demonstrate incorrect behavior under selected conditions, including failures a static rule set did not anticipate. Black-box tests can target functional requirements, invalid inputs, boundaries, overload, and combinations of inputs. Structural tests use knowledge of the implementation to exercise particular code. Regression tests preserve cases for defects already found; fuzzing supplies malformed or varied inputs to search for unexpected failures; web-application scanners can add checks suited to web applications.

Testing also observes interactions and runtime behavior in the environment represented by the test. In security work, integration or penetration testing can help determine whether a possible source-level weakness is reachable and exploitable in the application. What a passing test suite does—and does not—say
A passing suite says that the software produced the expected results for the cases, inputs, and conditions the suite actually exercised. It does not establish that unselected inputs, paths, integrations, or deployment conditions are safe. Conversely, a reproduced test failure is strong evidence that the behavior occurs under those conditions, but it does not characterize every other case.

Do you need both static analysis and testing?
For broad verification, use both: static checks provide early, repeatable inspection for supported code weaknesses and standards, while tests exercise requirements, boundaries, known defects, and realistic interactions. When a security scanner flags an issue, review the code evidence and, where practical, exercise the application in conditions that establish reachability and consequence.
- Run static checks early and routinely. Configure them for the languages and artifacts in the repository, and triage findings rather than treating every warning as a confirmed defect.
- Design tests around behavior. Cover requirements, negative and boundary cases, relevant input combinations, and conditions such as overload where they matter.
- Keep regression cases for known defects. If a bug is found, preserve a test that would reveal its recurrence under the reproducing conditions.
- Add specialized techniques when relevant. Use fuzzing for suitable input-heavy components and integration or penetration testing when interactions and exposure need assessment.
- Evaluate analyzer fit on your own code. NIST’s 2023 SATE VI report found that detection varied by bug class and complexity, and recommends evaluating candidate tools on the intended codebase before production use. Its findings do not establish a universal catch-rate comparison.
The right mix depends on language, architecture, risk, and the behaviors a team needs to verify. There is no well-supported universal percentage showing that one technique catches more bugs than the other. NIST’s 2009 overview puts the relationship plainly: “Testing and static analysis complement each other.” NIST, Static Analyzers in Software Engineering; NIST’s SATE VI report.
