No—not by themselves. An accessibility overlay may add a user-facing adjustment or address a specific known issue, but installing one does not establish that a WordPress site meets applicable legal requirements or that people with disabilities can use its underlying content and features. Compliance depends on the site, the services it provides, and the rules that apply to its owner.
What an accessibility overlay can—and cannot—do
An overlay is a layer added to a site, often through a widget or toolbar. Depending on the product, it may offer visitors display adjustments or attempt to modify aspects of a page. That is different from correcting the site’s content, theme, templates, or plugin behavior at its source.
A widget can be useful as a limited interface feature or a stopgap for a known gap. It is not a certificate of compliance, and it cannot be assumed to detect or fix every barrier. The WordPress Accessibility Team’s guidance identifies alternative text, keyboard accessibility, and forms as areas where automation is particularly ineffective. It advises against relying on overlays as compliance solutions and describes overlay features as targeted stopgaps that should be reportable and switchable.
That guidance comes from the WordPress project; it is not a regulation. Its practical point is that the presence of a widget says little by itself about whether a visitor can navigate the site, understand its content, or complete a task.

Which accessibility rules apply to a WordPress site?
The legal context differs for public entities and private businesses. The U.S. Department of Justice’s Title II regulation covers web content and mobile apps that state and local public entities provide or make available, including through contractual, licensing, or other arrangements. It specifies WCAG 2.1 Level A and AA success criteria and conformance requirements for covered entities, subject to the rule’s stated exceptions and defenses.
State and local public entities
As of October 4, 2026, the 2026 Interim Final Rule extends the Title II compliance dates to April 26, 2027 for public entities with a total population of 50,000 or more, and April 26, 2028 for entities below 50,000 and special district governments. These dates concern when covered entities must comply; they do not make an overlay proof of conformance. Regulatory timelines can change, so check the current DOJ rule and fact sheet.

Third-party content provided under an arrangement with a public entity can still be covered. A public entity may have obligations even when a vendor operates the technology. The rule’s exceptions are limited and fact-specific; an exception from a particular technical requirement does not necessarily remove separate duties concerning effective communication, reasonable modifications, and equal opportunity.
Private businesses
Do not apply the Title II rule wholesale to a private WordPress business. DOJ’s general ADA web guidance explains that Title III applies to businesses open to the public and that DOJ has long taken the position that ADA requirements apply to online goods and services. That guidance predates and expressly does not reflect the later Title II rule, and it says DOJ had not set detailed web standards in that context. What the FTC’s accessiBe order says about compliance claims
In April 2025, the Federal Trade Commission announced a final order requiring accessiBe to pay $1 million. The order bars the company from representing that its automated products can make any website WCAG-compliant or ensure continuing compliance unless it has supporting evidence.
The case is a warning not to accept blanket “instant compliance” marketing without evidence. It concerns accessiBe and its claims; it is not a universal ban on accessibility widgets and does not establish that every overlay is useless. In its January 3, 2025 announcement of the proposed order, Samuel Levine, then Director of the FTC’s Bureau of Consumer Protection, said: “Companies looking for help making their websites WCAG compliant must be able to trust that products do what they are advertised to do.”

Can an accessibility plugin guarantee WCAG compliance?
No single automated scan or plugin establishes full accessibility or guarantees legal compliance. Automated tools can flag potential problems and help teams track them, but important questions require human review: whether controls work with a keyboard, whether focus is visible and follows a usable order, whether labels make sense, and whether forms and content are understandable.
WordPress.org’s documentation for Equalize Digital Accessibility Checker describes scans and reports in the WordPress editor and on the front end. It says the plugin can help fix common issues but cannot make a site fully accessible by itself, and calls for automated scans, manual review, and remediation. It is an example of a diagnostic tool, not an endorsement or proof of compliance.

The broader WordPress authoring process matters too. The WordPress accessibility page discusses the goal of ATAG 2.0: authoring tools should help people create accessible content and repair mistakes without requiring add-ons. It also states that WordPress is not currently conforming with ATAG 2.0. A visitor-facing toolbar cannot replace attention to how site owners create and maintain content.
What to do instead of relying on an overlay
Use tools to find and manage issues, then fix and verify the site itself. A practical WordPress review can follow this sequence:
- Inventory key pages and journeys. Include navigation, forms, account access, checkout where relevant, and documents. Prioritize the paths visitors need to complete meaningful tasks.
- Run an automated checker. Treat its findings as potential issues to investigate, not as a complete accessibility assessment or a pass certificate.
- Review the site manually. Test keyboard operation, focus order and visibility, labels, headings, image alternatives, and forms. Include assistive-technology testing appropriate to the site and, where possible, feedback from people with disabilities.
- Correct underlying problems. Make changes in the content, theme, templates, or plugins that cause the barriers. An overlay may remain a limited interface feature, but should not substitute for these fixes.
- Retest after changes and updates. Recheck affected pages and journeys after remediation and after site or plugin updates, since later changes can introduce new problems.
The appropriate review depends on the site and the obligations that apply to its owner. A scan, toolbar, or checklist alone cannot guarantee that every barrier has been found or that legal requirements have been met.
