EDA tools turn a chip’s design description into a checked physical layout that a semiconductor foundry can use to manufacture it. In a digital ASIC or SoC flow, they simulate and verify the design, synthesize its RTL into logic cells, place those cells, route their connections, analyze the result, and prepare layout data for handoff. This is a chain of specialized tools and repeated checks—not one application that simply draws a chip.

What EDA means in chip design

Electronic design automation (EDA) is the software and related flow used to design and verify electronic systems. For digital chip implementation, “RTL to GDSII” is shorthand for moving from a register-transfer-level description toward physical layout data. RTL describes digital behavior in a hardware description language (HDL); a gate-level netlist describes logic cells and their connections; physical implementation gives those cells locations and connects them with metal. The stages and exact sequence vary with the project, process technology, design, and tool methodology. Synopsys’s EDA overview and OpenROAD’s flow documentation describe the broad scope.

The phrase does not mean that every chip begins as RTL or follows the same path. RTL-to-layout is most useful for digital logic. Custom analog and mixed-signal blocks involve transistor-level schematics, circuit simulation, and layout constraints; FPGA design targets programmable hardware and can also support ASIC prototyping. Those design families have different requirements and workflows. Synopsys’s chip-design overview distinguishes digital, custom analog/mixed-signal, and FPGA design.

How the digital flow moves from RTL to layout

The stages below explain the work in reader-friendly order. In practice, analysis and optimization recur, and a flow may contain multiple passes rather than one straight run.

1. Define design intent and constraints

Engineers specify what the block should do and the conditions its implementation must satisfy, such as timing and area goals. The target process, its design rules, and the available cell libraries constrain which implementations are possible. This step establishes the context for later synthesis and physical implementation; the exact inputs depend on the design and methodology. Synopsys’s place-and-route overview describes the role of design constraints and foundry rules.

2. Simulate and check behavior

Digital simulators run the HDL design with selected inputs and test cases. This helps engineers find functional errors before committing to physical implementation. Simulation is one part of verification, not a guarantee that every behavior or requirement has been checked; verification is the broader work of establishing that a design meets its intended function and specifications. Synopsys’s EDA overview describes simulation and verification within the design process.

3. Synthesize RTL into a netlist

Logic synthesis translates HDL or RTL into a gate-level netlist built from implementable logic cells. It also optimizes the logic against constraints such as timing and area. The netlist says which cells connect logically; it does not yet say where those cells sit on the chip or what physical paths connect them. Synopsys’s EDA overview describes synthesis as the translation from design description to a gate-level implementation.

4. Establish the physical plan

Physical planning sets up the region and context in which the design will be implemented, including the placement and routing resources available to cells, macros, and pins. Floorplanning is part of this transition from logical design to physical design. Its details depend on the design and flow; there is no single floorplan recipe implied by the RTL-to-GDSII label. OpenROAD’s documentation describes a flow spanning synthesis and floorplanning through detailed routing.

5. Place cells

Placement assigns physical locations to logic cells. Those choices affect wire length and congestion, which in turn influence timing and area goals. Placement is therefore not merely a visual arrangement: it is a constrained implementation problem whose result affects later routing and analysis. Synopsys’s place-and-route overview explains the relationship between placement, routing, and implementation goals.

6. Build clock and signal connections

Routing creates physical metal paths between cell pins according to the logical connectivity. The router must work within available layers and manufacturing rules while seeking paths that satisfy timing and avoid opens or shorts. “Place and route” is a convenient umbrella term for closely related tasks; practical flows can run repeated optimization and routing passes as the design changes. 7. Analyze and optimize the implemented design

Engineers assess the physical result against the project’s requirements, including power, performance, area (PPA), timing, congestion, and physical rules. A layout file existing is not by itself proof that the design meets its targets. Because placement and routing affect wire-related delay and congestion, analysis may send the design back for another optimization or implementation pass. The sources describe these goals and flow capabilities but do not establish a neutral, current vendor-to-vendor benchmark.

8. Verify and prepare the handoff

Verification and physical checks are used at different points to establish functional correctness and implementation compliance. Signoff preparation can include extracting parasitic effects and analyzing timing; layout data preparation also converts design information into data suitable for mask production and foundry handoff. OpenROAD documentation lists parasitic extraction and timing analysis among its RTL-to-GDSII flow capabilities, while Synopsys describes data preparation as part of EDA. OpenROAD documentation and Synopsys’s EDA overview provide those scope descriptions.

Which EDA tool category does each job?

EDA is a toolchain: a project may use specialized applications or integrated suites, with databases and files passed between stages. The categories below describe common roles rather than a universal product boundary.

How to assess an EDA flow

Tool choice is a fit question, not just a feature-count comparison. A flow that works for one design, process, or team may not fit another. When evaluating a commercial suite or open-source toolchain, check the following:

  • Design type: Does it address digital logic, analog or mixed-signal design, FPGA work, or the combination your project needs?
  • Process support: Does it work with the intended foundry process, process design kit, libraries, and rule decks?
  • Flow coverage: Which stages are included, and where must data move between separate tools?
  • Checks and analysis: Are the verification, timing, physical-rule, and signoff checks needed for the project available?
  • Operational needs: What licensing or access, compute capacity, training, support, and flow maintenance will the team need?
  • Reproducibility and debugging: Can the team reproduce outcomes and diagnose problems at the level the project requires?

Synopsys describes integrated capabilities across RTL-to-GDSII, verification, physical implementation, and signoff, while separating digital design from custom analog/mixed-signal and FPGA work. Those pages identify product and tool categories, but they are vendor descriptions rather than independent evidence of superiority. Synopsys’s chip-design overview and EDA overview provide that vendor context.

OpenROAD and other open-source flow examples

The OpenROAD Initiative describes an open-source digital chip-design toolchain. Its documentation describes capabilities from synthesis and floorplanning through detailed routing, metal-fill insertion, parasitic extraction, and timing analysis. These are project descriptions, not a guarantee that every design will run automatically or meet its targets; actual suitability depends on the design, process support, and configured flow. OpenROAD documentation also reflects project-maintained material that can change over time.

A Siemens-hosted presentation dated 2023-05-24 described OpenLane as an RTL-to-GDSII flow using components including OpenROAD, Yosys, Magic, Netgen, and custom methodology scripts. This is a dated snapshot of that ecosystem, not evidence of current versions or ownership status. Check current project documentation before relying on those specifics. The Siemens presentation contains the dated description.

The available descriptions do not provide a defensible current product-by-product ranking or neutral benchmark. Do not infer that an open-source flow is production-equivalent to a particular commercial suite without evidence for the specific design and process. A meaningful comparison starts with process compatibility, required checks, flow coverage, reproducibility, and the team’s resources.
