A VPN block can stop the VPN app from connecting, or it can leave the VPN connected while a particular website refuses or challenges traffic from the VPN’s IP address. Check the app’s connection status, test ordinary internet access, and compare results on another network, server, or protocol. These checks can narrow down the cause, but a single error message rarely identifies the blocker.

What does it mean when a VPN is blocked?

“VPN blocked” can describe two different problems:

  • The VPN tunnel cannot connect or stay connected. A local network, ISP, firewall, security application, or other network policy may be interfering. But Wi-Fi trouble, an unavailable server, proxy settings, or account problems can cause similar symptoms.
  • The VPN connects, but a destination rejects its traffic. A website may challenge or deny requests from an IP address it recognizes as belonging to a VPN, or limit traffic from that address. In this case, the VPN tunnel can still be working.

Separating these cases is the first useful step: check the VPN app’s status, then see whether ordinary sites load and whether the problem affects one destination or many. Proton VPN’s connection troubleshooting guide and discussion of VPN detection describe these distinct possibilities.

How to tell what may be happening

What you observe What it may indicate What to check next
The VPN app cannot connect, or keeps disconnecting. A network restriction is possible, but so are Wi-Fi or ISP trouble, firewall or antivirus interference, proxy settings, server maintenance, or an account issue. Confirm that internet works with the VPN off. Then try another server or protocol and compare on another network.
The VPN works on a phone hotspot but not on home, school, or work Wi-Fi. The original network, router, or its ISP becomes a more likely cause, though the comparison does not prove which one is responsible. Repeat the test if practical. On a managed network, ask its administrator whether VPN connections are restricted.
The app says connected, but one site fails, shows a CAPTCHA, or displays a VPN-related warning. The site may be challenging or limiting the VPN server’s IP address; this does not by itself mean the tunnel is disconnected. Try another ordinary site. If Google Search shows an unusual-traffic message, follow the CAPTCHA instructions if offered.
The VPN appears connected, but your public IP does not change—or your real IPv6 address appears. The VPN may not be carrying all traffic, or there may be an IP leak. Compare public IP information with the VPN off and on. Contact the VPN provider if the result is unexpected.
A different server or protocol changes the result. The issue may depend on the server address, protocol, or network compatibility. Compare connection success, stability, speed, and access to the affected site. A successful change does not prove that other networks or sites will behave the same way.

These are diagnostic clues, not definitive proof. The same connection failure can have several causes, so change one factor at a time where possible. Proton VPN’s Windows troubleshooting guide lists common local and network causes.

What to try, in order

  1. Separate a tunnel failure from a website problem. Check whether the VPN app establishes and maintains a connection. With the VPN off, confirm that internet access works; then see whether the problem affects all browsing or just one destination.
  2. Check the underlying network. If Wi-Fi is unreliable, move closer to the router or restart it. If possible, connect through a phone hotspot and test the same VPN. A different result points toward the original network or its ISP, but does not identify the exact cause.
  3. Try a different server, then a different protocol. Server availability and network compatibility can vary. Compare whether the VPN connects, stays stable, and reaches the affected destination. Proton VPN says TCP modes or its Stealth feature may help in some cases; that advice concerns Proton’s own service and is not a guarantee for other providers or networks. Sophisticated deep packet inspection (DPI) can still identify or block VPN traffic, and using TCP port 443 alone does not ensure a connection will work. See Proton VPN’s Windows connection guidance.
  4. Check device and account settings. Review firewall and antivirus rules, proxy configuration, system time, VPN account status, and the provider’s service or server status. If you briefly disable security software as a diagnostic, turn it back on afterward; if appropriate, configure a specific app exception rather than leaving protection disabled.   5. Respect managed-network policies. A school or workplace may restrict VPN traffic or require specific proxy settings. Ask the network administrator before changing required settings.
  6. If only one service fails, treat it as a destination-access issue. A site may compare the connecting IP with known VPN or proxy addresses. Check the site’s own instructions or support rather than assuming the VPN tunnel has failed.

Why might a website show an unusual-traffic message?

A warning from one site can be about traffic associated with a shared VPN IP, rather than a broken VPN connection. Google says VPN networks can send traffic that appears automated, making it harder to distinguish abusive requests from legitimate ones. Its help page states: “Some VPNs and tunnel services cause all traffic to be blocked because they make it impossible for Google to tell the difference between abusive and non-abusive traffic.” If Google Search offers a reCAPTCHA, completing it may restore access. If the warning continues, other people using the same VPN or network may be contributing to the traffic pattern. What changing a server or protocol can—and cannot—tell you

If changing the VPN server changes the result, the issue may be tied to that server’s IP address or availability. If changing the protocol matters, the network may be handling that type of VPN traffic differently. Compare the options on connection success, stability, speed, and access to the site you need; a change that helps one measure may not improve another.

Protocol options and obfuscation features vary by provider, device, and service. Proton VPN describes TCP modes and Stealth as possible ways to address some blocking, while also noting that advanced DPI may still detect traffic. These are possibilities, not universal fixes; see its Windows VPN troubleshooting guidance. A changed public IP can help you check whether the tunnel is affecting your apparent address, but it cannot guarantee that a website will accept that address. When to contact support

  • Contact your VPN provider if the app cannot connect across multiple networks, if the connection behaves unexpectedly, or if public-IP checks suggest traffic is not going through the tunnel as intended. Share the device and app details, the network used, and which servers or protocols you tried.
  • Contact the website or service if the VPN connects and ordinary browsing works, but one destination continues to deny or challenge access.
  • Ask the network administrator if the problem occurs only on a school or workplace network, or if you need to confirm its VPN or proxy policy.
