Endpoint data loss prevention (DLP) is the control designed to apply rules to sensitive data transfers—for example, blocking a covered file from being uploaded to a restricted cloud domain or copied to USB. Endpoint detection and response (EDR) serves a different role: it collects and analyzes endpoint activity to detect suspicious behavior, support investigation, and take configured response actions. For stronger protection, use DLP to govern defined transfer paths and EDR to help find and respond to suspicious activity that may evade those rules.
How DLP and EDR differ

These are capability categories, not a claim that every vendor implements every feature in the same way. CISA distinguishes endpoint DLP, which monitors end-user operations, from network DLP, which monitors data movement over network protocols. Its EDR material describes searching endpoint events for adversary behavior and taking configured response actions. CISA’s CDM capability materials describe these as related but distinct functions.
Which controls can stop unauthorized transfers?
DLP is the direct enforcement choice when an organization wants a rule tied to sensitive content and a defined action or destination. Microsoft Purview Endpoint DLP documents controls for uploads of sensitive files to restricted service domains, copying to removable USB devices or network shares, printing, and selected Bluetooth or Remote Desktop Protocol (RDP) transfer activities. The available actions and coverage depend on policy, platform, and configuration. See Microsoft’s list of Endpoint DLP activities.
EDR can help expose suspicious behavior around a transfer—for example, endpoint activity that appears abnormal and warrants investigation—but its primary function is behavioral detection and response, not content-aware enforcement of every file-transfer rule. CISA recommends EDR for investigating abnormal host activity; its endpoint materials describe event searches and response capabilities. How endpoint DLP policies can be applied
In Microsoft’s documented implementation, endpoint policy actions include audit-only, block with override, and block. Audit-only lets an organization observe covered activity; block with override allows a governed exception when configured; block denies the covered action. These modes support staged enforcement rather than forcing a choice between no visibility and immediate hard blocking. The exact behavior is product- and policy-specific. Examples of covered paths
- Cloud services: A policy can restrict upload of sensitive files to specified service domains, subject to supported browser and extension scenarios.
- Removable storage and shares: Policies can govern copying protected files to supported USB devices or network shares.
- Other activities: Supported policies can address printing and certain Bluetooth or RDP transfers.
These controls apply only to the paths and environments the product supports and the organization has configured. For cloud restrictions in particular, verify the documented browser requirements and that users are operating in a covered browser setup; see Microsoft’s endpoint settings guidance.

Why neither label guarantees complete prevention
Coverage is bounded by the data identified as sensitive, the devices and activities under policy, and the applications and browsers through which transfers occur. Microsoft documents a product-specific limitation: if a user opens a document in Word and saves it directly to a USB device without first storing it locally, Endpoint DLP cannot inspect or block that action. This example should not be generalized to every DLP product, but it illustrates why organizations need to validate real workflows rather than assume that every copy or upload is covered. Network DLP addresses a different view of data movement by monitoring network protocols; endpoint DLP monitors user operations on endpoints. CISA’s CDM catalog also identifies methods such as encryption, quarantine, blocking, notifications, and user justification. Choose additional controls according to the transfer paths and risks that endpoint policy does not cover. CISA summarizes the aim of its Prevent Exfiltration capability as: “Prevent Exfiltration ensures sensitive data are not transferred outside the security boundary without authorization.” This is a capability objective, not a guarantee that any single product prevents all exfiltration.

A practical way to combine the controls
- Identify protected data. Decide which information needs protection and ensure classification or other policy signals can identify it reliably.
- Map actual transfer workflows. List the devices, cloud services, browsers, USB use, network shares, printing, and other relevant paths employees use.
- Check product coverage. Confirm supported operating systems, browsers, applications, onboarding requirements, and documented limitations for the DLP product and policies in scope.
- Start with visibility where appropriate. Use audit or monitoring modes to understand covered activity and policy impact before applying blocks; define an override process only where justified.
- Enforce defined transfer rules. Block or restrict the unauthorized actions the DLP policy can reliably identify and cover.
- Use EDR for detection and response. Ensure endpoint telemetry, detection logic, investigation workflows, and containment actions are configured to address suspicious behavior, including incidents that policy enforcement may not catch.
- Test and revisit. Exercise representative workflows, including known edge cases, and adjust policy as applications, devices, and transfer methods change.
For a particular deployment, treat Microsoft Purview Endpoint DLP’s documented capabilities as an implementation example rather than a universal specification: availability can depend on tenant configuration, operating system, browser, licensing, and policy setup.
