Choose a secrets management platform by matching it to where your workloads run, what secret lifecycle they require, and who will operate the system. A cloud-provider service is a sensible first candidate when your workloads and integrations are concentrated in one cloud and its controls meet your requirements. Evaluate a dedicated platform such as HashiCorp Vault when you need a common management layer across cloud, on-premises, or hybrid environments. Neither approach is inherently safer or cheaper; fit depends on your architecture, configuration, and operating capacity.
What should a secrets management platform do?
A platform should protect more than a value at rest. Consider the full path from creating or importing a secret to authorizing a workload to retrieve it, rotating or revoking it, and recording the relevant activity. Depending on the use case, the system may also need to issue dynamic credentials, manage certificates, replicate secrets, or support cryptographic key workflows.
OWASP lists AWS Secrets Manager, Azure Key Vault, Google Secret Manager, HashiCorp Vault, Conjur, and Keeper as examples of secrets management systems. These products do not form a like-for-like feature set; treat the examples as options to investigate, not as a ranking.
Which selection criteria matter most?
Write down requirements before comparing vendors. This keeps a familiar interface or a long feature list from outweighing requirements that affect security and operations.

For example, AWS Secrets Manager documentation describes resource-based policies and network controls, including restrictions using VPC endpoints. Treat these as examples of controls to map to your own requirements, not evidence that another platform offers equivalent behavior.
Should you start with a cloud-provider service or a dedicated platform?
The first decision is usually whether the existing cloud boundary is also an adequate secrets-management boundary. Provider-native services can align with that provider’s identity, networking, key-management, and managed-service workflows. A dedicated platform may make sense when consistent management across different environments or broader lifecycle needs justify adding a separate control plane.

HashiCorp describes Vault as a centralized and audited way to manage privileged access and secrets across on-premises, cloud, and hybrid environments. Its listed capabilities include dynamic secrets and centralized storage, access, rotation, synchronization, and distribution. Those capabilities establish reasons to evaluate Vault; they do not by themselves establish that it will be simpler or less expensive for a particular team.
What AWS’s key and network controls illustrate
AWS Secrets Manager documentation says the service uses AWS Key Management Service (KMS) to generate and encrypt a 256-bit AES data key, then uses that data key to encrypt the secret value. The service supports an AWS-managed Secrets Manager key or a customer-managed symmetric key. AWS describes customer-managed keys as an option for custom policies and cross-account scenarios. These are AWS-specific details; check the current documentation and your target configuration before relying on them.

How should you choose a Kubernetes delivery pattern?
Kubernetes adds a delivery decision: the application might obtain a secret through a controller, a mounted volume, or an agent, while the source of truth remains an external manager. HashiCorp documents Vault Secrets Operator, CSI provider, and Agent Injector consumption paths. An AWS EKS architecture discussion includes External Secrets Operator and external stores, including AWS Secrets Manager, Vault, Google Secret Manager, and Azure Key Vault.
These are integration patterns rather than a neutral, version-matched comparison. Compare the implementation against your cluster, authentication method, application needs, and operational model. For every candidate, trace the entire secret path:

- Which system stores the authoritative secret, and what identity does the controller, CSI provider, or agent use to retrieve it?
- What API permissions does that identity have, and how are they limited to the required secrets?
- Does the value become a Kubernetes Secret, a mounted file, or another form of application input? Which users or workloads can read that destination?
- How are refresh, rotation, and revocation propagated, and what happens if the source service or integration is unavailable?
- Could secret values appear in logs, pipeline output, or other unintended locations?
Do not assume that an integration eliminates every copy of a secret inside the cluster. Verify where the value is materialized and who can read it in the chosen integration’s current official documentation. OWASP also warns about pipeline exposure and calls for appropriately scoped CI credentials.

- Inventory the environment. List workload locations, cloud accounts, clusters, CI/CD systems, applications, and the kinds of secrets each consumes.
- Set requirements. Specify human and workload identity, least-privilege access, audit needs, network reachability, key control, and expected rotation behavior.
- Choose the scope to test. Check whether one cloud-native service covers the required environments and workflows. If not, evaluate a dedicated cross-environment control plane and the operational responsibilities it adds.
- Prototype the riskiest integrations. Start with workloads where incorrect access or stale credentials would matter most, especially Kubernetes and CI/CD. Confirm authentication, permissions, delivery location, refresh and rotation behavior, and failure handling in a controlled implementation.
- Model resilience and ownership. Document availability, backup, recovery, monitoring, and incident-response responsibilities. For a self-managed system, assign ownership for upgrades, storage, and any applicable unseal or key processes; requirements depend on the deployment.
- Compare total cost using matching assumptions. Include usage, region, support, staffing, and maintenance rather than comparing a service price with an unpriced operating burden. Current comparable regional pricing is not established here, so use each vendor’s current pricing and your own workload assumptions.
- Test rotation and revocation before broad rollout. Verify that credentials change as intended, consumers receive the update, and access can be cut off through the actual production workflow.
What evidence should settle close calls?
Ask each candidate’s official documentation to answer the specific configuration questions raised by your requirements: supported integrations and versions, regional availability, identity setup, network controls, rotation behavior, audit events, recovery options, and pricing. A feature name alone is not enough; test how it behaves in the deployment you plan to run.
OWASP’s Secrets Management Cheat Sheet puts the documentation caveat plainly: “Note that it is always best to refer to the official documentation of the secrets management system of choice for the actual implementation as it will be more up to date than any secondary document such as this cheat sheet.” Treat implementation details as version- and configuration-sensitive, especially for Kubernetes delivery and cloud-region behavior.
