In Puppeteer, priority is an optional cookie field that Chrome documents as a cookie-priority attribute. Its documented values are Low, Medium (the default), and High. It is not a rule for choosing which matching cookie is sent, and it does not replace cookie scope or sending conditions. Puppeteer’s API reference says the field is supported only in Chrome; Chrome DevTools marks the Priority attribute deprecated. Puppeteer’s CookieParam reference and Chrome DevTools documentation describe the relevant behavior.
What does Puppeteer cookie priority do?
priority is optional cookie metadata exposed by Puppeteer. The API documentation describes it as “Cookie Priority” and says it is supported only in Chrome. Chrome DevTools lists three values: Low, Medium, and High, with Medium as the default. DevTools also labels the Priority attribute deprecated.
The name can sound like a promise about which cookie takes precedence in a request. The documented field does not establish that. It does not override a cookie’s domain or path scope, security requirements, or other rules that determine whether a cookie is eligible to be sent. The official materials cited here also do not establish a complete current eviction algorithm or guarantee that a High-priority cookie will be retained.
How to set priority with Puppeteer
Use Browser.setCookie() or BrowserContext.setCookie() in current code. Choose the context whose cookie store will be used for the navigation or request. Browser contexts have isolated storage, so setting a cookie in one context does not make it available in another.

Set and read a cookie in a browser context
This example sets a cookie for a local test page, reads it back, and closes the browser. Run it in a project with Puppeteer installed:
const puppeteer = require('puppeteer');
(async () => {
const browser = await puppeteer.launch();
try {
const context = await browser.createBrowserContext();
await context.setCookie({
name: 'session_hint',
value: 'example',
url: 'https://example.com/',
priority: 'High',
});
const cookies = await context.cookies('https://example.com/');
console.log(cookies);
} finally {
await browser.close();
}
})();
Use a URL or the appropriate domain and path fields to define where the cookie applies. The cookie guide documents setting, reading, and deleting cookies, and notes the analogous browser-level methods: Puppeteer cookie guide.

Browser-level alternative
If the cookie belongs in the browser’s default context, use the browser API instead:
await browser.setCookie({
name: 'session_hint',
value: 'example',
url: 'https://example.com/',
priority: 'Medium',
});
For API details, see Puppeteer’s CookieData reference. Avoid building new examples around page.setCookie(): Puppeteer marks that page-level method obsolete and points users to browser- or context-level cookie methods. See Page.setCookie API reference.

What do Low, Medium, and High mean?
| Value | Documented meaning | What not to infer |
|---|---|---|
Low |
A documented cookie-priority value in Chrome. | It does not mean the cookie is ineligible for a request or necessarily discarded first. |
Medium |
The documented default when no priority is specified. | It does not make the cookie match more URLs or bypass other cookie rules. |
High |
A documented cookie-priority value in Chrome. | It does not guarantee retention or make a cookie win over another cookie for a request. |
The official references establish the labels and default, but not a complete, version-specific explanation of how Chrome uses the attribute under every storage or eviction condition. Chrome DevTools calls the attribute deprecated, so avoid depending on it for essential application behavior.
Priority is not cookie scope or eligibility
Cookie fields describe different things. Set the attributes required for the cookie’s actual purpose rather than treating priority as a substitute for them.

| Field | What it controls |
|---|---|
domain and path |
The hosts and URL paths within the cookie’s scope. |
secure |
Whether the cookie is limited to secure connections. |
sameSite |
Conditions for sending in same-site and cross-site contexts. |
expires |
Persistent expiration; without it, the cookie is a session cookie. |
httpOnly |
Whether page JavaScript can access the cookie. |
partitionKey |
Partition context for a partitioned cookie; Puppeteer documents browser-specific semantics. |
priority |
Cookie-priority metadata, documented as Chrome-only by Puppeteer. |
These are distinct fields in Puppeteer’s cookie parameter types. See CookieParam, CookieData, and Chromium’s SameSite cookie FAQ.
SameSite still controls cross-site conditions
Priority does not change SameSite eligibility. Chromium’s FAQ says that, in the documented Chrome behavior, an unspecified SameSite value is treated as Lax; cross-site cookies must specify SameSite=None and Secure. If a cookie is missing from a cross-site request, check those attributes and the request context rather than raising its priority.

Common problems and fixes
- The cookie is not available after setting it. Check that you set and read it in the same
BrowserContextthat performs the navigation or request. Contexts isolate cookie storage. - The cookie is present but absent from a request. Check domain, path, secure transport, and SameSite conditions.
prioritydoes not broaden scope or bypass those rules. - The TypeScript or runtime API rejects the value. Confirm the Puppeteer API type and browser support: its reference describes priority as Chrome-only. If your application does not need the metadata, omit the optional field.
- A tutorial uses
page.setCookie(). That method is marked obsolete. Replace it withcontext.setCookie()orbrowser.setCookie(), choosing the store the target page uses. - You expect
Highto guarantee persistence or request precedence. The cited official documentation does not promise either behavior. Use expiry and scope fields for their documented purposes, and do not rely on priority for correctness.

If the job is capturing a page rather than testing Puppeteer cookie behavior, ScreenshotNeo is a website screenshot API and MCP server. Its API can return a screenshot in PNG, JPEG, or WebP, or a PDF, from one GET request:
Quick Recap
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp
See the ScreenshotNeo API documentation for request options. ScreenshotNeo accepts cookie and consent banners like a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each cleanup step can be turned off. Bot checks, blank pages, failed loads, timeouts, and cache hits are not billed, and response headers report the page verdict and billing status. Its MCP server provides screenshot and PDF tools for AI agents. The Free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots. Sign up for free.
