A software quality assurance (SQA) strategy is a risk-based plan for achieving and demonstrating the quality a product needs—not just a checklist of tests. Start by defining the product’s purpose and consequences of failure, then connect quality objectives to lifecycle activities, owners, evidence, and decisions. Tailor the plan to the software and the people who rely on it.
What a software quality assurance strategy should do
An SQA strategy explains how a team will prevent, detect, evaluate, and respond to quality risks throughout development and maintenance. It sets out the outcomes that matter, the work that will produce evidence about them, who is responsible, and what the team will do when evidence shows a problem.
Testing is one important source of evidence, but it is not the whole strategy. Reviews, analysis, operational monitoring, incident learning, and corrective action may also be appropriate. The strategy should begin early enough to influence requirements and design, and remain relevant after release.
IEEE’s active IEEE 730-2026 establishes requirements for initiating, planning, controlling, and executing SQA processes for software development or maintenance projects. IEEE lists its publication date as August 21, 2026, and says it supersedes IEEE 730-2014. Access to the document is by subscription. The standard’s listing describes its scope; teams needing normative requirements should consult the standard itself.

NIST SP 500-223 is older general guidance for high-integrity software, not a current universal compliance mandate. Its useful planning logic is to evaluate assurance processes against plans and standards in light of system requirements, purpose, and criticality, producing an SQA plan and review or audit reports.
Plan the strategy in eight steps
1. Define context, scope, and risk ownership
Describe what the software does, who uses it, how it is deployed, and which systems or services it depends on. Record business objectives, important interfaces, and the consequences of failure. Consider safety, financial loss, privacy, security, accessibility, contractual obligations, and regulatory requirements where relevant.
Set boundaries: which components, teams, suppliers, environments, and lifecycle stages are covered? Identify who can accept residual risk and who must be involved in that decision. These details let the team tailor assurance to the product rather than copy a generic plan.
2. Turn quality goals into observable evidence
Agree which product qualities matter for this software and how the team will tell whether they are being achieved. For example, evidence might show that specified workflows behave correctly, performance is acceptable under an agreed load, recovery works as intended, configuration is secure, or an interface meets applicable accessibility expectations.

Set thresholds with the relevant product and engineering owners using user needs, risk, obligations, and existing baselines. There is no single evidence list or numeric threshold appropriate to every product. Make each objective specific enough to guide an engineering decision.
3. Prioritize risks and connect them to assurance
List plausible failure modes, the users or assets affected, their likelihood or exposure, and their consequences. Rank them using a method suited to the organization, then link each priority risk to work that can reduce it or reveal whether it remains unacceptable.
That work might include requirements clarification, design review, static analysis, testing, monitoring, or recovery exercises. ISO/IEC/IEEE 29119-1:2022 describes risk-based testing as the recommended basis for test strategy and management, helping teams focus and prioritize testing. 4. Select assurance activities across the lifecycle
Choose activities because they address identified risks or produce evidence needed for a decision—not because every technique appears on a template. Depending on the product, the plan may cover:

- Architecture or design review for critical interfaces and failure modes.
- Coding standards, peer review, and static analysis.
- Unit, component, integration, system, or acceptance testing where appropriate.
- Security, performance, compatibility, accessibility, or recovery evaluation tied to product needs.
- Release checks, production monitoring, incident learning, and regression testing after changes.
IEEE 730 describes SQA processes in development and maintenance. A June 2025 IEEE 730 draft discusses monitoring, evaluating, improving, validating, and applying SQA before and after go-live; it is a draft, not the active edition or a substitute for it.
5. Specify the test strategy
Make testing actionable by recording the levels and types of testing, design techniques, data and environments, required tools, retesting and regression policy, completion criteria, deliverables, defect triage, and traceability from risks or requirements to evidence. ISO/IEC/IEEE 29119-1:2022 provides the general concepts and risk-based foundation for this planning.
Define entry and exit criteria where they help teams decide whether a test activity can start or provide enough evidence to move forward. State who can approve an exception and how the exception, its rationale, and its risk acceptance are recorded.
6. Name owners and set review independence
Assign responsibility for requirements, quality risks, test design and execution, test environments, defect decisions, release approval, assurance review, and corrective action. Explain how unresolved disagreements and exceptions are escalated.

Independence should be proportionate to the consequence of failure and organizational needs. A separate QA department is not automatically necessary; teams do need clear ownership and credible review of consequential decisions.
7. Choose measures that trigger decisions
For each measure, record its definition, data source, collection frequency, owner, baseline, decision threshold, and the action required when it falls outside tolerance. Measures should expose progress against objectives or priority risks, not reward activity for its own sake.
For example, a measure is useful when its movement prompts a defined investigation, corrective action, or escalation. Neither the available IEEE standard listing nor the NIST guidance establishes a universal metric set or fixed release threshold, so derive these from the product’s obligations, risk, and evidence.
8. Document and maintain the plan
Keep a usable SQA plan that covers:
- Product scope, assumptions, and tailoring decisions.
- Applicable standards, practices, methods, and tools.
- Quality objectives, prioritized risks, and linked evidence.
- Lifecycle activities, test strategy, environments, and records.
- Owners, defect and corrective-action paths, release decisions, and exceptions.
- Review cadence and the events that trigger an update.
Review the plan when requirements, architecture, risk, deployment, or operating evidence changes. NIST SP 500-223 describes producing an SQA plan and review or audit reports, selecting and approving standards and methods, and applying corrective actions to bring requirements, plans, and actual status into conformance.

Choose assurance work by comparing trade-offs
When deciding between possible controls or evidence sources, compare them against the same practical questions:
- Risk and consequence: What can fail, who is affected, and how severe is the outcome?
- Lifecycle coverage: Does the activity help before coding, during integration and release, or in operation?
- Evidence strength: Is the decision supported by review, analysis, test results, audit records, monitoring, or several sources?
- Speed and cost: How quickly does the evidence arrive, and what people, environments, and tools does it require?
- Repeatability and independence: Can the check be reproduced or automated, and is independent review appropriate to the risk?
- Applicability: Is the standard or control relevant to this product, contract, sector, geography, and lifecycle?
This comparison helps avoid treating one attractive signal—such as code coverage—as a proxy for overall product quality. A measure or test result matters only in relation to the risks and decisions it informs.
Common planning mistakes to avoid
- Saving QA for the end: Plan assurance early enough to influence requirements and design, then carry it through maintenance and operation as appropriate.
- Equating coverage with quality: Coverage can describe which code ran, but it does not by itself establish that important risks are controlled.
- Choosing tests without a decision in mind: Link each activity to a risk, objective, or release decision and state what its evidence will mean.
- Copying a generic plan: Tailor scope, methods, evidence, and independence to product criticality and obligations.
- Using an outdated or draft standard as current: IEEE lists IEEE 730-2026 as active. The 2025 draft is not the active edition.
- Inventing universal gates or metrics: Set thresholds with accountable owners based on the product’s context; the cited guidance does not establish one fixed set for every team.
