Selenium’s pageLoadStrategy controls when a navigation command returns: normal waits for document readiness complete, eager for interactive, and none does not wait for a document-readiness state. It does not guarantee that a dynamic application or the element your test needs is ready. Configure the strategy in browser options before creating the WebDriver session, then use condition-based waits for application state.
What Selenium page-load strategy controls
A navigation such as driver.get(url) has a synchronization point: WebDriver waits for a specified document readiness state before returning control to the script. The session’s pageLoadStrategy selects that point. It applies to the whole WebDriver session, not as a per-navigation switch.
The strategies change when Selenium proceeds; they do not make the network, browser, or page render faster. A less restrictive setting may let the script continue while resources are still loading, which is useful only when the test can safely synchronize with the state it actually needs.

eager means the document has reached the readiness state interactive; it does not mean that every part of an application is usable in the broader user-experience sense. Likewise, none removes the document-readiness gate, not all navigation activity.
Set the strategy before creating the session
In Python, set page_load_strategy on the browser options before constructing the driver. Replace normal with eager or none as needed:

Check the documentation for your installed Selenium binding and browser driver rather than assuming behavior is identical across all browser, driver, and version combinations. Why a page can be “loaded” while an element is missing
Document readiness and application readiness are different. A page can reach complete while a single-page application is still making requests, rendering a component, or enabling a control. Selenium’s wait documentation describes race conditions that arise when the next command runs before the needed state is reached. Wait for a meaningful condition—such as the target becoming visible or clickable—instead of treating navigation return as proof that the entire application is ready. Selenium waiting strategies

submit.click()Choose a condition that matches the next operation: presence may be enough to read an attribute, visibility is more appropriate when the element must be displayed, and clickability is useful before clicking. The timeout in this example is an explicit-wait limit for that condition; it is not the page-load timeout.

Choose a strategy without trading away reliability
- Start with
normalwhen the test depends on conventional navigation completion or the team has not established dependable explicit waits. - Try
eagerwhen the DOM is enough to begin and waiting for remaining resources does not help the test. Keep an explicit wait for the page-specific state. - Use
nonedeliberately when your test owns synchronization after navigation and can reliably wait for the required state. Do not issue element commands immediately on the assumption that the page is ready. - For dynamic pages, add condition-based waits even if you keep
normal. Changing the strategy alone cannot prove an asynchronous application action has finished.
These are practical choices based on Selenium’s documented behavior, not a guarantee that one setting will be faster for every site. The right balance depends on which resources and application state the test needs. Selenium’s options guidance and wait guidance
Page-load timeout is a separate limit
The page-load timeout limits how long navigation events may take in conjunction with the selected strategy. Selenium’s browser-options documentation states a default of 300,000 milliseconds for a newly created WebDriver session; if navigation exceeds the configured or applicable default limit, Selenium raises a TimeoutException. This documented default is version-sensitive, so confirm it against the documentation for your installed Selenium and driver when the exact value matters. Selenium browser options

- Page-load timeout: governs navigation events.
- Implicit wait: affects element-location searches when an element is not immediately found.
- Script timeout: limits asynchronous script execution. Selenium’s JavaScript timeout API documents this separate timeout category: Timeouts API.
Troubleshoot common failures
Navigation returns, then an element lookup fails
Cause: The document reached the strategy’s readiness point, but the application has not yet exposed the element. Fix: Wait for the relevant condition after navigation or the action that triggers the update. Consider whether the element is in a frame or shadow root if a condition-based wait still cannot locate it.
Clicks or typing fail intermittently after using eager or none
Cause: The script proceeds before the element is present, visible, enabled, or stable enough for the intended action. Fix: Wait for the condition needed by that action rather than adding a fixed sleep as a general remedy. With none, make synchronization after navigation an explicit part of the test.
Navigation raises a TimeoutException
Cause: The navigation did not reach the configured strategy’s threshold within the page-load timeout. Fix: Check whether the URL or server is responding, inspect the selected strategy and configured timeout, and decide whether the test should wait for a less restrictive readiness point. Do not raise the timeout blindly: a condition-based wait may better express what the test actually needs.

The setting appears not to take effect
Cause: The strategy was changed after the driver session was created, or the binding’s options syntax differs from the example. Fix: Set the option before constructing the WebDriver, create a new session, and check the current documentation for the exact browser, driver, binding, and version combination.
A test remains flaky with normal
Cause: complete concerns document loading, not every asynchronous application update. Fix: Keep or choose the navigation strategy that fits the test, then wait explicitly for the application condition that matters.
