No framework makes an app reliably offline or installable by itself: a PWA remains a website, and its user experience depends on the web platform features you implement and test.
What a PWA framework does—and does not do
A PWA is a website enhanced with a web app manifest and web APIs. A manifest is required for installability; a service worker is optional for installation, though it is commonly used for offline and background behavior. The framework can help create the manifest or integrate a worker, but it does not decide what your application should cache or how offline changes should be handled. MDN’s PWA overview explains the distinction.
Nor must a PWA be a single-page application. Server-rendered pages, static pages, and client-side interactions can all be part of a PWA. Choose rendering and routing to fit the product; treat the manifest, worker, caching rules, and install experience as related but distinct implementation decisions.
Decide what the app must do offline
Start with user journeys rather than a framework feature checklist. An offline page is a different requirement from cached read-only content, and both are simpler than accepting edits without a connection and synchronizing them later.

- Offline fallback: At minimum, decide what users see when a page cannot be reached. MDN recommends a custom offline page.
- Read-only access: Specify which screens and assets should be available from cache, how old that content may be, and how the interface signals its freshness.
- Offline writes: Define how edits are queued, what happens when two users change the same record, and how the app reports a synchronization failure. A basic caching setup does not settle these data-policy questions.
- Background work: Determine whether the product needs behavior such as background synchronization or push notifications, then verify that the target browsers support the required APIs.
MDN recommends making some or, preferably, all functionality available offline where the application can support it. The right target depends on the product and the consequences of showing stale data or delaying a change. MDN’s PWA best practices provides further guidance.
Map the browsers and installation paths you need
“Installable” does not mean users see the same prompt or receive identical capabilities everywhere. Make a matrix of the operating systems and browsers your audience actually uses, and verify the installation route, manifest requirements, notification behavior, and API support on those devices.

- MDN’s installability guidance describes manifest-based installation in Chromium browsers on desktop, Add to Dock in Safari on macOS Sonoma (Safari 17) and later, and no manifest-based PWA installation in Firefox desktop.
- On Android, installation as a WebAPK differs from a browser-badged shortcut. On iOS, installation routes vary by version and browser.
- Browser prompts and platform APIs change. Confirm current behavior on the target devices rather than treating a framework guide as a compatibility guarantee.
See MDN’s guide to making PWAs installable and validate the experience on real target browsers. Keep the website useful when installation or an advanced API is unavailable.
Compare framework fit, not framework popularity
Use these questions to narrow the field. A framework that fits your existing application and team may be a better choice than a replacement that promises more PWA tooling but adds migration and maintenance work.

- Team and codebase: Can the current team maintain the application in this stack? Could the existing app be extended instead of replaced?
- Rendering and routing: Do you need server rendering, static generation, deep links, rich client-side interactions, or a combination? Confirm that the framework’s model fits the product.
- Offline complexity: Is basic caching sufficient, or do you need custom cache policies, queued writes, conflict resolution, or synchronization? More demanding data behavior may require direct browser APIs and dedicated engineering.
- Integration and control: Does the framework provide the manifest, worker registration, or cache behavior you need? How much control do you retain, and who will maintain custom worker code and updates?
- Deployment: Check that your rendering choices work with the platforms and operational model your team can support.
What the current framework examples establish
Next.js
The Next.js App Router guide documents built-in support for generating a web app manifest. It treats service-worker implementation and push notifications as separate work, and also covers adding the app to a home screen. The guide says mobile home-screen installation requires a valid manifest and HTTPS. It warns that beforeinstallprompt is not cross-browser or cross-platform and does not work on Safari iOS, so installation interfaces need appropriate fallbacks. The guide identifies July 30, 2026 as its last-updated date. Check the Next.js PWA guide for the current implementation details.
Angular
Angular CLI’s getting-started guidance covers adding @angular/service-worker, enabling service-worker builds, registering the worker, linking a web manifest, and adding icons. Angular explicitly limits the scope of its worker: “The Angular Service Worker is a basic caching utility for simple offline support with a limited featureset. We will not be accepting any new features other than security fixes.” Angular recommends direct browser APIs for advanced caching or offline needs. Review the Angular service-worker overview and its getting-started guide before adopting that integration.

React, Vue, and Svelte
Framework names alone do not establish the quality, current maintenance status, or scope of a PWA integration. For React, Vue, or Svelte, check the framework’s current official guidance and the maintenance status of any plugin you plan to use. Compare concrete support for manifest generation, worker registration, caching policy, updates, and your offline data requirements instead of assuming one is inherently the best PWA choice.

- Write down critical journeys. For each, state what must work offline, whether cached data may be stale, and whether users can create or edit records without connectivity.
- Build the target-platform matrix. List the browsers and operating systems that matter and the installation path you expect users to follow.
- Shortlist familiar, compatible stacks. Check rendering, routing, and deployment fit before judging PWA tooling.
- Read current official guidance. Separate manifest generation, service-worker registration, caching, notifications, and install UI; they may not be equally integrated.
- Prototype the riskiest journey. Test the offline startup or synchronization flow first, including worker updates and the fallback when a request fails.
- Choose based on tested fit. Include the ongoing cost of maintaining custom service-worker behavior, not just the initial setup.
Test first visit, installation, offline startup, navigation, failed network operations, update activation, and recovery on the browsers and devices in your matrix. The app should remain useful as a website when installation or advanced APIs are unavailable; PWA enhancements should not be the only route to essential content.
