A model describes relevant states, actions, rules, inputs, and expected responses; test-generation tools use it to produce test sequences and, where supported, checks that compare the system’s actual behavior with what the model predicts. The model is not the system itself, and generated tests are only as useful as the model and the criteria used to select behaviors.
What model-based testing means
MBT is a family of testing approaches, not one required diagram, modeling language, or product. Models can represent behavior as state machines, rules, or other forms suited to the test objective. In a behavioral approach, the model makes requirements and expected behavior explicit. Sergio Mera’s 2013 Microsoft Learn article describes it as “automatically generating test procedures from models.” In practice, the approach includes choosing what to test, generating or deriving testware, executing it, and evaluating results—not merely drawing a diagram.
Generated testware can include a sequence of actions that drives the system under test (SUT) and an oracle that checks whether observed results conform to the model. The model may generate abstract tests that need adaptation to a particular test environment, or executable tests if the tool and integration support that. MBT does not mean that every part of a project’s testing process is automated.
How the MBT workflow works
- Set requirements and test objectives. Decide what behavior matters and clarify requirements that are ambiguous or contradictory before encoding them in a model.
- Build a testable model. Represent the relevant states, actions, inputs, rules, and expected responses. Limit the model to behavior relevant to the test objective.
- Choose test-selection criteria. Define which model elements or paths should be exercised. This bounds the generated suite and makes clear what its coverage does—and does not—mean.
- Generate testware. Use a tool or method to derive abstract or executable tests from the model. Adapt abstract tests to the SUT and test environment where required.
- Run tests. Depending on the approach, generate tests ahead of time and execute them from a saved repository (offline), or generate and execute tests on the fly.
- Evaluate and maintain. Compare observed behavior with expected behavior, inspect failures and coverage, then update the model and generated tests as requirements or implementation change.
The exact modeling language, generation algorithm, selection technique, and integration depend on the tool and approach. ISO/IEC/IEEE 29119-8’s official listing says, “The implementation of the generation algorithm is tool dependent and therefore is out of the scope for this document.”

Why the model and selection criteria matter
A model can make behavior easier to inspect and can expose gaps or conflicts in requirements while they are being formalized. But a model is not proof that the implementation is correct: it can omit important behavior, encode the wrong expectation, or become outdated. Likewise, a large number of generated tests or a high model-coverage figure is not evidence of complete quality on its own. The selection criteria determine which modeled behavior is exercised, and the model itself must be reviewed for correctness and relevance.
Selection is particularly important when a system has many states, paths, or combinations of conditions. Rather than trying to exhaustively run every possible behavior, teams choose a suitable coverage objective and produce a test suite bounded by that objective. The right criterion depends on the risk and purpose of the testing; no single coverage measure guarantees that all defects will be found.

When MBT is a good fit—and when to be cautious
Situations where it may pay off
- Behavior is stateful, reactive, distributed, asynchronous, or nondeterministic, so the order and interaction of events matter.
- There are complex input parameters or many interacting conditions and paths.
- Requirements need to be made explicit, reviewed, or checked for ambiguity and contradiction.
- Behavior changes over time and regenerating tests from a maintained model may be more manageable than revising many separate hand-written cases.
Microsoft’s 2013 article identifies large or effectively unbounded state spaces with multiple ways to cover requirements, reactive or distributed systems, asynchronous or nondeterministic interactions, and methods with complex parameters as possible signals for MBT. These are fit heuristics, not guarantees that MBT will be cost-effective for a particular project.
Costs and cautions
- Creating and validating a model adds work before the first generated test.
- Teams may need to learn modeling concepts and adapt their tools or process to integrate generated tests.
- Maintaining the model as requirements and implementation evolve is an ongoing responsibility.
- A small or simple project may not justify those costs; Microsoft cautions against applying MBT blindly.
A reported benefit should be interpreted in its specific context. Microsoft’s 2013 article says its Blueline protocol-compliance work saved 50 person-years—about 40% of effort compared with a traditional approach—in a project involving hundreds of protocols and approximately 250 person-years of testing. That is evidence about that Microsoft project, not a general MBT savings estimate.

What ISO/IEC/IEEE 29119-8 covers
As of 2026-10-03, ISO’s official listing identifies ISO/IEC/IEEE FDIS 29119-8, Edition 1, as in the final publication process / under publication. Its stated scope is requirements and guidance for applying MBT within the ISO/IEC/IEEE 29119-2 test process, including definitions and links to test documentation. The listing says the standard applies across development lifecycle models, describes automated testware generation, and assumes test execution is automated. It leaves the generation algorithm and tool selection out of scope. The listing’s publication status may change, so check the linked entry for the current stage.
Examples of MBT use and learning paths
ETSI’s historical case studies
ETSI describes MBT use in information and communication technology, information technology, embedded systems, and medical systems. In its account of a 2012 initiative, four commercial tools were used across three case studies to generate twelve models with tests for standards-related IMS and ITS work. This is a dated account of specific case studies, not a current comparison or ranking of tools. ETSI also provides a guide covering model creation, test generation and selection, and review of models and generated tests.

ISTQB CT-MBT certification
The ISTQB Certified Tester Model-Based Tester (CT-MBT) page describes an advanced MBT approach for testers, analysts, managers, developers, and architects. The page states that candidates need the Certified Tester Foundation Level certificate first. Topics include MBT activities and artifacts, modeling and model languages, test-selection criteria, test implementation and execution, adaptation, and deployment evaluation. The published exam structure is 40 questions, with 26 required to pass, and 60 minutes; candidates taking the exam in a non-native language receive 25% additional time. Check ISTQB and the exam provider for current exam and provider details.

- Model language and expressiveness: Can it represent the behavior and constraints relevant to your SUT?
- Selection and coverage: Which test-selection criteria and coverage measures are available, and can the team explain what they mean?
- Tests and oracles: Are generated tests readable and reviewable? How are expected results represented and checked?
- Generation and execution: Does the workflow support offline generation, on-the-fly generation, or both as required?
- Integration: Can tests connect to the SUT through suitable adapters and work with the team’s test environment or frameworks?
- Model maintenance: Can the team review, understand, and update the model as requirements change?
- Adoption effort: What learning, process, and deployment work will be required?
