Neither label alone tells you whether tests adequately check that the software behaves correctly.
What code coverage measures
Code coverage is an analysis of which parts of a program a test suite executes and which it leaves untouched. Common measures include statements, branches or decisions, and conditions. The ISTQB glossary uses statement, decision, and condition coverage as examples of coverage criteria: ISTQB Glossary: Code Coverage.
A report’s percentage is meaningful only alongside its metric and scope. A statement-coverage score and a branch-coverage score are not interchangeable, even when they use the same number.
Statement or line coverage
Statement coverage asks which executable statements ran. Some tools present a related line-coverage figure, but a source line is not necessarily the same thing as an executable statement: a line can contain multiple statements, or none. Check the tool’s definition before interpreting the figure.

Branch or decision coverage
Branch coverage asks whether the possible outcomes of decision points—such as the true and false outcomes of an if—were exercised. ISTQB defines branch coverage in terms of branches and states that 100% branch coverage implies 100% decision and statement coverage; do not assume the reverse implication. Condition coverage
Condition coverage focuses on the individual Boolean conditions within a decision. A decision can contain multiple conditions, so exercising an overall true and false outcome does not necessarily show that every individual condition has taken both values. The exact reporting rule depends on the tool and criterion.

What “test coverage” means
There is no single universally used meaning. Google’s Testing Blog used “code coverage” and “test coverage” equivalently in its 2008 discussion of coverage data. In broader testing terminology, coverage can instead refer to whether specified requirements or other coverage items have been exercised. Consequently, a statement such as “we have 80% test coverage” is incomplete unless it says what was counted and what the denominator includes. When a team uses “test coverage” to mean code coverage, ask which code metric the report actually shows. When it means requirement coverage, ask which requirements or test items are in scope and how “covered” is determined. Those are different questions, and one percentage cannot answer both.

Why statement coverage can miss a decision outcome
Imagine code that returns one message when a user is signed in and another when they are not:

return "Please sign in";
A test with isSignedIn set to true executes the condition and the first return. Depending on how the tool counts executable statements, the report can show that the executed statements ran even though the false outcome and second return were never tested. A branch metric makes that missing outcome visible.

This example illustrates why the metric matters; it does not mean branch coverage alone proves the behavior is correct. A test could take both paths but fail to assert that either returned the right message.
What a high coverage percentage does—and does not—tell you
Coverage is useful for finding code that tests never reach and for tracking whether a change introduces newly uncovered areas. It measures execution, not the quality of the checks. Google’s coverage discussion cautions that high coverage by itself does not establish that code is well tested.

- It can show: which included statements, branches, or other measured items were exercised by the test run.
- It cannot show on its own: whether assertions would detect incorrect results, whether important edge cases were chosen, or whether the tests reflect the intended requirements.
- It depends on scope: a percentage changes if the report includes or excludes different code, or if it uses a different test suite, runtime, or metric.
Use coverage to guide investigation, not as a quality grade. Review uncovered code for meaningful missing cases, and review covered tests to see whether they verify observable behavior and important failure conditions.

Before comparing a percentage across tools, projects, or runs, align the measurement choices. For Java, JaCoCo illustrates why: it counts bytecode instructions, reports branches for if and switch, excludes exception handling from that branch counter, and notes that source mapping can depend on debug information. Its counter definitions are documented at JaCoCo Coverage Counters.
- Metric: determine whether the figure counts lines, executable statements, branches, conditions, functions, or instructions.
- Included code: check source directories, generated or compiled code, exclusions, and other scope settings.
- Tool and runtime: identify how compiler output, source mapping, and language or runtime details affect what is counted.
- Test suite and run: confirm which tests ran and whether the reports cover the same build and code revision.
- Test effectiveness: inspect whether tests make meaningful checks, not merely whether execution reached the measured code.
Other tools may expose different metrics. For example, GitHub’s Code Coverage Reference describes additional reported measures, while Codecov describes code coverage as a way to see how much code tests exercise: GitHub Enterprise Cloud Code Coverage Reference and Codecov: About Code Coverage. Read each tool’s own metric definitions rather than assuming equal percentages mean equal evidence.
