For a ready-made, self-hosted workflow that accepts a URL list and archives more than PDFs, start with ArchiveBox. If you need a custom PDF-only pipeline, use Puppeteer or Playwright to automate Chromium; if your team wants an internal HTTP conversion service, consider Gotenberg. wkhtmltopdf supports batch-style command-line use, but its Qt WebKit engine makes testing against your target sites especially important.
These tools solve different parts of the job. Importing a list, rendering each page, choosing filenames, retrying failures, and controlling concurrency may be handled by one application—or may be work you need to build. No universal speed or success-rate winner is established here, so test representative pages before committing.
Choose a tool by the workflow you need

Use ArchiveBox for a URL list and multi-format archive
ArchiveBox is the clearest fit when the requirement is to feed in a collection of URLs and preserve more than a printable document. Its documented workflow accepts a text-file URL list, and per-URL snapshots can include a headless-Chrome PDF as well as HTML, screenshots, WARC, metadata, and extracted text.
Choose it when those additional representations are useful for preservation or later inspection. If you only need PDFs and want complete control over browser behavior and output handling, a browser-automation script or conversion service may be a better fit. Plan for the setup and operation of a self-hosted archiving system rather than treating it as a single-purpose command.

Build a custom batch converter with Puppeteer or Playwright
Both libraries provide page-level PDF generation. They do not, by themselves, decide how to turn a large URL collection into a reliable job: your script needs to read the input, choose output names, set a readiness condition, handle errors, and limit how many pages run at once. The examples below show the core loop; add authentication and site-specific readiness logic where needed.
Puppeteer with Node.js
Install Puppeteer in a Node.js project with npm install puppeteer. Save the following as save-pdfs.mjs, put one URL per line in urls.txt, then run node save-pdfs.mjs.

}This sequential version intentionally favors simplicity and a small browser footprint over throughput. The numeric filenames avoid collisions when different URLs share a path or title. For a production archive, consider deriving readable names while sanitizing filesystem characters, and preserve a manifest mapping every saved file to its source URL.

Playwright with Node.js
Install Playwright with npm install playwright and install its browser with npx playwright install chromium. This example uses one browser with a fresh page for each URL, then writes a result manifest.

If a site has a distinct screen layout that you need instead, Playwright supports emulating screen media before calling page.pdf(). Check the output: a page designed for screen display may not paginate cleanly when printed.
Make the batch safer before increasing parallelism
- Readiness:
networkidleis a useful starting point, not a guarantee that a page’s meaningful content is ready. Some sites keep background requests open; others render important content after network activity settles. Prefer a known selector or a site-specific wait where appropriate. - Authentication: A normal navigation cannot access pages that require a session. Provide cookies or other authorized credentials securely, and keep authenticated output private. Test one protected page before running the entire list.
- Retries and logs: Record the URL, output filename, error, and attempt for each page. Retry failures separately rather than restarting successful work. Avoid retry loops that hammer a site.
- Concurrency: The examples run one page at a time. If you add parallel workers, cap them: every active page consumes resources, and high request rates can burden target sites or trigger rate limits. Choose a limit from your own workload tests, not an assumed universal number.
- Output quality: Set paper size and whether to print background graphics deliberately. Inspect long pages, tables, images, page breaks, and headers or footers; no browser setting can guarantee a clean layout for every site’s print styles.
Use Gotenberg when you want an HTTP conversion endpoint
Gotenberg packages URL-to-PDF conversion behind an HTTP multipart route and uses Headless Chromium. Its documentation calls out JavaScript, single-page applications, and dynamic content. This can suit an internal service where another application submits conversion requests instead of managing a browser directly.

It is a service to deploy and call, not evidence of a complete URL-list workflow. Your caller still needs to decide how to submit each URL, name and store returned PDFs, handle failures, and control load. The available documentation does not establish a universal throughput figure or guarantee behavior on authenticated or unusual pages.
Use wkhtmltopdf cautiously for batch-oriented CLI jobs
The wkhtmltopdf manual documents multiple page objects in a command and a standard-input mode for repeated invocations. Those mechanics may fit existing CLI workflows, but they do not establish that the renderer will match modern sites. Its project overview identifies Qt WebKit as the rendering basis, so test your actual pages and independently verify the project’s current status before adopting it for new production work.

Test a representative batch, not just one easy page
- Prepare a small sample: Include a mostly static page, a JavaScript-heavy page, a long page, and a page that requires authentication if that is part of the real workload.
- Run the same URLs through the candidate workflow: Keep the browser or service settings and output format consistent where possible.
- Check both files and logs: Confirm that each expected URL has an output, inspect pagination and loaded content, and make sure errors can be traced back to their source URL.
- Repeat failures deliberately: Determine whether the cause is timing, access, an HTTP error, a site restriction, or resource limits before increasing timeouts or concurrency.
- Estimate operating cost in your environment: Measure the runtime and resource use of your own representative batch. Official documentation does not establish comparative speed, resource consumption, or success rates.
Troubleshooting common batch failures
The PDF is blank or missing dynamic content
The page may not have finished rendering when capture began, or its content may depend on an interaction. Replace a generic network-idle wait with a condition tied to the page’s content, and test the wait against several URLs. If content appears only after scrolling or clicking, reproduce that action in the browser script before creating the PDF.

Navigation times out
A page may keep connections open, load slowly, or block automated access. Check it in a normal browser, inspect the navigation response and logs, and use a readiness condition appropriate to that site. Raising the timeout alone can make a batch take longer without fixing a blocked or never-idle page.
Some URLs fail while others succeed
Keep per-URL results, isolate failures, and rerun only those entries. Check for invalid URLs, HTTP errors, authentication requirements, redirects, and rate limits. Do not treat a generated file as proof that the page rendered correctly; review a sample of PDFs and compare them with the source pages.
Files overwrite each other or have unusable names
Use a stable unique identifier, such as a sequence number or a sanitized URL-derived name, and maintain a manifest that maps the name back to the full URL. Do not use raw URLs as filesystem paths.

Print layout differs from the browser view
Browser PDF generation applies print styling by default. Inspect the page’s print CSS and decide whether the printed layout or screen-like appearance is appropriate. Playwright documents screen-media emulation before PDF generation; validate that approach on your target pages.
