It is designed to package harvested web resources and their capture records. PDF or PDF/A is better for keeping a fixed, document-like version for reading, printing, or document management. If you need both replayable web content and a convenient reading copy, retain a WARC capture and create a PDF derivative; one is not a substitute for the other.
What WARC preserves that PDF does not
WARC is a format for aggregating digital resources collected from the web. Its records include headers and content blocks, and can carry information such as record type and date alongside harvested content. That structure makes WARC suitable for preserving a capture as a collection of web resources with associated capture context, rather than as a single flattened view.
The Library of Congress’s 2025–2026 Recommended Formats Statement prefers WARC for web archives and refers to the WARC standard for required and recommended metadata. Its format description also identifies uses such as capture context, bulk harvesting, indexing by URL and date, compression, and stewardship. WARC captures can be played back with the Wayback Machine or equivalent software, although playback depends on suitable access tools and is not guaranteed to reproduce a live site perfectly.
What PDF and PDF/A preserve
PDF represents content as fixed pages. PDF/A is a profile within the PDF family intended for document preservation. These formats work well when the goal is a stable rendition that people can read, print, or manage as a document.

The Library of Congress lists PDF and PDF/A among preferred formats for textual works, while treating web archives separately. That distinction matters: a PDF can preserve how a page looked as a document, but it does not by itself package the site’s harvested linked resources or the context of a web capture.
PDF vs. WARC: choose by preservation goal

When to keep both formats
Use WARC as the preservation copy when the archival target is a website or web capture and the workflow needs its harvested resources and context. Create a PDF or PDF/A copy as a derivative when readers also need a convenient, document-like version for viewing, printing, or document management. Label the roles clearly: the PDF is a reading rendition, while the WARC is the web archive capture.

What a WARC capture may still miss
WARC is the better fit for web archiving, but choosing it does not make a capture complete. The Library of Congress notes that available tools cannot capture all web content; examples include multimedia-rich content, streaming media, deep-web content, and databases. The capture scope depends on what the harvesting process could reach. Record the scope and known limitations rather than implying that the archive contains everything on the live site.
When archived materials are displayed, the Library of Congress’s 2025–2026 Recommended Formats Statement says to identify the archiving institution, capture date and time, and differences in functionality from the live site. These details help readers understand what they are viewing and what the capture does not represent.

Long-term preservation requires more than a file extension
Neither WARC nor PDF/A alone guarantees long-term access. An institutional preservation plan also needs to manage metadata, fixity, redundancy, access tools, and format stewardship. WARC supports preservation of web captures, but continued usability also depends on maintaining the archive and the tools needed to find and replay its contents. The Library of Congress sources establish the need to manage archive copies and capture metadata; they do not prescribe specific storage hardware.
