There is no single delay that makes every stream “real-time”: a conversation needs faster feedback than a large one-to-many broadcast. The distinction helps explain when WebRTC is a fit and when low-latency HLS or DASH is more appropriate.
What does real-time communication mean in video streaming?
Real-time communication (RTC) is an exchange of media that reaches another participant or audience soon enough to support the expected interaction. In browser applications, WebRTC is the standards-based family commonly associated with interactive audio and video. The IETF describes it as “a protocol suite aimed at real-time multimedia exchange between browsers, and between browsers and other entities.” IETF RFC 8835
Live streaming can also be called real-time in a broader, less interactive sense: an event is being transmitted as it happens, even if viewers see it several seconds later. For a particular use, the important question is whether that delay prevents the viewer from doing what they need to do—not whether the stream meets a universal numerical threshold.
How much delay counts as real-time?
Streaming engineers often describe end-to-end delay as glass-to-glass latency: the interval between an event happening in the real world and the corresponding image appearing on a viewer’s device. This accounts for the whole path, including capture, encoding, transport, processing, buffering and playback. The latency of one component alone does not tell you how far behind the live event a viewer is.

Acceptable latency depends on the task. A back-and-forth conversation becomes difficult when each person regularly waits too long to hear or see the other. A concert, lecture or public event can often tolerate more delay if the priority is reaching a large audience reliably. Network conditions and the specific streaming system affect the actual result, so a protocol label is not a latency guarantee.
What is the difference between WebRTC and HLS?
WebRTC and HTTP-based streaming solve overlapping but different problems. WebRTC is designed for interactive real-time multimedia exchange. HLS is a live and on-demand delivery method built around HTTP, ordinary web servers and CDNs, with adaptive playback that can respond to changing network conditions.

HLS uses media segments and playlists. Low-Latency HLS (LL-HLS) adds mechanisms such as partial media segments, playlist delta updates, blocking playlist reloads and preload hints to reduce waiting while retaining HLS’s scalable delivery approach. DASH also has low-latency extensions: LL-DASH can use smaller CMAF chunks so delivery need not wait for a complete, longer segment. Support across the encoder, origin or CDN, and player matters; using a low-latency protocol feature in only one part of the chain is not enough.
In 2019, Apple engineer Roger Pantos described LL-HLS’s design goal as “one to two seconds delay from live at scale over the public internet with any kind of reasonable round trip time.” That statement describes a target, not a measured result or promise for every LL-HLS stream. Why can a live stream be behind real time?
Glass-to-glass delay accumulates throughout the production and playback chain. Encoding and packaging take time; delivery introduces network transit; players buffer media to avoid interruptions. Segmented streaming also waits for media to become available in segments or chunks. Low-latency modes shorten parts of that process, but they do not remove all processing, network or buffering delay.
There is a trade-off: a player that keeps a larger buffer can better absorb short network disruptions but show the event later. Reducing the buffer can bring playback closer to live while making stalls or visible interruptions more likely when conditions fluctuate. Low-latency guidance notes this greater sensitivity to transient network conditions. IETF RFC 9317

When should you use WebRTC instead of low-latency HLS?
- Choose WebRTC when interaction is the point. Examples include a live conversation, remote participation or another session where participants need to respond to each other promptly.
- Consider LL-HLS or LL-DASH when distributing to an audience. These approaches target lower delay than conventional segmented streaming while retaining HTTP-based delivery suited to one-to-many distribution.
- Check the whole delivery path. Confirm that the encoder, streaming infrastructure and playback clients support the chosen low-latency approach. A viewer’s device, player and network also affect the result.
- Set a tolerance for delay versus disruption. If uninterrupted playback matters more than immediate feedback, a longer buffer may be acceptable. If interaction matters, test whether the actual end-to-end experience supports it under the expected network conditions.
These are different tools, not a universal ranking. Choose according to how much interaction the use requires, the intended audience scale, player compatibility, network conditions and the delay viewers can accept.
