It depends on what you mean by “playlist.” A viewer can add videos to a temporary YouTube queue without interrupting the current watch session. A creator can update a saved YouTube playlist through YouTube’s interface or Data API, but YouTube’s documentation does not guarantee that changes will refresh in already-open players without interruption. An HLS media playlist is something else entirely: it is the rolling list of stream segments sent by an encoder, not a list of channel videos.
First identify which playlist you need to change

For viewers: add what plays next without stopping the current video
On YouTube desktop web, use the video’s Add to queue control to line up what you want to watch next. YouTube describes this feature as setting up videos to watch next without interrupting the current watch session. The queue does not persist after the browser closes; save it to an existing or new playlist if you want to keep it. This changes your viewing queue, not the broadcaster’s livestream rotation. For creators: edit a saved YouTube video playlist
For programmatic changes, YouTube provides separate Data API operations for playlist properties and playlist items. The API requires appropriate OAuth authorization. Treat a successful data update as an edit to the playlist resource—not as a guarantee that a live player has refreshed.
Change playlist properties
Use playlists.update to change properties such as a playlist’s title, description, or privacy status. Before sending an update, retrieve the current resource and preserve all mutable fields that should remain unchanged. The API reference warns that omitted values can be deleted or reset.

Change an item or its position
Use playlistItems.update for playlist-item changes such as position. A requested position is supported only when the playlist is manually sorted; otherwise the API can report manualSortRequired. Confirm the playlist’s ordering before attempting to set item positions. To remove an entry, use the playlist-item ID, which is different from the video ID. The playlist implementation guide describes the update and removal workflow.
Check the playback result separately
After editing, inspect the playlist and test the viewing experience you care about—for example, a fresh player and an already-open tab. YouTube’s API documentation explains the data operations, but the materials do not specify whether existing browser tabs or embedded players reload the change, how quickly they do so, or whether they avoid a brief interruption. Do not promise seamless propagation unless you have verified it in the exact setup.

Why live broadcast settings do not edit a video playlist
The Live Broadcast API manages broadcast configuration, not the entries in a YouTube video playlist. Its reference documents fields that can only be changed at creation or when a broadcast is ready, and fields restricted while the stream is active. Stream configuration is also a separate resource. Changing a broadcast or stream setting is not a way to add, remove, or reorder videos in a channel playlist. See the liveBroadcasts.update reference and the Live Streams reference.
Why an HLS media playlist is not the answer
For HLS ingestion, the media playlist is a rolling manifest of encoded segments sent to YouTube. YouTube’s HLS guidance specifies segment and rolling-playlist requirements for stream delivery. It is not a channel playlist of separate videos, and changing it does not edit the videos in a YouTube playlist. Use the HLS ingestion protocol guide and YouTube’s HLS setup instructions when configuring HLS—not to manage video entries.
