For network quiet, use page.waitForNetworkIdle() separately; the current setContent wait options do not accept 'networkidle0' or 'networkidle2'.
What does Puppeteer setContent wait for?
page.setContent(html, options) assigns HTML markup to the page and returns a promise that resolves when its configured wait condition is met. It does not return the markup. The default condition is 'load'.
The same API is available on a frame as frame.setContent(). The examples below use the Page API. Check your installed Puppeteer version if you rely on version-specific option types: the current API references identify version 25.12.0, while the cited SetContentWaitForOptions page is for the Next documentation.
Choose the right readiness condition
Wait for the load event
Use the default when the browser’s load event is the milestone you need:

Wait for document parsing
Use 'domcontentloaded' when the document being parsed is sufficient and you do not need to wait for the load event:
await page.setContent(html, { waitUntil: 'domcontentloaded' });
You can pass an array of lifecycle events; the operation waits until every listed event has fired:

The general lifecycle definitions describe 'networkidle0' as no more than zero network connections for at least 500 ms, and 'networkidle2' as no more than two for at least 500 ms. Those values are not currently included in setContent’s waitUntil type.
Wait for application-specific content
A lifecycle event does not establish that an application has completed every later rendering or data-loading task. If the next operation depends on a particular element, wait for that element after setting the content. Puppeteer recommends locators for interactions; waitForSelector is also documented as a lower-level option.

Replace the selector with a condition that reliably represents readiness in your page. This is preferable to waiting for an unrelated lifecycle milestone when your real requirement is application state.
Wait for network quiet
If network inactivity itself is necessary, call page.waitForNetworkIdle() as a separate wait. Its options document an idleTime default of 500 ms and a concurrency default of zero; it always waits at least the configured idle time.

Network quiet is not equivalent to a meaningful app-ready condition. Choose it only when the next operation actually depends on network activity settling.
Timeouts and configuration
setContent inherits the general wait options. The documented default timeout is 30,000 ms. You can provide a per-call timeout, use 0 to disable that timeout, or change the default with page.setDefaultTimeout() or page.setDefaultNavigationTimeout().

Increasing the timeout can accommodate a legitimately slow condition, but it does not make an incorrect readiness condition correct. Prefer waiting for the event or state the subsequent action requires.

- The call resolves but the expected app content is missing:
loadonly establishes that the load event fired. Add a locator or another condition wait for the specific rendered state. 'networkidle0'or'networkidle2'is rejected by the type checker: those values are excluded from the currentSetContentWaitForOptions. Use a supported lifecycle event, then callwaitForNetworkIdle()separately if network quiet is genuinely required.- The call times out: check whether the selected lifecycle event or app-specific condition can occur for this markup, and whether the timeout budget is adequate. Adjust the per-call timeout or page default only when a longer wait is appropriate.
- You need the resulting HTML rather than a wait:
page.content()is the separate read operation. It returns the page’s full HTML contents, including the DOCTYPE;setContent()sets markup and waits.
