Short answer: For a pre-encoded 24/7 YouTube loop hosted in Europe, Hetzner may be the better fit when its current included traffic allowance covers your stream; its published EU allowance is much larger than DigitalOcean’s entry-plan allowance, but that Hetzner traffic table was last changed in May 2024 and should be verified in the console. DigitalOcean is easier to budget when its team-pooled transfer allowance and published overage rate fit your needs. Neither provider’s entry price alone tells you which is cheaper: calculate egress, include any required IP and tax, and choose a server for the actual workload.
Which provider fits a YouTube loop?
For a continuously transmitted, pre-encoded video, bandwidth can matter more than the virtual machine’s sticker price. Compare the server’s monthly compute cost, included outbound transfer in the selected location, overage terms, public-IP charges and whether the server must encode the video. Provider pricing pages do not establish a recommended encoder, server size or YouTube configuration, so the figures below are cost inputs—not performance benchmarks.

DigitalOcean’s plan and transfer figures are on its Droplet pricing page and bandwidth billing documentation. Hetzner’s prices, traffic allowances, region details and IP charges are documented in its cloud pricing, billing FAQ, traffic documentation, location documentation and Primary IP documentation.
When Hetzner is worth considering
If your server is in an EU network zone and the current allowance for your selected plan covers the stream, Hetzner’s published 20 TB allowance for EU CX, CPX and CAX servers is a meaningful potential advantage for a high-egress loop. Confirm the allowance, price, VAT and IPv4 cost in the console before choosing: the traffic table is older than the June 2026 price adjustment, and traffic between network zones is billed like ordinary internet traffic.

When DigitalOcean is worth considering
DigitalOcean’s documented team-level pool and stated $0.01/GiB outbound overage make it straightforward to model the transfer cost, provided you account for all Droplets drawing from that pool. Its entry examples are not equivalent in performance to Hetzner’s CX23, so do not compare those two prices as if they describe matching server configurations.
Estimate the loop’s monthly transfer first
For a constant-bitrate stream, a useful baseline is bitrate in bits per second multiplied by streamed seconds, divided by eight to convert bits to bytes. Then account for protocol overhead and the actual streaming workflow. A 24/7 schedule is about 2,592,000 seconds in a 30-day month; use the actual month length and stream schedule for a closer estimate. The providers’ allowance pages do not establish a specific YouTube stream bitrate or audience-related traffic figure, so use your own configured output and check what traffic the server actually sends.

- Find the stream’s actual outgoing bitrate in bits per second, not just the source file’s size.
- Multiply by the number of seconds the stream will be live during the billing period.
- Divide by eight to convert bits into bytes, then convert to the unit used by the provider’s allowance and add a margin for protocol overhead and workflow differences.
- Compare the result with the selected region and plan’s outbound allowance. For DigitalOcean, include other Droplets in the team’s pooled usage; for Hetzner, verify the exact plan and network zone.
- Estimate the full bill: compute, outbound overage if any, required IP, taxes and any other resources you keep.
Included transfer is not unlimited transfer. DigitalOcean’s allowance is cumulative across team Droplets, excess outbound data is billed at $0.01/GiB, and unused allowance does not roll over. Hetzner says usage notifications are sent at 75% and 100%; those notices do not cap or stop traffic. Its FAQ describes overage rounded up in 100 MB blocks, but check the current rate for your plan before using that detail to forecast cost.
Choose compute for forwarding or encoding
A VM forwarding a video that is already encoded for the stream has a different CPU and memory workload from one transcoding or encoding video in real time. The published provider pricing and traffic pages do not specify a recommended YouTube encoder, VM size, bitrate, keyframe interval or stream configuration. Do not assume that the cheapest CPU plan can encode your source reliably; determine whether your workflow encodes on the server, then size and test against that workload.

What to verify before creating the server
- Region: Choose the location for your workflow, then check its current price and transfer allowance. DigitalOcean says bandwidth pricing has no regional variation; Hetzner pricing and allowances can vary by network zone.
- Traffic: Estimate egress for the actual bitrate and schedule, and include existing pooled DigitalOcean usage or the exact Hetzner region and plan limit.
- Addressing: Add Hetzner’s separately billed IPv4 if your setup requires it; IPv6 is listed as free. Confirm the current DigitalOcean invoice treatment for the Droplet plan you select.
- Billing state: Powering off is not the same as deleting. Both providers continue billing existing resources while powered off; remove resources you no longer need and review any attached IPs or storage.
- Current terms: Recheck plan pricing, allowances, overage and taxes at checkout. Provider prices and product terms can change.
Costs beyond the monthly server line
DigitalOcean’s listed Basic entry is $4/month for the 512 MiB example with 500 GiB included, and its 1 GiB example is $6/month with 1,000 GiB. These are published plan examples, not a guarantee that either size suits encoding. If pooled outbound usage exceeds the included amount, the documented overage is $0.01/GiB. Bundled plans have a monthly price cap; DigitalOcean says its newer v5 resource-based plans do not have the 672-hour cap.
Hetzner lists the EU CX23 at €5.49/month or $6.49/month excluding IPv4 and VAT, effective under its June 15, 2026 adjustment. Add the separately listed $0.60/month excluding VAT for Primary IPv4 if required. Although the traffic page lists 20 TB for EU CX, CPX and CAX, its May 2024 update date makes an in-console confirmation prudent. A powered-off server is still an existing billable resource on Hetzner; deleting it, rather than merely stopping it, is what ends its compute charges.

Decision checklist
- Choose Hetzner as a candidate if the right region is in Europe, its current allowance for your selected plan covers the calculated egress, and its total price including IPv4 and VAT works for you.
- Choose DigitalOcean as a candidate if you value the documented pooled transfer model and predictable stated overage, and the selected plan’s allowance covers your stream and other team usage.
- Do not make a final choice from entry prices alone: the examples are not performance-equivalent, and the stream’s bitrate, server encoding workload, region and existing transfer use change the answer.
