Yes, YouTube may show ads on a livestream from a channel outside the YouTube Partner Program (YPP), but that does not mean the creator earns from them. Under YouTube’s stated rule, a channel that has not met the higher YPP eligibility criteria is not eligible for a share of that ad revenue. To earn Watch Page ad revenue from a livestream, a creator must qualify for and be accepted into YPP, accept the Watch Page Monetization Module, and enable monetization for the stream. Even then, YouTube does not guarantee that ads will fill every slot.
Ads on your livestream do not prove that you are earning
YouTube may serve ads on content from channels that do not meet the higher YPP eligibility criteria. The channel is not eligible for an ad-revenue share while it remains below those criteria. So if you—or a viewer—see an ad before or during your livestream, that alone does not show that the channel owner is being paid.
This distinction is the key: YouTube’s decision to show an ad and a creator’s eligibility to receive a share are separate. YouTube states this in its YouTube Partner Program overview and eligibility rules.
What you need to earn ad revenue from a livestream
- Meet the higher YPP eligibility route. YouTube’s current overview lists 1,000 subscribers and either 4,000 qualified public watch hours in the previous 12 months or 10 million qualified public Shorts views in the previous 90 days.
- Apply and be accepted. Reaching the numbers does not automatically enroll a channel. YouTube reviews the channel and requires it to meet the applicable policies and other signup requirements.
- Accept the Watch Page Monetization Module. YouTube says this module is required to earn ad and YouTube Premium revenue from long-form and live-streaming videos on the Watch Page or in the YouTube Video Player.
- Turn on monetization for the livestream. Eligibility alone does not mean every stream is monetized; the stream’s monetization setting must be enabled.
These requirements concern revenue from Watch Page advertising and YouTube Premium. They do not guarantee that an ad will be served to every viewer or that every eligible ad opportunity will produce revenue.

Lower YPP access does not automatically unlock Watch Page ads
In eligible regions, YouTube also lists an earlier-access YPP tier. Its current feature page describes eligibility as 500 subscribers, three public uploads in the previous 90 days, and either 3,000 qualified long-form watch hours in the previous 365 days or 3 million qualified Shorts views in the previous 90 days. The listed benefits include channel memberships, Super Chat and Super Stickers, Super Thanks, and Shopping. Watch Page Ads are listed at the higher eligibility tier.
In other words, being eligible for some YPP features—or having access to an earlier-access tier—does not by itself establish eligibility for livestream ad sharing. Availability of the earlier tier varies by country or region. Check the Earn area in YouTube Studio and YouTube’s current monetization feature requirements for your location.

These are YouTube-published eligibility requirements, not a guarantee of acceptance or earnings. YouTube says livestream watch hours do not count toward the watch-hour threshold if the stream is unlisted, deleted, or not converted to video on demand. Not every livestream’s watch time therefore qualifies.

What happens to ads after a YPP livestream is monetized?
YouTube’s livestream monetization guide says pre-roll and display ads are automatically enabled when monetization is turned on for a livestream. Mid-roll ads can be inserted automatically or manually. However, YouTube decides which eligible slots receive ads; its guidance states that ad slots are not guaranteed to serve ads.

- Mid-roll ads: can be handled automatically or inserted manually.
- Actual delivery: an eligible slot may go unfilled, so monetization does not mean every viewer sees an ad.
There is also a specific embed caveat: YouTube says ads are turned off for a livestream embedded on an external site when the player uses auto-start. That rule concerns this particular placement and setting; it is not a blanket statement about every embedded stream.
Other rules that can affect livestream monetization
Meeting YPP thresholds and turning on monetization do not exempt a stream from YouTube’s channel monetization policies. YouTube’s policies expressly cover livestreaming as well as Shorts and long-form videos. A channel and its content must continue to meet the applicable rules to monetize.

YouTube’s published eligibility page also refers to future-dated program changes. Those changes should not be treated as active before their stated effective dates. For the requirements that apply to your channel now, check YouTube Studio and the current official terms rather than relying on a future announcement.
