H.265 and HEVC are two names for the same video-coding standard. Its more efficient compression can let a streaming service deliver comparable picture quality at a lower bitrate—or improve quality without increasing bitrate. It does not guarantee a fixed bandwidth saving, set your internet speed, or ensure that a service will offer a particular resolution.
What H.265 (HEVC) is
H.265, also called High Efficiency Video Coding (HEVC), is ITU-T Recommendation H.265, aligned with ISO/IEC 23008-2. The standard was developed in response to demand for higher compression in applications including internet streaming, communications, videoconferencing, storage, and television broadcasting. ITU-T’s H.265 recommendation database lists version 11, dated January 2026, as in force.
A video codec describes how video is encoded and decoded. HEVC is not a streaming service, a network connection, or a resolution: a stream can use HEVC at different bitrates and resolutions, and a viewer still needs a compatible playback device or app.
How HEVC can affect bitrate and picture quality
Bitrate is the amount of encoded data delivered per unit of time, commonly expressed in megabits per second (Mbps). A more efficient codec can give an encoder two broad choices: target a similar visual result with less data, or spend a similar bitrate on a better-looking result. Which choice is made—and how much difference it produces—depends on the encoder, its settings, the footage, and the service’s available versions of the video.

There is no universal percentage by which H.265 reduces bitrate compared with H.264 while preserving the same quality. A meaningful comparison must match resolution and visual quality and account for content, encoding settings, device support, and playback choices. A headline bitrate from a different scene or platform is not an apples-to-apples codec test.
Netflix’s 2021 Open Connect briefing paper reported more than a 200% increase in hours streamed per GB over five years using its latest encoding profile. It also illustrated a comparison of 11 hours per 4 GB in an earlier profile and 25 hours per 4 GB in a later one. These are Netflix-reported portfolio-level comparisons across encoding profiles—not an isolated test showing that HEVC alone caused the gain. Read Netflix’s 2021 Open Connect briefing paper.

Codec, bitrate, internet speed, and resolution are different
- Codec: The method used to encode and decode the video, such as HEVC.
- Stream bitrate: The rate at which the encoded version sends data. It depends on the video and encoding choices.
- Available connection speed: The capacity of the viewer’s network, which can vary over time and may be shared with other traffic.
- Playback resolution and quality: The version a service offers and the player selects. Codec efficiency alone does not determine either.
More efficient compression can help a service deliver a visual target over a constrained connection, but it cannot make an unstable or insufficient connection reliable by itself. Services may offer multiple encoded versions and adapt playback to network conditions; the device also needs suitable decoding support. Netflix notes that many factors affect video quality and recommends a stable connection for playback. Netflix-recommended internet speeds are service guidance, not HEVC-specific requirements: Netflix lists 3 Mbps or higher for 720p HD, 5 Mbps or higher for 1080p Full HD, and 15 Mbps or higher for 4K Ultra HD. Netflix’s help page does not show a publication date; these figures were accessed in 2026.
Why device support and delivery standards matter
HEVC can be carried over network protocols as well as stored and decoded on devices. IETF RFC 7798, published in March 2016, specifies an RTP payload format for HEVC and lists internet video streaming among its applications. That transport specification does not mean every app or device supports every HEVC profile or level.

Conformance is another part of implementation: ITU-T H.265.1 specifies conformance testing for bitstreams and decoders. For broadcast context, ATSC’s A/341:2026-04 describes HEVC constraints for ATSC 3.0 and was approved on 14 April 2026. Standards define technical requirements, but actual playback still depends on the particular content, implementation, and playback environment.
What to check when a stream buffers or looks poor
- Check the connection first. Compare its stability and available speed with the streaming service’s guidance. A codec does not compensate for network congestion or interruptions.
- Try the service’s quality controls. If a speed limit or unstable connection causes buffering, Netflix recommends changing video quality settings. A lower playback setting may be more reliable, though it can reduce picture quality.
- Check device and app compatibility. If HEVC playback fails or is unavailable, support may be missing for the content’s profile or level, or the playback path may not support it. Standards conformance and real-world device support are related but not interchangeable.
- Do not infer codec savings from different videos. Scene complexity, resolution, encoder settings, and service encoding choices can all affect bitrate and appearance. Compare matched material and settings before attributing a difference to the codec.
What HEVC means for creators streaming pre-recorded video
If you encode video for a live stream, HEVC’s compression efficiency may help you target a lower bitrate for a comparable picture, or preserve more detail at a given bitrate. The result depends on your encoder settings and footage, and the receiving platform and playback devices must support the chosen format. Follow the platform’s current ingest requirements rather than assuming that a codec’s efficiency guarantees acceptance, quality, or a specific audience bandwidth requirement.
