Procedural generation builds a game world by applying rules to inputs—such as a seed, terrain data, and placement constraints—to produce landscapes, regions, structures, and smaller details. There is no universal sequence: Minecraft documents a series of generation passes, while Unreal’s PCG tools use graphs that can generate or update content in editor workflows and at runtime.
How does procedural generation build a world step by step?
A generator does not usually invent a finished world in one operation. It evaluates data and rules, then creates or modifies parts of the world. The exact representation varies: a landscape might be stored as a heightmap, a voxel game as three-dimensional blocks, or a graph workflow as candidate points with properties and assets attached.
The steps below describe a useful way to understand the process, not a required order for every game. Microsoft’s Minecraft Bedrock world-generation documentation, for example, describes terrain, biome, structure, and feature passes. Unreal’s Procedural Content Generation Framework instead centers on configurable graphs. Games and tools can combine, repeat, reorder, or omit these kinds of operations.
1. Choose a world representation and inputs
First, the system needs a representation to work with and data to guide it. In a heightmap landscape, each location can have a height value. A voxel world represents occupied space in three dimensions. A point-based workflow can store candidate locations along with transforms, bounds, density, steepness, a seed, and custom attributes.

Those choices affect what the generator can readily express. A heightmap is suited to broad surface shapes; a voxel representation can describe caves and overhangs; a graph of points can help distribute and filter objects. Designers can also provide authored regions, assets, or other constraints rather than asking an algorithm to create everything from scratch.
2. Establish broad terrain forms
For a landscape, a generator can evaluate seeded noise across positions and use the resulting values to vary elevation smoothly. Microsoft describes Minecraft Bedrock using a random seed with gradient-noise generators to produce height variation from chunk to chunk. Its terrain pass establishes large forms such as valleys, plains, and mountains before later details are added.
Noise is one input to shaping, not a complete geology simulator. A generator can combine it with other rules and operations to control the size, placement, or character of landforms.
3. Apply terrain processes such as erosion
Noise varies height; erosion can create directional changes by moving sediment from one point to another. Unity’s terrain documentation describes erosion tools for effects such as adding variation to smooth terrain, shaping riverbeds and banks, and softening slopes. Their results depend on settings including resolution, simulation scale, iteration count, and intervals.

In Unity’s workflow, erosion should be applied before painting textures because the erosion operation does not move textures along with the terrain. Unity also notes that trees and other objects are moved to match changed terrain height, while grass and detail meshes adjust to the surface but do not follow the direction sediment moved. These are details of Unity’s terrain tools, not guarantees about other generators. Unity says erosion detail looks best at heightmap resolution 1025 or greater; that is tool-specific guidance, not a universal minimum. See Unity’s erosion documentation.
4. Classify biomes and ecological regions
A biome pass assigns environmental character to areas, which can then guide surface materials and the kinds of objects that appear there. In Microsoft’s documented Minecraft sequence, biome generation considers elevation along with temperature, humidity, erosion, and “weirdness.” The pass can also affect surface blocks and underground biomes, so biome selection is not necessarily a simple rule such as “higher ground means snow.”
Other systems can represent biomes differently. Unreal’s Biome Core documentation describes biome volumes, splines, and texture actors, as well as biome definitions linked to assets. Its system can represent regions in three-dimensional space, including stacked areas or underground caves. That is one engine’s implementation, not a required ingredient in all procedural worlds. 5. Place structures and points of interest
Structures often need their own placement rules. A generator might look for locations that meet constraints for a particular structure, such as an appropriate region or terrain shape, and then build the structure there. Microsoft identifies structures as a separate pass in Minecraft’s documented model and gives jigsaw structures as an example.

In a graph-based workflow, placement can be broken into operations: create candidate points, attach or calculate their data, filter points that do not meet conditions, and spawn assets at the survivors. Unreal’s PCG documentation describes this kind of graph model. A point’s density can represent the probability of that point existing at a location. Other systems may use different methods, so candidate points and graph nodes are an example rather than a universal recipe.
6. Scatter smaller features
Once broad terrain and regional rules exist, a generator can add smaller objects. Minecraft’s documented feature pass places natural elements on or under terrain, including trees, plants, flowers, springs, ore, and coral. These features follow biome-specific rules and distribution patterns; forests may cluster trees, while springs appear less often.
This layered approach lets the same kind of object be controlled by more than one condition. A tree may be allowed only in certain biomes, then placed at suitable locations within them at a chosen density. Unreal’s Biome Core can map asset types to generated points by biome, with subtypes that distinguish assets using attributes such as landscape layers or slope angle.
What does the seed do?
A seed supplies an input to a randomized generation process. With the same implementation and settings, it can help the system produce the same particular result again, which is useful when saving, sharing, or revisiting a world. In Microsoft’s Minecraft Bedrock account, a random seed feeds gradient-noise generators used to create smoothly varying height.

A seed is not a complete world recipe. The generator’s implementation, settings, and version also shape the result. A seed used by a changed generator or different settings should not be assumed to recreate an identical world unless that specific game or tool promises that behavior.
How are biomes generated?
Biome generation classifies areas using environmental data or authored definitions, then uses those classifications to guide what the world looks like and what it contains. The inputs and representation vary: a system might derive regions from continuous fields, use explicitly painted areas, or work with volumes and splines.
In Minecraft’s documented pass, elevation, temperature, humidity, erosion, and weirdness all contribute to biome selection. Unreal’s Biome Core offers a different, engine-specific approach using biome definitions and spatial inputs such as volumes, splines, or texture actors. Because these approaches are not identical, “biome generation” names a role in world building rather than one standard algorithm.

Placement usually combines eligibility with distribution. A rule can determine where an object is allowed, then another operation can choose locations and density. A large building may need a suitable site; a natural feature such as ore or a tree can be restricted to particular regions and scattered according to its own pattern.

In Minecraft’s documented model, structures and natural features have separate passes. In Unreal’s PCG graph model, candidate points can be generated, filtered or modified, and used to spawn assets. These examples illustrate different ways to organize the work; not every game separates objects in the same way.
When does generation run?
Generation may run while content is being created in an editor, while a game is running, or in a hybrid workflow. Editor-time generation lets a creator inspect and revise generated content as part of world building. Runtime generation can create content during play, sometimes near a player or camera.
Unreal documents editor generation in its PCG framework and a Biome Core runtime workflow that uses player location in a play session or cooked build. In that runtime workflow, partitioning can make partial biome updates faster while increasing the time for a full regeneration. Unreal recommends partitioning for certain World Partition runtime workflows; it is a workflow choice with trade-offs, not an automatic performance improvement for every project.
How do developers tune and review a generated world?
Rules can produce variety, but they do not guarantee a coherent or enjoyable result. Designers and artists choose the constraints, assets, and outcomes the generator is meant to produce, then review what those rules create. They can adjust inputs or rules and regenerate content, or refine parts of the result by hand.

Procedural generation can work alongside authored content rather than replacing it. Epic describes its PCG framework as extensible and interactive and says it integrates with existing world-building pipelines. Unity also documents terrain and terrain-tool workflows for creating and shaping landscapes. The right approach depends on the world representation, desired degree of artistic control, need for editor or runtime generation, update and streaming requirements, target hardware, and level of detail; the cited tool documentation does not establish a universal engine winner or a controlled cross-engine performance comparison.
